SIN OLM Order Level Materials -OLMs are supplies and/or services acquired in direct support of an individual task or delivery order placed against a Schedule contract or BPA.

OLM pricing is not established at the Schedule contract or BPA level, but at the order level. Since OLMs are identified and acquired at the order level, the ordering contracting officer (OCO) is responsible for making a fair and reasonable price determination for all OLMs. OLMs are procured under a special ordering procedure that simplifies the process for acquiring supplies and services necessary to support individual task or delivery orders placed against a Schedule contract or BPA. Using this new procedure, ancillary supplies and services not known at the time of the Schedule award may be included and priced at the order level.

OLM SIN-Level Requirements/Ordering Instructions:

OLMs are:

• Purchased under the authority of the FSS Program as a special ordering procedure

• Identified at the order or BPA level (either at the time the order is placed or as the requirement for OLMs develop during the course of performance)

• Defined and priced at the ordering activity level in accordance with GSAR clause

552.238-115 Special Ordering Procedures for the Acquisition of Order-Level Materials.

• Only authorized for use in direct support of another awarded SIN.

• Only authorized for inclusion at the order level under a Time-and-Materials

(T&M) or Labor-Hour (LH) Contract Line Item Number (CLIN)

• Subject to a Not To Exceed (NTE) ceiling price limited to 33.33% of the total value of the order or BPA

OLMs are not items awarded under ancillary supplies/services or other direct cost (ODC) SINs (these items are defined, priced, and awarded at the FSS contract level)

Service/Labor Category Descriptions

Program Management Company Code: USCI - PM01 The Program Manager (USCI- PM01) serves as the primary contact with the client. The program manager is responsible for the overall program or project development, management, and supervision from project beginning to end. The Program Manager designates personnel based on experience and knowledge. The Program Manager also manages in-house personnel, as well as any subcontractors on the contract. He reviews reports and records achievements/milestones to ensure timeliness and progress on the project schedule. The program Manager troubleshoots program problems, prepares program reports, and manages the contract budget.

Program Manager Minimum Experience: 10+ years experience in a security-related field.

Minimum Education Requirements: Masters Degree or equivalent field experience.

Project Management Company Code: USCI - PRM01, USCI – PRM02 The Project Manager serves as the main liaison with the client. He or she coordinates work with engineering and technical personnel. The Project manager is responsible for planning, directing, and coordinating activities of personnel involved in developing procedures, equipment, and techniques to solve problems. He/she creates project schedules and assigns duties to engineering and technical staff. Key project management responsibilities include creating clear and attainable project objectives, building the project requirements, and managing the scope of work.

Our consultants Our consultants bring fresh viewpoints and a broad range of expertise in the areas of access control, intrusion detection, video surveillance, and communications solutions through their extensive knowledge and experience in the field. He/she performs in-depth physical security reviews and threat assessments and evaluates and recommends the most effective solution for mitigating risks and threats to security. Engineering Company Code: USCI – SE01, USCI - SDE01 The Senior Engineer (USCI-SE) is responsible for the overall scope of an integrated security solution. He/she monitors and manages the day-to-day operations of a program or project, including developing short and long-range goals, objectives and budgets, coordinating activities with other departments and agencies, overseeing records maintenance, monitoring budgets and approving and monitoring expenditures, overseeing reporting requirements, evaluating program or project service delivery and cost effectiveness; ensuring that procedures are being followed and assisting in resolving complex problems which require professional level input. Can serve as project manager on complex projects. The Senior Engineer Monitors and supervises design and construction, including reviewing plans, specifications, estimates and calculations and giving technical advice on corrective action.

The Systems Design Engineer (USCI-SDE01) is responsible for defining system level requirements and developing system level architectures. He/she analyzes system hardware architectures and defines improvements. The Systems Design Engineer processes conceptual security solutions and applys them to technical design plans and layouts. He/she evaluates client requirements and produces a technical design specification and verification plan. The Systems Design Engineer performs specification analysis, develops and follows standards, and schedules project plans and project schedules.

Senior Engineer (USCI – SE01) Minimum Experience: 10+ years experience in a security-related field.

Minimum Education Requirements: Bachelors Degree or equivalent field experience.

Systems Design Engineer (USCI – SDE01) Minimum Experience: 4+ years experience in a security-related field.

CAD Specialist Company Code: USCI – CAD01 CAD Specialist (USCI – CAD01) prepares engineer drawings both manually and through the use of computer aided design (CAD) and computer aided engineering (CAE) tools.
