COURSE DESCRIPTIONS:

1. Personal Safety Course

Objectives:

Watch House understands that the principle objective of this course is to provide client agency’s employees, bot field and headquarters personnel, with a consistently presented Personal Safety Course for enforcing agency laws and regulations. Each of the presented principles and tactics, has been included in the course we currently teach as tried and tested terminal or enabling objectives. This course has evolved over the last seven years, and will continue to be updated and maintained. The changes have been suggested by both Watch House and client personnel.

The proposed curriculum will include the facilitation of knowledge, skills, and abilities in a manner that builds upon the experience of the participants in an adult learning environment. The ability to place emphasis on key principles in context of the participant's current assignment provides for an increased acceptance of the learning objectives.

The curriculum is built around the learning objectives established for each module. Meeting the requirements of the learning objectives ensures the achievement of the terminal objective established for each module. Once all modules have been delivered and all terminal objectives have been achieved then the course goal will have been achieved as well. The course is taught using two instructors to ensure the completeness of the course delivery. Additionally, course activities, videos and role plays are designed for each module. This provides for increased realism and reinforces the instruction.

As mentioned before, Appendix C contains the various course materials we will continue to offer. These include the Participant Manual, the Instructor Manual, the Client Toolkit for Personal Safety and Conflict Management, the PowerPoint presentation and other lecture reinforcement items.

2. S.W.A.T. Fundamentals Objectives:

This 40 hour course will provide the participant with the fundamental training to function on a specialized police tactical unit. The classroom portion of this class will address the philosophical issues concerning deployment to critical incidents and resolution while providing the student with foundational knowledge in the area of search warrant service, a tactical team’s most common mission.

The attentive student should leave this course with the ability to plan and execute a search warrant, and understand the process of barricaded subject resolution. Their exposure to these contemporary police tactics should provide the attendee with greater confidence and skills to function in the tactical environment.

Course Description:

The Basic SWAT course is designed for officers who have little to no training in the area of special weapons and tactics. Topics include:

· The introduction to history and evolution of SWAT teams

· Professionalism and ethics

· Rapid Deployment to critical incidents

· Barricade resolution to include covert movement tactics

· Search Warrant service and dynamic entry tactics

· Equipment needs

· Breaching topics

3. S.W.A.T. Leadership and Command

Objectives:

This 4 day course will focus on leadership principles, decision making paradigms, and other team management aspects to assist those with authority over their agency’s tactical team. The course will include many interactive aspects such as actual incident debriefs and table top exercises.

At the conclusion of this course the attendee should possess improved leadership qualities and foundational knowledge pertaining to contemporary decision making during critical incidents. They will also understand the fundamental concepts of managing a tactical team for their agency.

Course Description:

The SWAT Leadership and Command course is designed for officers of any rank who will have any portion of command authority over their agency’s tactical team. Topics covered include:

· Team member selection, retention and discipline

· Training

· Managing high risk incidents

· Media relations

· Record keeping

· Equipment

4. Firearms Training – Initial Training Initial certification is intended to provide the Federal Flight Deck Officer (student) with the basic fundamentals in safe weapon handling and storage, proper manipulation of equipment, a comprehensive understanding of weapon safety, firearm retention techniques, statutory requirements, Federal Aviation Administration rules and defensive/self-defense tactics. All programs are taught in classroom and range environment beginning at the static level progressing at the student’s pace to a very dynamic level involving life-fire and role-playing “judgmental” graded scenarios.

5. Firearms Training – Re-qualification Training

Re-qualification certification is a short-term yet repetitive (quarterly or semi-annually) based firearm qualification program intended to confirm as a fluid process, all of the skillsets derived from the initial training certification. All Federal Flight Deck Officers are evaluated on controlled range arrival and departure procedures replicating their activities on the flight deck of any aircraft. Next they demonstrate in a static environment, sound firearm safety, handling and manipulation skills culminating in a scored firearm qualification score.

6. Firearms Training – Re-current Training

Re-current certification rooted in the understanding that firearm program skills are highly perishable and given time, susceptible to forgetfulness and improper technique. Re-current certification combines a condensed and highly comprehensive approach to initial training utilizing exactly the same protocols, practices, techniques, skill, decision processes and demonstrated evaluations as those developed and used during initial training. Unlike re-qualification, re-current training is again approached via a static methodology into an aggressive dynamic training environment exploiting computer technology, role-playing and advanced scenarios based upon up-to-date threat analysis.

7. Emergency Management

Emergency Management represents a “modular” approach to the National Incident Management System (NIMS) coordinated by the Department of Homeland Security (DHS) broken down into the broad categories of prevention, protection, mitigation, response and recovery. Our approach can be tailored to the client and include any or all of the general core competencies/components to include 28 official training courses, position certification based upon that training, DHS, Homeland Security Exercise and Evaluation Program (HSEEP) additional Incident Command System (ICS) and Multiagency Coordination System (MCS) functionality and operational assistance.

Emphasis is placed upon HSEEP compliant exercises; the approach encompasses seminars, workshops, tabletop exercises, games through drills, functional exercises and full-scale exercises rooted in the National Response Plan (NRP) incorporating the Universal Task List (UTL) via the Target Capabilities List (TCL). The focus to HSEEP-compliant exercises is contingent upon the proper design, development, conduct, evaluation and improvement plan for each and every exercise. For each delivery the appropriate staffing levels will be proposed based upon the necessary labor categories of Master Exercise Practitioner and Exercise Controllers.
