LABOR DESCRIPTIONS

Junior Technician: Skilled with variety of hand tools and test equipment. Competent in installation, termination and testing of cabling (including network cabling), mounting cameras, alarm sensing devices, and computer and network equipment in accordance with Orion Security Solutions standards. Individual requires general supervision and direction to identify and accomplish a task, but may work independently at times. Can interpret and understand basic technical documentation and concepts. Updates Orion Security Solutions related project drawings and documentation.

Education/experience: 2 years related experience and Associate Degree.

Technician: In addition to skills of Junior Technician, the Technician is competent in the installation, wiring and basic configuration of access control devices, locks and control panels, alarm panels, perform system power up and basic programming. Recognizes tasks to be completed to complete a job and works independently or with minimal supervision. Interprets and understands intermediate level technical documentation and concepts.

Education/experience: 3 years related experience and Associate Degree with technical certifications.

Lead Technician: In addition to skills of Technician, the Lead Technician possesses the personal knowledge and skills to work independently and provide on-site project supervision of other technicians while serving as primary customer interface. Must be proficient with intermediate level configuration of systems. Must be competent in the use of order management system and knowledgeable Orion Security Solutions procedures, practices and processes. Thoroughly familiar with industry standards and practices and can interpret and understand advanced technical documentation and concepts.

Education/experience: 5 years related experience and Associate Degree with technical certifications.

Program Manager: The Project Manager is assigned for large complex projects generally in excess of $500,000 and is responsible for overall system installation activities including equipment procurement, resourcing, financial management, and resolution any issues relating to the assigned project. The Program Manager serves as a primary interface with client or client representatives throughout the installation process.

Education/experience: 5 years related experience with a Bachelor Degree.

Senior Network Engineer: Develops and applies advanced network design methods, theories and research techniques. Plans, conducts and technically directs projects. Coordinates the efforts of network design and maintenance efforts of technical support personnel, drafters, technical writers, and network personnel. Conducts investigation and tests of considerable complexity. Reviews literature standards and current practices relevant to the solution assigned projects. Recommends corrections in technical applications and analysis. Evaluates vendor and developer's capabilities to provide required products or services. Develops and performs network modifications including; network architectural and configuration changes; network performance analyses; hardware/software enhancements to the network infrastructure.

May provide technical consultation to the organization and work leadership to lower level employees and/or peers.

Education/experience: 5 years related experience with a Bachelor of Science in Systems Information, Networking, Electrical Engineering, a related field or equivalent experience. Network certification in CCNP, CCDP, or CCIE is desired.

AWARDED SIN DESCRIPTIONS

SIN OLM Order-Level Materials (OLM)

OLMs are supplies and/or services acquired in direct support of an individual task or delivery order placed against a Schedule contract or BPA. OLM pricing is not established at the Schedule contract or

BPA level, but at the order level. Since OLMs are identified and acquired at the order level, the ordering contracting officer (OCO) is responsible for making a fair and reasonable price determination for all

OLMs.

OLMs are procured under a special ordering procedure that simplifies the process for acquiring supplies and services necessary to support individual task or delivery orders placed against a Schedule contract or BPA. Using this new procedure, ancillary supplies and services not known at the time of the Schedule award may be included and priced at the order level.

OLM SIN-Level Requirements/Ordering Instructions:

OLMs are:

- Purchased under the authority of the FSS Program

- Unknown until an order is placed

- Defined and priced at the ordering activity level in accordance with GSAR clause 552.238-115 Special Ordering Procedures for the Acquisition of Order-Level Materials. (Price analysis for OLMs is not conducted when awarding the FSS contract or FSS BPA; therefore, GSAR 538.270 and 538.271 do not apply to OLMs)

- Only authorized for use in direct support of another awarded SIN.

- Only authorized for inclusion at the order level under a Time-and-Materials (T&M) or Labor-Hour (LH) Contract Line Item Number (CLIN)

- Subject to a Not To Exceed (NTE) ceiling price

OLMs are not:

- "Open Market Items."

- Items awarded under ancillary supplies/services or other direct cost (ODC) SINs (these items are defined, priced, and awarded at the FSS contract level)

OLM Pricing:

- Prices for items provided under the Order-Level Materials SIN must be inclusive of the Industrial Funding Fee (IFF).

- The value of OLMs in a task or delivery order, or the cumulative value of OLMs in orders against an FSS BPA awarded under an FSS contract, cannot exceed 33.33%.

NOTE: When used in conjunction with a Cooperative Purchasing eligible SIN, this SIN is Cooperative Purchasing Eligible.

Includes security and detection systems and devices, such as gas detectors, pressure level monitoring, patient/detainee monitoring systems, etc.

Includes the comprehensive integration of building systems and technology using a non-proprietary, open architecture. Typical building systems to be integrated include: building automation, telecommunications, security, energy and environmental control, HVAC, etc.

Tasks may include, but are not limited to: requirements analysis, integration planning, testing, operational training and support, cybersecurity for building control systems, etc.
