26. DESCRIPTION OF SECURITY & PROTECTION; AND FACILITIES SERVICES
a. Program Manager
Minimum/General Experience: Eight years of business experience in a technical discipline relating to the required service is required. At least four of the eight years must be in managing projects. Experience must include knowledge of information technology systems, project management tools and demonstrated capability to manage multiple tasks.
Functional Responsibility: Responsible for complete program/project development from inception to initiation; demonstrated ability to provide guidance and direction in multiple tasks across several functional areas, including the use of diverse technologies; proven expertise in the management and control of funds and resources and demonstrated capability in managing complex multitask efforts to successful completion.
Serves as focal point of contact with Customer on technical program issues when assigned. Provides interface between corporate management, the customer and subcontractor.
Minimum Education: A bachelor’s degree from an accredited university or college is required. A high school diploma or G.E.D. plus an additional four years of related experience in addition to that required above may be substituted for a bachelor’s degree. Each additional year of college or training within a related field is equivalent to a year of experience required above.
b. Project Manager
Minimum/General Experience: Six years of business experience in a technical discipline relating to the required service is required. At least three of the six years must be related to managing tasks. Functional Responsibility: Responsible for task development from inception to initiation; demonstrated ability to provide guidance, direction and supervision within the task area and to coordinate with other task leaders on programs. d. Physical Security Specialist

Must have demonstrated ability to work independently or under only general direction.

j. Senior System Security and Network Engineer
Minimum/General Experience: Ten years of experience including firewalls, IDS, network devices, vulnerability scanning tools, risk assessment methods, information security strategy/policy/procedures, secure remote access. Working knowledge of system security practices. Must possess strong communication skills and be capable of developing and presenting briefings.
Functional Responsibility: Support system design and/or information security assessment, testing, analysis, and security posture of large enterprises. Lead teams of security engineers and analysts in the determination of threats, vulnerabilities, risks, and resultant countermeasures to improve overall security objectives. Develops and implements analytical and computational techniques for tracking systems to support the requirements previously mentioned. 28. SERVICE CONTRACT LABOR STANDARDS:
Service Contract Labor Standards: The Service Contract Labor Standards (SCLS), formerly known as the Service Contract Act (SCA), is applicable to this contract as it applies to the entire Multiple
Award Schedule (MAS) and all services provided. While no specific labor categories have been identified as being subject to SCLS/SCA due to exemptions for professional employees (FAR
22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for
SCLS/SCA eligible labor categories. If and / or when the contractor adds SCLS/SCA labor categories to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCLS/SCA matrix identifying the GSA labor category titles, the occupational code, SCLS/SCA labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.
