Price adjustments for SCA-eligible (**) categories will follow FAR 52.222-43 Fair Labor Standards Act And Service Contract Labor Standards—Price Adjustment (Multiple Year And Option Contracts), specifically in accordance with clause I-FSS-969 Economic Price Adjustment – FSS Multiple Award Schedule subclause (b)(1). The established escalation rate for yearly rate adjustments is 3.0%.

The Service Contract Act (SCA) is applicable to this contract and it includes SCA applicable labor categories. The prices for the indicated (**) SCA labor categories are based on the U.S. Department of Labor Wage Determination Number(s) identified in the SCA matrix. The prices awarded are in line with the geographic scope of the contract (i.e. nationwide).

Labor Category Descriptions

Project Manager The Project Manager is a highly qualified individual capable of overseeing a project of any size and scope. The Project Manager will formulate and enforce work standards; supervise Supervisors and Officers; assign schedules as required; oversee detail assignments; review work discrepancies; oversee task performance and Quality Assurance (QA) reviews; prepare, review, and submit required reports;

ensure all deliverables are met in a timely fashion; and communicate with the CO and COR.

Assistant Project Manager On projects of significant size, the Assistant Project Manager works at the direction of the Project Manager to ensure that all duties and quality standards are met. This highly qualified individual will assist the Project Manager in formulating and enforcing work standards; supervising Supervisors and Officers;

assigning schedules as required; overseeing detail assignments; reviewing work discrepancies; overseeing task performance and Quality Assurance (QA) reviews; preparing, reviewing, and submitting required reports; ensuring all deliverables are met in a timely fashion; and communicating with the CO and COR.

Detention / Corrections Supervisor The Detention/Corrections Supervisor is capable of performing all of the job duties and requirements of both the Detention Officer and Corrections Officer labor category. The Supervisor is responsible for conducting in-person, unannounced checks on personnel; logging all inspections of personnel; directing officers in the performance of their duties; preparing work schedules and post instructions; ensuring all officers receive required training; ensuring proper coverage for all assignments; managing task performance; implementing post orders; and preparing reports.

CSO Supervisor The CSO Supervisor is capable of performing all of the job duties and requirements of both the Court Security Officer labor category. The Supervisor is responsible for conducting in-person, unannounced checks on personnel; logging all inspections of personnel; directing CSOs in the performance of their duties; preparing work schedules and post instructions; ensuring all CSOs receive required training;

ensuring proper coverage for all assignments; managing task performance; implementing post orders; and preparing reports.

Guard Supervisor The Guard Supervisor is capable of performing all of the job duties and requirements of both the Guard I and Guard II labor categories. The Supervisor is responsible for conducting in-person, unannounced checks on personnel; logging all inspections of personnel; directing Guards in the performance of their duties; preparing work schedules and post instructions; ensuring all Guards receive required training;

ensuring proper coverage for all assignments; managing task performance; implementing post orders; and preparing reports.

27004 Alarm Monitor Operates communication equipment to receive incoming calls for assistance and dispatches personnel and equipment to scene of emergency. Operates telephone console to receive incoming calls for assistance.

Questions caller to determine nature of problem and type and number of personnel and equipment needed, following established guidelines. Scans status charts and computer screen to determine units available.

Monitors alarm system signals that indicate location of fire or other emergency. Operates two-way radio to dispatch police, fire, medical, and other personnel and equipment and to relay instructions or information to remove units. Types commands on computer keyboard to update files and maintain logs.

Tests communications and alarm equipment and backup systems to ensure serviceability. May provide pre-arrival instructions to caller, utilizing knowledge of emergency medical techniques. May activate alarm system to notify fire stations.

27008 Corrections Officer The Corrections Officer maintains order among inmates in a prison or local jail, performs routine duties in accordance with established policies, regulations, and procedures to guard and supervise inmates in cells, at meals, during recreation, and on work assignments, and may employ weapons or force to maintain discipline and order. Typical duties include: taking periodic inmate counts, searching inmates and cells for contraband articles, inspecting locks, windows bars, grills, doors, and grates for tampering, aiding in prevention of escapes and taking part in searches for escaped inmates, and escorting inmates to and from different areas for questioning, medical treatment, work and meals. The Corrections Officer may act as outside wall guard, usually on rotation.

Excluded are:

a. Workers receiving on-the-job training in basic correctional activities.

b. Positions responsible for providing counseling or rehabilitation services to inmates.

27010 Court Security Officer This position patrols courthouse to provide security, escorts defendants to and from courtroom, and stands guard during court proceedings, checks courtroom for security. Assignments include not only the monitoring of entrances to the court, but also attention to the special needs of the court system, particularly in the area of personal protection for the judges, jurors, witnesses, attorneys and other persons involved with the court, including the general public. Duties require specialized training in methods and techniques of protecting security areas. This incumbent is required to demonstrate continuing physical fitness and proficiency with firearms or other special weapons.

27040 Detention Officer The Detention Officer performs various duties related to detention, safeguarding, security and escort of violators of immigration laws, exercises surveillance over detainees, and maintains order and discipline, attends to sheltering, feeding, and physical well-being of detainees, and counseling of alien detainees on personal matters. This worker guards detainee's at deportation or exclusion hearings, recognizes potentially hazardous health, safety, security, or discipline problems, supervises voluntary work details, and encourages participation in organized recreational activities.

27101 Guard I This guard carries out detailed instructions and procedures primarily oriented to insure that emergencies and security violations are readily discovered, and reported to appropriate authority. The primary duty is to observe and report security and emergency situations. This guard intervenes directly only in situations which require minimal action to safeguard property or persons. Duties require minimal training and physical fitness standards.

27102 Guard II The Guard II enforces regulations and procedures designed to prevent breaches of security, exercises judgment and uses discretion in responding to incidents and emergencies, determining whether to intervene directly, ask for assistance as time permits, keep situation under control or surveillance, or to report incident or situation to the appropriate authority for handling. Duties require specialized training in methods and techniques of protecting controlled areas. Commonly, the Guard II is required to demonstrate proficiency with firearms and other special weapons, and to meet rigorous physical fitness standards.

Supervision and Project Management labor categories are exempt from the Service Contract Act. All remaining labor must meet the minimum requirements of the Service Contract Act.

Additional Labor Rates

Inter-Con welcomes the opportunity to develop a customized quote based on applicable Market Prices and/or in response to your Statement of Work (SOW) or Performance Work Statement (PWS). If your SOW or PWS has positions or other equipment requirements that are not included in our Market Prices, including those related to specialized services such as parking enforcement, Inter-Con will provide a customized quote with a prompt turn-around. Inter-Con’s fully loaded rates include all wages, fringe benefits, health and welfare costs, payroll taxes, guard equipment, training, background checks, and medical exams, as required and in accordance with applicable wage determination agreements. Rates do not include specialized costs such as vehicles, relief, paid travel time, or CBA wages and benefits that are in excess of approved the wage determination agreements. If any required positions are not billable and therefore, must be included in the overhead costs, the cost of these positions will be added to the billing rates for the billable positions. Local quotes often result in lower pricing. Billing rates are subject to FAR 52.222-43 adjustments.

Salaries for managers and supervisors are dependent upon various factors, including site locations, the size and complexity of the contract, clearances needed, and experience required. Specialized Government Services

Inter-Con provides security services at many of the nation’s most sensitive government and industrial facilities. Domestically, Inter-Con is the exclusive provider of uniformed security services to the U.S.

Department of State, with sole responsibility for all facilities in the continental United States. This includes all Washington, D.C. facilities, the U.S. mission to the United Nations and The White House annex for visiting foreign heads of state. This program is praised as the “model” for federal agencies and includes emergency response teams, explosive ordnance detection teams, certified on-scene chemical and biological incident commanders and travel security details for dignitaries.

Inter-Con has trained and equipped former law enforcement officers to provide armed protection of the judiciary, as well as thousands of jurors, attorneys, and visitors at all federal court and United States Marshals Service (USMS) facilities in the 2nd and 9th Circuits. Additionally, Inter-Con provides highly-trained Armed Detention Officers for the USMS District in Central California to transport and secure in custody high threat prisoners to court hearings or medical appointments, including long term public hospital visits.

By special authority of the Department of Defense, Inter-Con has been entrusted with security for operational Priority ‘A’ resources of the U.S. military. Inter-Con also was nominated as the “Prime Contractor of the Year” by NASA for security and related services provided for the space shuttle program.

Since 1987, Inter-Con has provided over fifty-one million man-hours of service to the U.S. federal government, including embassies and consulates in some of the world’s most challenging security environments. This was accomplished through multi-faceted programs that incorporated security officers, escorts, traveling principal protection teams, counter-surveillance detection teams and electronics. The following are brief biographies of Inter-Con’s senior corporate management:

• Mr. Enrique Hernandez, Jr., Chief Executive Officer: As Inter-Con’s Chief Executive Officer, Mr.

Hernandez manages all aspects of the company’s global operations with principal focus on maintaining and improving upon Inter-Con’s standards of excellence and performance. After serving as Corporate Counsel and Executive Vice President, he was promoted to his present position in 1984.

In 2002, he was appointed by President Bush to the National Infrastructure Assurance Committee and served this organization until 2006. He also formerly served as President of the Los Angeles Police Commission. Mr. Hernandez is a recognized corporate leader serving on the Boards of Directors of McDonald’s Corporation, Chevron Corporation, and Wells Fargo Bank. He also currently serves as Chairman of the Board of Nordstrom, Inc. In addition, he is a member of the Board of Trustees of the University of Notre Dame. Mr. Hernandez is an honors graduate of Harvard College and Harvard Law School and is a licensed attorney.

• Mr. Henry Hernandez, President: As Inter-Con’s President, Henry heads its executive team, reporting directly to the CEO. Henry is actively involved in the company’s global operations and is responsible for ensuring that such activities align with Inter-Con’s strategic interests. Prior to joining Inter-Con in 2016, Henry served as an Associate at Sullivan & Cromwell LLP. Henry holds a B.A. and J.D. from Harvard College and Harvard Law School, respectively.

• Mr. Richard Stack, Chief Operating Officer: With over 20 years of combined Federal and Private Security experience, Mr. Stack directs operational activities for security services provided to

Mr. Stack ensures professional, high-quality security services are provided to all operations. Previously, Mr. Stack served as Senior Vice President of International Operations, with responsibility of all international operations, including business development, corporate development, all operational, logistical, and administrative activities associated with government and commercial security services provided by Inter-Con throughout our International markets. Prior to this role, Mr. Stack served as the Senior Vice President of Domestic Operations responsible for government, commercial, and public utility clients throughout the United States. Mr.

Stack also served as Inter-Con’s Director of East Coast, Africa, and Iraq Operations. Before joining Inter-Con, Mr. Stack served as a military policeman in the U.S. Marine Corps. Mr. Stack earned a B.S. in Management and Leadership.

• Mr. Neil Martau, Chief Administrative Officer: Mr. Martau has successfully ensured full regulatory and government contract compliance for billions of dollars in Inter-Con services, marshaling and aligning Inter-Con’s operational and financial resources to meet clients’ unique security program considerations. Mr. Martau also manages all administrative functions of the corporation including all contractual relationships. Mr. Martau is a Certified Public Accountant and graduate of Miami University with a B.S. in Business. Mr. Martau came to Inter-Con in 1992 after an audit career with Ernst & Young, and management experience in the financial services industry.

• Mr. Charles Thuss, Chief Financial Officer: Mr. Thuss has over 20 years of financial and operational expertise with previous roles as VP and Chief Financial Officer with companies such as Parsons and AECOM. He most recently served as the Chief Operating Officer of Construction Services for AECOM, where he reported directly to the Corporate Chief Financial Officer for a $13 billion Global Engineering and Construction Professional Service Company. Before joining Inter-Con in 2021, Mr.

Thuss held Senior Vice President of Operational Finance and Operations roles at AECOM. At Parsons, his titles included CFO of the Middle East and Water & Infrastructure groups and Controller of its Federal Services Group. Mr. Thuss earned an MBA from the Wharton School as well as Bachelors and Masters degrees from Stanford University.

• Mr. Brian Faulkner, Chief Information Officer: Manages all tailored workforce management solutions to ensure results align with program goals and delivery milestones are achieved. Oversees all major technology solutions Inter-Con implements with clients. Develops strategy and overseeing client relationship management efforts for Inter-Con’s technology practice. Before joining Inter-Con in 2018, Brian served 10 years in the U.S. Army and earned his B.S. at Weber State University as well as his M.B.A. from the Thunderbird School of Global Management.

• Mr. Matthew Reeser, Vice President - Business Development: Mr. Reeser leads Inter-Con’s global

Business Development and Account Management activities, overseeing a large client portfolio that includes both government and commercial entities. He holds an M.B.A. from the University of Southern California and earned his B.A. at Lehigh University. Mr. Reeser’s professional experience includes providing security and management consulting services to Fortune 500 companies as well as designing and implementing premium, corporate intelligence programs for large multinationals and high net worth individuals.
