Company Profile

Potomac River Group, LLC dba PRG Defense was established in 2003 by retired Senior Federal Law Enforcement officials with extensive expertise in export control matters, transnational criminal investigations, financial investigations, anti-terrorism, and customs and border security matters. Over the years, PRG has expanded in scope and brought into its ranks former senior military officers with wide-ranging experience in key operational and national security areas.

In the service delivery arena, PRG has become a significant provider of U.S. Government polygraph services.

The company manages, administers, schedules and delivers high-quality security interviews and counterintelligence polygraph examinations for several Department of Defense agencies at locations all across the United States.

PRG also provides financial investigative services to Department of Justice agencies and federal prosecutors to include asset identification, asset forfeiture and forensic accounting services. We also provide seized property risk management services nationwide under the Department of the Treasury Asset Forfeiture Program.

PRG’s labor rates are available under our GSA Multiple Award Schedule.

Since its inception, PRG has been supplying federal law enforcement, military and border security agencies with inspection, detection, force protection and military equipment under prime contract or through our GSA Schedule. PRG has fostered relationships with such vendors as Wilcox Industries, SAFRAN / Optics 1, the David Clark Company, FLIR Systems, Pro-Tech Knives, and Accipiter Radar Systems to name a few.

In early 2019, PRG, DBA as PRG Defense, began the manufacture and sale of hand-held, helmet-mounted and rifle mounted night vision and thermal systems to complement its offerings from other manufacturers of military and law enforcement equipment.

PRG holds a Top-Secret Facility Clearance and is registered with the Department of State, Directorate of Defense Trade Controls (DDTC) as an exporter and broker of defense articles under the International Traffic in Arms Regulations (ITAR).

Program Director Minimum/General Experience: 12 years experience in managing and administering consultative, facilitation, survey and training services contracts, programs, and projects. Programs include, but are not limited to Asset Forfeiture, Seized Property Management, Money Laundering/Financial Crimes, Commercial Fraud, Internal Reviews/Compliance, and Due Diligence/Backgrounds; with demonstrated success in simultaneously managing multiple projects and supervising all levels of project personnel.

Functional Responsibility: Plans, organizes, and controls the overall activities of the program or contract. Responsible for program management, contract management, configuration management, technical work, quality of work, scheduling, and costs associated with all task orders issued under the contract. Performs the investigative activity in compliance with the plans and strategies presented by the government client. Primary client interface conferring with GSA and client agency management on strategic issues and to minimize costs and maximize efficiency in achieving contract requirements. Ensures that all activities conform to the terms and conditions of the contract and task ordering procedures and requirements, including cost, schedule and quality parameters. Provides guidance, direction and ultimate management for all projects, and reviews all services and products for conformance to client requirements.

Project Manager

Senior Program Analyst

Minimum/General Experience: 5 years of experience in training based programs with demonstrated analytical skills and ability to track program progress and compile program cost documents that accurately track all program expenditures and events. Functional Responsibility: Performs the systematic review and analysis of international training program and advises on needs to identify and develop short- and long-range plans for implementation and maintenance of the program and funding. Develops cost estimates and tracks trip expenses for the program.

Functional Responsibility: Coordinates various facets of the program’s complex planning efforts and evaluates the effectiveness of the implemented program plan. Senior program analyst provides direction, guidance and assistance to other program staff including administrative support staff and instructor staff.

Instructor/Course Developer Minimum/General Experience: 5 years of specialized law enforcement, border security, hazardous material or information analytical experience including experience in international aspects of these processes. Functional Responsibility: Serves as an instructor and authoritative technical expert in the major topical areas of WMD counterproliferation law enforcement and border security training.

Provides technical expertise in the development of international counterproliferation law enforcement and border security related curriculum. Provides high quality training to foreign officials from a wide variety of security organizations and instills the technical and analytical knowledge, skills and attitudes needed for the highest possible proficiency in this specialized field. Designs and develops programs and course materials in the field of international counterproliferation law enforcement.

Functional Responsibility: Assesses and revises course content in light of changing conditions throughout the world. Develops supplemental training materials as requested. Participates in the planning, analysis and decision making processes for the development and delivery of training courses. Maintains professional contacts with leading practitioners, researchers, professors and others in academic training institutions, government agencies and private industry to improve and validate all course materials.

Logistics Assistant

Minimum/General Experience: 3 years experience in coordination and control of warehouse inventory of supplies/materials from initial plan through acquisition, storage, issue and utilization or disposal. Functional Responsibility: Required to control a warehouse of materials owned by the government and manage an inventory management database of non-expendable, accountable personal property, providing reports on property activities as needed. Prepares purchase orders and places orders for materials to re-supply expended materials as directed. Receives ordered materials and ensures commodity, count and quality is accurate. Places materials into inventory and maintains them in a safe and secure setting. Packs international shipments of course materials and related equipment securely and generates commercial invoices and appropriate shipping documents.

Administrative Assistant

Minimum/General Experience: 3 years of clerical experience which include organization, coordination, and performance of duties at a responsible level.
