PROJECT OVERVIEW

Design and construct the USDOJ Pre-trial suite to the new proposed configuration.

Provide all labor, materials and equipment to:

The contractor is responsible for completing a design that meets all National, State and local codes.

The contractor will submit the 30% design documents for final review before the start of construction.

Contractor will construct a plywood construction barrier to contain all construction debris, dust, odors and minimize noise.

Salvage/recover existing frames and doors for re-use where possible.

Finish and install new metal frame with solid wood door to match existing doors where needed.

Salvage/recover existing interior window frames and glass for re-use per the design. This also includes the glass in in the intake area.

Modify the woodwork in the intake area to fit the new intake area layout.

Demo interior walls

Construct new interior walls per the new design which is based on the USDOJ proposed re-configuration plan.

Paint all walls in the entire suite. (new space as well as the existing space) Paint spec: Dunn-Edwards / Color: Porous Stone / Color number: DE 6220 / LRV 57

Remove and replace ALL carpet in the entire suite (new space as well as the existing space) Carpet spec: SHAW / Style: 5T044 MESH TILE / Color: 93761 muti-level pattern loop

Remove and replace ALL base cover in the entire suite (new space as well as the existing space). Cove Base spec: Burke Flooring / Uni-color 527 Clay / Rubber

Install new tele/data outlets with CAT 5E cabling back the agency server room.

Agency will complete the jacks, connectors as well termination.

Disconnect existing lighting circuits

Relocate existing light fixtures to the new location based on the new design.

Install new light switches in each new room.

Re-circuit the existing fixtures to the new light switch in each new room

Relocate existing fire alarm devices where possible. Install a new device as needed.

Relocate existing fire suppression sprinkler heads and Install a new device as needed.

Relocate existing HVAC vents/diffusers and Install a new as needed. Contractor will re-balance the HVAC system.

Relocate existing security key pad at the waiting room door.

ATTACHMENTS

1. PDF copy of the floor plan at 1/8”=1ft scale. This document can be used to confirm measurements of the existing space as well used to generate the background documents for the design. This is a reference documents only and is not intended to be used as the final design document.

2. Sketch of the new proposed floor plan with the space designation. This is a reference documents only and is not intended to be used as the final design document.

WORK HOURS

This project will be performed during normal business hours and coordinated in advance with onsite personnel.

COST PROPOSAL

Contractor shall submit a bid proposal on the requested date to the Contracting Officer.

Cost proposal must be submitted in Construction Specification Institute (CSI) Master Format 2004 format and clearly show unit cost breakdowns.

ADD ALTERNATE PRICING

1. Provide alternate pricing for removing the existing 2X4 ceiling grid system and installing new 2X2 ceiling grid system with tiles. Ceiling grid spec’s: 1775 Humiguard

Plus from the Armstrong’s “Dune” Series with a humidity-resistant coating and a tegular edge is the new ceiling tile that will be installed in the entire building. The ceiling tile fits in a 9/16" suspension system. The Dune’s NRC rating is

0.50 (P100 baseline standard is 0.80 or greater).

1. Provide alternate pricing to place the existing 2X4 fixtures with new 2X2 LED light fixtures. Contractor is responsible for confirming provide a new reflected ceiling plan to verify the quantity of 2X2 LED fixtures required base on the new floor plan.

Light fixture spec’s: Lithonia 2ALL2 40L EZ1 LP835 N100 /Lithonia 2ALL2 40L EZ1

LP840 N100 or comparable alternate for less.

2. Provide alternate pricing to remove the double store front doors on the South exterior windows.

PERMITS / DRAWINGS

The contractor shall be responsible all permits/drawings for all work related to lease facilities and or federal/court buildings in accordance with, local, city, state and federal building requirements.

The Public Buildings Amendments of 1988, 40 U.S.C. 3312 (formerly section 21 of the Public Buildings Act of 1959, 40 U.S.C. 619), require that each building constructed or altered by GSA or any other federal agency shall, to the maximum extent feasible, be in compliance with one of the nationally recognized model building codes and with other applicable nationally recognized codes.

CLEAN UP

a. The contractor will ensure construction dust does not migrate from the immediate work area to other parts of the building, including access routes.

Use sticky mats and plastic barriers as needed. The work site shall be cleaned (trash removed, floors swept and mopped or vacuumed, etc.) daily.

b. At project completion, the contractor will professionally clean the site for user occupancy.

SECURITY

Prior to start of work, the contractor shall comply with GSA Building Security requirements. The contractor must complete a Contractor Information Worksheet for all employees and sub-contractors who will be working onsite.

SUSTAINABLE PRODUCT REQUIREMENTS

GSA purchases for products and services must meet sustainable product requirements.

Every contractor shall comply with these sustainable product requirements by using products that meet the criteria and standards listed in the PBS Sustainable Product Requirements document at the time of contract award, and or exercise of option modification. The contractor is also responsible for providing sufficient documentation to confirm that the products provided have the required sustainable criteria, upon the Government's request. See attached PBS Sustainable Products Requirements List.

a. Environmental Protection Agency (EPA) Comprehensive Procurement Guideline

(CPG) designated products.

b. 10 B. ENERGY STAR® or Federal Energy Management Program (FEMP) designated products.

c. Electronic Product Environmental Assessment Tool (EPEAT) registered products2.

d. US Department of Agriculture (USDA) designated Bio Preferred/Bio based products.

e. EPA Water Sense or other water efficient products.

f. Non-ozone-depleting products or alternatives listed under the EPA Significant New

Alternatives Policy (SNAP).

g. The PBS Sustainable Products Requirements List must is included,(see Attachment A) to the Scope of Work. Any exceptions to the required green language or clauses require a written justification (see Attachment B) documented in the contract file.

SAFETY

The contractor will provide a hazard free work site, complying with all Occupational Safety and Health Administration (OSHA), National Electrical Code, and all other applicable safety standards.

a. Briefings: Prior to any worker for the Prime or subcontractors beginning work, they shall undergo a safety briefing provided by the Prime Contractor’s Competent Person per OSHA requirements. This briefing shall include information on the construction limits, safety guidelines, means of egress, etc.

b. Site and Building Access: Maintain free and unobstructed access to facility emergency services and for fire, police and other emergency response forces.

c. Means of Egress: Do not block building exits, including paths from exits to roads.

d. Fire Extinguishers: Provide and maintain extinguishers in construction and storage areas in accordance with 29 CFR 1926.

e. Flammable and Combustible Liquids: Store, dispense and use liquids in accordance with 29 CFR 1926.

f. Existing Fire Protection: Do not impair automatic sprinklers, smoke and heat detection, and fire alarm systems without prior approval of the Contracting Officer/GSA Project Manager.

g. Smoking: Smoking is prohibited except in designated smoking areas. Smoking is prohibited in and adjacent to construction sites.

h. Daily Cleanup: Dispose of waste and debris from buildings daily.

HAZARDOUS MATERIALS

The Contractor shall maintain on-site and submit to the Contracting Officer/GSA Project Manager, Material Safety Data Sheets (MSDS), meeting the requirements of 29 CFR 1910.1200(g) and the latest version of Federal Standard No. 313, for all hazardous materials brought to the work site.

a) If you are not intending to submit a price proposal, contractor shall return the solicitation packet, scope of work and all drawings to this office.

SATURATION DIVING:

The standby rate shall apply until saturation starts. The saturation diving rate applies when divers are under pressure continuously until work task and decompression are complete. The diver rate shall be paid for all saturation hours.

DIVING IN ENCLOSURES:

Where it is necessary for Divers to enter pipes or tunnels, or other enclosures where there is no vertical ascent, the following premium shall be paid: Distance traveled from entrance 26 feet to 300 feet: $1.00 per foot. When it is necessary for a diver to enter any pipe, tunnel or other enclosure less than 48" in height, the premium will be

$1.00 per foot.

WORK IN COMBINATION OF CLASSIFICATIONS:

Employees working in any combination of classifications within the diving crew (except dive supervisor) in a shift are paid in the classification with the highest rate for that shift.
