PART II. ATIP CORPORATION EXECUTIVE SUMMARY

The Asian Technology Information Program (ATIP) has an outstanding reputation built on a firm foundation of extensive Consulting Services. ATIP offers these services under the Multiple Award Schedule Professional Services SIN No. 541611. We have been providing American organizations in-depth and up-to-date information and analyses on science and technology (S&T) trends and developments on a broad range of topics throughout the Asian region for over twenty (20) years and in Europe for the past ten years. ATIP is a unique resource for its customers because it permanently operates “on-the-ground” throughout Asia, as opposed to organizations that operate from non-Asian countries, relying upon visits to Asia to collect information. Our Asian S&T reporting and analyses are consistently cited as a premier, reliable and unique source of information by government, industry and academia worldwide.

ATIP’s primary objective is to bridge the technology information gap with assessments of Asian technology, and when appropriate by promoting collaborations and other advantageous interactions between Western and Asian organizations. Our business involves responsiveness to sponsor needs via timely collection, analyses, and dissemination of accurate technology and related market information that creates significant value for our sponsors.

The globalization and dynamic pace of technology creation means that every government agency must continually assess foreign developments and opportunities. In order to best satisfy their agency mission objectives in the most efficient and cost effective manner as well as to maximize performance and delivery of mission objectives, agencies need to consider the impacts of foreign developments -- technology, process, products, and research -- on agency programs. ATIP is perfectly situated to support those requirements because of its combination of highly trained technical specialists and its on-the-ground access to foreign source information.

ATIP conducts interviews with key people in Asia and Europe, attends relevant conferences, symposia and workshops in each region, and monitors Asian and European technical and trade journals. ATIP staff collects information, perform expert analyses, and produce a series of brief news articles, monthly collections of relevant news articles, and detailed assessment reports highlighting significant and relevant Asian and European developments in science and technology, including many areas of particular interest to US government and businesses.

Topics include (but not limited to): advances in personal computers, displays, software, imaging, and information technology systems; improvements in computer security, electronic commerce, and networking; new developments in manufacturing processes, materials, and robotics; breakthroughs in nanotechnology and biotechnology; alternative energy and power sources; and advances in communications systems. ATIP’s experts are able to provide future market and trend analyses for specified technologies. ATIP is thus able to support mission needs of many diverse government agencies by assisting and providing consulting services to them in developing strategic plans, technology roadmaps, technology benchmarks, assessing foreign competitors, reducing costs by identifying potential collaborators or partners, as well as identifying strategic foreign sources of technologies and products.

Officially established in 1994, ATIP is a United States (US) non-profit organization with the charter to conduct information gathering, assessment, and analysis of important technological trends and developments in Asia and, to a lesser extent, in Europe. ATIP utilizes a unique, innovative and proactive approach in the interest of an increased and timely awareness of relevant Asian scientific and technical trends and developments.

Our information gathering approach combines the monitoring of publicly disseminated information, visits to relevant research and development (R&D) and policy and planning sites, interviews with key researchers, managers and policy and planning officials, attendance at relevant conferences, workshops and other public meetings, and review of significant and relevant technical literature, journal articles, press releases, and product literature. ATIP has been providing in-depth and up-to-date information and analyses on science and technology (S&T) trends and developments on a broad range of topics throughout the Asian region for nearly ten years and in Europe for the past five years.

ATIP is a unique resource for its customers, because it permanently operates “on-the-ground” throughout Asia, as opposed to organizations that operate from non-Asian countries, relying upon visits to Asia to collect information. ATIP’s Asian S&T reporting and analyses are consistently cited as a premier, reliable and unique source of information by government, industry and academia worldwide.

ATIP maintains permanent offices and operations throughout the Asian and European regions. Our base of operations in Asia is Japan; our Tokyo office oversees and manages a network of offices and operations in China and Hong Kong, Korea, Taiwan, Singapore, Thailand, India, Malaysia, and Australia, and employs a wide range of analysts and support staff to insure the most extensive and comprehensive coverage of the entire Asian region and S&T topics. This network of offices and operations, coupled with a broad set of staff analyst expertise and capabilities, insures that ATIP’s clients have access to a broad and comprehensive matrix of capabilities across the Asian geographic and S&T landscape. ATIP staff analysts and research assistants, in conjunction with consultants and subcontractors, carry out information gathering, analyses and dissemination activities - a technical approach that consists of several distinct activities that, when organized and implemented, results in a comprehensive and integrated set of resources and activities that enable this organization to carry out the tasks and produce the deliverables outlined under this proposal.

Organizational Controls

Management of the Multiple Award Schedule projects will be executed by ATIP’s senior management in-country (US, Asia, and/or Europe), and supervised by senior management in the US. Project managers will coordinate activities and the schedule of deliverables on a daily and/or weekly basis, as required, to insure a consolidated set of activities and resultant deliverables. ATIP’s General Manager of Asian Operations will manage all aspects of the project related to Asia: overseeing all employees and contractors in the Asian countries supporting this project, monitoring their work on a daily basis, and tracking progress in the production and scheduling of deliverables. ATIP’s Vice-President will manage all aspects of the project related to the US and Europe:

overseeing all US-based or Europe-based contractors and/or consultants, monitoring their work on a daily basis, tracking progress and coordinating the production and scheduling deliverables into the overall schedule of deliverables.

Native English-speaking/writing editors in Tokyo and Albuquerque will ensure that all written material is delivered in standard American Business English under the schedule of deliverables. ATIP’s Administrative Officer and Staff Accountant will carry out all project cost accounting and contract and grant compliance, providing updated project financial data regularly to Project Managers and tracking expenditures and balances.

ATIP is a truly global company comprised of individuals who are interested in high-technology trends and developments. ATIP’s operations are highly virtual, both in the way we communicate with our customers and the means by which we work internally.

Therefore, all of our facilities have Internet access and all individuals throughout the organization are very familiar with working together across multiple continents, platforms and time zones. To facilitate this organizational design, ATIP has strong internal information technology support and employs the latest security/encryption techniques to ensure our information is protected.

How we will ensure the quality of the services & products (reports) provided

In support of achieving the Multiple Award Schedule, ATIP will utilize its proven technical approach, which has been developed over the past twenty years and is comprised of a comprehensive and integrated process for collecting, analyzing and disseminating information. Our technical approach utilizes an extensive network of proven experts in Asia, Europe, and the United States composed of staff analysts and research assistants, consultants and subcontractors to carry out information gathering and analytical activities. Experts who are both familiar with and actively participate in their local S&T communities staff ATIP’s Asian and European operations.

Rapid electronic communication provides wide dissemination and interaction with ATIP’s customers. Our US-based operations ensure that there is a strong and direct relationship between Asian-based or European-based activities and US customer sponsors. Results are often oriented toward presentation of specific opportunities and assessments of potential scientific and technological challenges of significance occurring in Asia and Europe. Additionally, broad-based, basic information is openly distributed to maintain credibility and access to Asian and European industry and government sources of information.

PART III. LABOR CATEGORY DESCRIPTIONS & RATES

1. SCA applicable labor categories

The Service Contract Labor Standards (SCLS) is applicable to this contract as it applies to the entire Multiple Award Schedule and all services provided. While no specific labor categories have been identified as being subject to SCLS due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCA eligible labor categories. If and / or when the contractor adds SCLS labor categories / employees to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCLS matrix identifying the GSA labor category titles, the occupational code, SCLS labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.

3. Substitutions and Equivalency Tables

ATIP recognizes that successful performance depends on having personnel with the right skills and experience. These skills and experience are acquired through a proper mix of education and professional experience. We have found that skills required to support today’s problems and tomorrow’s challenges are not always supported by the traditional formal education and work experience combination. Therefore, we have incorporated substitution allowances between equivalent education and experience in order to provide the quality of services required by the customer at the most reasonable price. The two tables below present substitution equivalencies for education and experience requirements.

Customers seek a wide assortment of technologists, subject matter experts. and analysts capable of strategic planning; concept development; process improvement; change & organizational management; and requirements analysis. ATIP offers multi-talented personnel with subject matter expertise and business/generalist acumen.

The following labor category descriptions illustrate the general qualifications of personnel that ATIP will provide in support of the GSA Multiple Award Schedule contract. Specific task orders may require individuals to possess a specified security clearance in addition to these requirements. Academic credentials and years of experience may be substituted as outlined in the tables on the previous pages.

1. Program Manager

Functional Responsibility Provides planning, direction, and coordination functions of a designated project to ensure contract performance requirements and objectives are accomplished.

Manages staff, budget, prioritization, and other contractual matters. Responsible for setting and attaining budget, schedule, and performance standards. Monitors and controls expenditures within limitations of project budget. Acts as the single focal point for planning and executing task orders awarded. Is the primary point of contact for the customer. Oversees all work and takes corrective action as necessary to ensure project success. May also serve as the technical lead.

5. Editor

Edits various technical reports and related documentation written by analysts/subject matter experts. Responsible for the clarification of ambiguous content in written documentation produced by analysts/subject matter experts. Is knowledgeable of the software tools used to produce the documents being edited and the tools used in editing the documents. Manages document production queue and monitors workflow to ensure consistent adherence to production deadlines.
