Background
Surveillance Security Inc. was founded 25 years ago. SSI is licensed in Arizona, California, Texas, Nevada, Washington, Maryland, Washington DC, Virginia as well as authorized to conduct security operations in Hawaii, Oregon and New Mexico as well as other locations and states. We are a CVE certified Service Disabled Veteran Owned Business (SDVOB). We are also a Small business and we are listed in SAM, ORCA, CCR, GSA Advantage!, GSA eLibrary, Vetbiz and CBP vendors data base .
The main goal of Surveillance Security Inc. through our 25 years of service is to provide a higher caliber of individuals and officers. This is done to ensure that our customers are getting a more quality representation for their contract needs. All officers are a representation of Surveillance Security Inc.

Billing rates do not incorporate overtime coverage, cleared personnel, supervisory hours or relief where required.
Overtime/Holiday pay
All overtime/Holiday worked (by definition in that state) will be billed at 200% of the normal hourly rate for that category of employee. The following holidays are paid at 200%: New Years, MLK day, Presidents Day, Easter, Memorial Day, Juneteenth, Independence Day, Labor day, Columbus Day, Thanksgiving, Christmas Eve, Christmas Day.

4. GEOGRAPHIC SCOPE OF CONTRACT. Services can be provided for 48 states contiguous states but must be negotiated first.
ACCEPTANCE OF GOVERNMENT PURCHASE CARDS.
a. SSI will accept Government Commercial Purchase Cards for orders below the micro purchase threshold ($2,500).
b. SSI WILL accept purchase cards for orders that exceed the micro purchase threshold.
6. PROMPT PAYMENT TERMS. Surveillance Security Inc. terms are net 30 days. There is a .05% discount for payment in 20 days Net 30.

a. TIME OF DELIVERY. SSI will deliver or perform services in accordance with the terms negotiated in the agency’s order.

13. TYPES OF ORDERS.
Both Time and Materials (T&M) and Firm Fixed Price orders may be placed under this Schedule/Price list.
14. OTHER DIRECT COSTS (ODCs).
SSI charges for ODCs such as (But not limited to) direct materials,reproduction, long distance telephone, postage/overnight delivery, computer usage time, equipment, vehicles, vehicle insurance, maintenance, fuel , restraint devices, radios, weapons, ammunition, cell phones, guard tour systems, travel and ballistics vest. Travel costs will be charged in accordance with the Federal Travel Regulations (FTR). SSI’s negotiated G&A rate applies to all ODCs. For T&M orders, SSI will bill for ODCs at cost as described above plus G&A. For Firm Fixed Price orders, SSI will include amounts for all ODCs except travel in our quotation.
15. INDUSTRIAL FUNDING FEE. The Industrial Funding Fee is included in the rates will be .75%.
16. PROGRESS PAYMENTS.
SSI will request progress payments on Firm Fixed Price orders that have a performance period that exceeds sixty (30) calendar days.

18. SPECIAL PROVISIONS FOR TASK ORDERS
Agencies may incorporate provisions in their task order that are essential to their requirements (e.g., security clearances, hazardous substances, special handling, key personnel, etc.). These provisions, when required, will be included in individual task orders. Any cost necessary for the contractor to comply with the provision(s) will be included in the task order proposal, unless otherwise prohibited by law

Job description and Responsibilities
Operates communication equipment to receive incoming calls for assistance and dispatches personnel to alarm calls. May operate telephone console to receive incoming calls for assistance.
Questions caller to determine nature of problem and type and number of personnel and equipment needed, following established guidelines.
Monitors alarm system signals that indicate location of fire or other alarm. Operates phone to dispatch police, fire, medical, and other personnel. If experience was not gained in the military (or security industry) the individual must be a graduate of a POST certified police academy and 1 years of law enforcement is required if experience was not gained through the military.

Job description and Responsibilities
Defined as the the top field supervisor over the team leaders. Helps coordinate all teams/officers to ensure that they are scheduled for the assigned post locations. Also works closely with COTR’s and Management to make sure that the job is being effectively, efficiently and done in accordance with PWS’s, Post Orders and QASP. Also problem solves for issues that may arise during normal day to day operations. Also over sees staffing, training, reviews and payroll of all teams/officers. Also responsible for maintaining all company equipment and weapons assigned to the teams and individuals below him. Able to make contract decisions for the company as well as working directly with contracting officers and COTR’s for changes or adjustments to contract items, payments and other contract clarifications ( In the absence of a Captain). Responsible for reviews and hiring of supervisors below their position. May also serve as a Quality Control Monitor.
Training/ Education High School Diploma or GED. Prefer a minimum of a Bachelors degree in Criminal Justice. Must have clean MVD report. Ability to communicate effectively in English. Social skills necessary to effectively work with management, employees and COTR’s .
Maturity and even temperament. Must have completed a certified security training program or local, state or federal law enforcement training academy (POST) and successfully completed a certified weapons proficiency course (If armed). Prefer advanced weapons training as well as 5-6 advanced management courses.

Must promote from Team leader/ have a minimum of 6 month time in grade (or equivalent) with at least 4 years of security industry experience with 2 years of that in management experience or a military veteran with 4 years of continuous work experience. Previous experience must demonstrate reliability, dependability, attention to detail and good work ethic. If experience was not gained in the military or security industry the individual must be a graduate of a POST certified police academy. 2 years law enforcement is required if experience was not gained through the military.
Position Captain (Guard supervisor)/Specialized Officer

Job description and Responsibilities
Defined as the top supervisor for a particular site or contract OR this position may be a highly trained officer with specialized Law Enforcement or military tactical/special operator experience. This position may also oversee security teams, be a member of a QRF (Quick Reaction Force) running 1 or more squads and operational issues as well as be the point of contact for all lieutenants.
Depending on the contract needs, able to make contract decisions OR this position may interchange to work in specialized security environments for the company or an agency. They may work directly with contracting officers and COTR’s for changes or adjustments to contract items, payments. Depending on the contract needs can responsible for the purchase of company equipment from vehicles to weapons and personnel needs for contract start ups. Also responsible for company policies regarding security operations, policies and QASP. Responsible also for conducting performance reviews of the force commanders. In the absence of a Project Manager the Captain can assume the responsibilities of the Project Manager . May also serve as a Quality Control Monitor.

Position Captain (Guard supervisor)/Specialized Officer
Training/ Education High School Diploma or GED. Prefer a minimum of a Bachelors degree in Criminal Justice. Must have clean MVD report. Ability to communicate effectively in English. Social skills necessary to effectively work with company employees, government employees including COTR. Maturity and even temperament. Must hold an Agency license to conduct security operations in states SSI is in.
Prefer a completed a certified security training program or local, state or federal law enforcement training academy or (POST) and successfully completed a certified weapons proficiency course.
If the job is being performed as a “Specialized officer” the officer must have a minimum of 4+ years as a law enforcement officer with at least 6 months experience in a SWAT/SRT role OR 4+ years in a combat arms/infantry tactical role with in any branch of the military OR be a graduate of any Special Operators School with in any branch of the military (Including Sniper School).
Experience At least 25 years of age. Must promote from Lieutenant/ have a minimum of 6 month time in grade (or equivalent) with at least 5 years of security industry experience with 2-3 years of that in management experience or a military veteran with 4 years of continuous work experience. Previous experience must demonstrate reliability, dependability, attention to detail and good work ethic. If experience was not gained in the military or security industry the individual must be a graduate of a POST certified police academy. 5 years law enforcement is required if experience was not gained through the military, with at least 1 year in supervision. Must have the interpersonal skills to work with management personnel as well as upper management with in SSI. Must be able to motivate and lead the officers below them as well as completed advanced management courses or have over 3 years management experience.

Guards detainees at legal proceedings hearings. Recognizes potentially hazardous health, safety, security, or discipline problems.

Job description and Responsibilities Responsible for the supervision of Detention Officers on a particular project. Knowledgeable of Government security operations. Duties of a Supervisory Detention Officer include: preparing work schedules; supervising and evaluating performance; ensuring that Detention Officers receive training; preparing operation reports;
ensuring security coverage of the facility; conducting training/updating sessions; and implementing general orders.

Position Court Security Officer (27010)
Client/ Job title Court Security Officer
Job description and Responsibilities Patrols courthouse to provide security. Escorts defendants to and from courtroom, and stands guard during court proceedings. Checks courtroom for security.
Assignments include not only the monitoring of entrances to the court but also attention to the special needs of the court system, particularly in the area of personal protection for the judges, jurors, witnesses, attorneys and other persons involved with the court, including the general public. Duties require specialized training in methods and techniques of protecting security areas. Is required to demonstrate continuing physical fitness and proficiency with firearms or other special weapons.

Armed Transportation/Professional Security Services
This service is designed to provide professional security services or tactically sound, armed or heavily armed transportation services or specialized site security services for any agency with in the federal, state, local or tribal governments. All armed transportation services are conducted by a minimum of 2 officer armed tactical teams. For operations outside of Arizona 4-10 man teams may be necessary. If clearances are necessary they are available. Each officer is armed with a minimum of a side arm and tactical vest. Officers may be armed with M-4 rifles if requested or required. Teams may use 1-3 vehicles for transportation depending on the needs of the services. All teams are based in Arizona but are available nationally.
Our services are designed to provide professional security services for a variety of applications or to transport cargo or persons including (but not limited to): drugs, narcotics, marijuana, sensitive items such as documents, money (in or out of circulation), computers, secret military equipment, munitions and detainees/persons in custody between 2 or more locations. All cargo loads over 12,000 lbs please call for pricing.
Transportation and Destruction “Event” prices are all inclusive for all applicable overhead costs to complete the job from start to finish. All event prices include (but are not limited to) payroll, workers compensation insurance, general liability insurance, licensing fees, training fees (to include supplies, class room, instructor time and ammunition), all applicable federal taxes, equipment fees, to include 1-3 vehicles (Depending on transportation needs), vehicle insurance, vehicle maintenance fees, fuel, weapons, ammunition, tactical vests, uniforms, communications equipment, background check fees, misc. items necessary for the job, and all G & A fees.

Definitions
(1) Transportation Event- (1) “Event” is defined as, (1) 2-6man team that transports cargo or persons that were picked up at a set location for any agency with in the federal, state, local or tribal governments. The event will start at place of agency choosing. The conclusion of the event is the determined by the agency. Travel terms would need to be negotiated prior to issuing a BPA. If the BPA is long term (over 1 year minimum) then the start and end locations may be changed to a set location to support an on going requirement. Each event may be conducted in 1-3 vehicles. The vehicles may be provided by either SSI or the government but if SSI provides vehicles they may be considered ODC’s. Pricing will vary depending on this option.
If it is necessary to use more than 4-6 officers there are additional fees. If it is necessary for the “Event” to go out of state it may be required to add additional vehicles and more officers depending on distance, persons or type of transportation duties, cargo/size. (Under special circumstances these services can be also provided for commercial applications). NOTE: There are circumstances and situations that the “Transportation Event” duties and “Statement of Work” are negotiated outside of the scope of work described above including for transportation services or long term BPA’s outside of Arizona in a different area of operation. In this case the details and pricing simply need be negotiated prior to the issuing of the BPA.
(1) Destruction Event- Is defined as 1 (2-6) man team (depending on weight) in 1-3 vehicles that start at a designated start point and then destroy the transported cargo for a maximum of 8 hours. Destruction is usually at Tucson Metals but can be arranged at another designated destruction facility for an additional cost. This can done for any agency with in the federal, state, local or tribal governments. This type of event requires arrangements (furnace/kiln) costs to be paid for separately with that destruction facility. The cost is (1) “Standard Event” (See pricing). Under those circumstances prices will vary depending on location and volume. Call for pricing. (Under special circumstances these services can also be provided for commercial applications.)
(1) Destruction Event including facility costs- Defined as 1 (2-6) man team (depending on weight) in 1-3+ vehicles that start at a designated location and then destroy the transported cargo at the rate proposed for that work . This is done for any agency with in the federal, state, local or tribal governments. The conclusion of the event is the same location. Each destruction event is conducted in 1-3 vehicles. All drug, narcotics, marijuana, documents and money can be destroyed through this process. Before and after weights of the vehicle will be provided from the facility truck scale. Any other items please call for pricing and availability.

Event categories- The types of Transportation Events available are: “Standard Event” ,“Out of State Standard Event”, “Out of State Standard Plus Event”, “Out of State Premium Event”, “Destruction Event” and “Destruction Event including facility costs”.
All “Events” are based on these categories. These 5 different events and durations of time will include (but not limited to) Administration, pre shift briefings, establishment of routes, fueling, travel time to the location, (lodging if necessary) loading, travel time to the unload destination, returning to 3285 Hemisphere Loop in Tucson Arizona or Tucson Metals.
NOTE: Any loads over 12,000 lbs must be negotiated first and may possibly require an additional charge.
If an “Event” goes over the allotted time period, it simply becomes an additional event. All “Event” times will be calculated using “Map quest” or “Google” maps to give travel times and will be communicated before the “Event” commences.
Surveillance Security Inc. can not be responsible for traffic delays, pick up location delays, destination location delays, destruction facility delays or acts of God that cause the event time to be increased. Surveillance Security Inc. will take full responsibility for equipment delays unless it is government (or entity) furnished equipment in which the government (or entity) will still be liable for event time increases that are a direct result of that delay.

Pricing
Standard Event- (1) 2-6 man armed tactical team (depending on application) with company provided or government vehicles and SSI equipment, under 8 hours: $5,500.
Out of State Standard Event (Under 10 hrs round trip): 1 (2-6) man tactical team with company provided or government vehicles and SSI equipment $8,500.
Out of State Standard Event Plus (Under 12 hrs round trip): 1 (2-8) man tactical team with company provided or government vehicles and SSI equipment $9,000.
Out of State Premium Event - (Over 8 hrs 1 way and 16 hrs round trip) 1 (2-10) man tactical team with company provided or government vehicles and SSI equipment $13,000. If a trip is over 16 hours round trip the “Event” charge is billed in flat 8 hour increments at $6,500 each at 16, 24, 32, 40 etc..., intervals. If additional officers are required then additional charges will apply and will need to be negotiated prior to issuing a BPA.
Destruction Event-1 (2-6) man armed tactical team with vehicles and equipment and weapons, unloading cargo at the destruction facility destroying the contents of the load for a max. of 8 hrs. This does NOT include destruction facility costs. Before and after truck weights can be provided. $5,500. (This pricing is only for destruction at Tucson facility. Call for destruction pricing at other facilities)
Destruction Event including facility costs- : 1 (2-6) man armed tactical team with vehicles and equipment and weapons, unloading cargo at the destruction facility destroying the contents of the load for a max. of 8 hrs.. Before and after truck weights can be provided.
$5,500 “Event Charge” at a rate, per pound, of material destroyed.
Trip Charge #1- Due to complex variety of locations, roads and weather conditions that may be encountered across the United States, it may be necessary in some certain circumstances to charge a “Trip Charge”. A “Trip Charge” may be used along with an “Event” charge or in lieu of an “Event” charge but this is done on a case by case basis and is communicated and negotiated before any work is performed. Trip charge #1 a flat $4,500.
Trip Charge #2- Due to complex variety of locations, roads and weather conditions that may be encountered across the United States, it may be necessary in some certain circumstances to charge a “Trip Charge”.
