Program Manager Serves as the Contractor counterpart to the Government program/technical manager. This individual represents senior level management whose competency concerning effectiveness and efficiency in managing dedicated overall program activity is paramount to contract success. Manages substantial program/technical support operations involving multiple projects/task orders and personnel at diverse locations. Organizes, directs, and coordinates planning and execution of all program/technical support activities. Shall have demonstrated information technology expertise and communications skills to be able to interface with all levels of management. Simultaneously plans and manages the transition of several highly technical projects. Establishes and alters (as necessary) management structure to effectively direct program/technical support activities. Meets and confers with Government management officials regarding the status of specific Contractor program/technical activities and problems, issues or conflicts regarding resolution. Qualifications must be commensurate to the level of education and expertise necessary to manage and oversee program requirements of a magnitude proportional to this contract. A BS degree in Criminal Justice, Law Enforcement, Business, or Management is preferred, but at a minimum, the individual must possess 10 - 15 years private sector or military experience directly related to contract performance.
Deputy Program Manager
Duties. Serves as the assistant program manager or a large, complex contract or task order (or a group of task orders affecting the same common/standard/migration system) and shall assist the Program Manager in working with the Government Contracting Officer (CO), the contract-level Contracting Officer's Representative (COR), the task order-level COR(s), government management personnel and customer agency representatives. Under the guidance of the Program Manager, responsible for management of specific tasks and insuring that the technical solutions and schedules are implemented in a timely manner.
Performs enterprise wide horizontal integration planning and interfaces to other functional systems. Qualifications must be commensurate to the level of education and expertise necessary to manage and oversee program requirements of a magnitude proportional to this contract. A BS or AS in Criminal Justice, Law Enforcement Business or Management is preferred, but at a minimum, the individual shall have at least 8 - 10 years private sector or military experience as it directly relates to contract performance.
Subject Matter Expert
Provides consultative support as an individual highly skilled and extremely knowledgeable of a specific engineering, scientific, management or operational area. This individual provides management and technical support at the senior organizational level. Conducts planning, leads studies and analysis, prepare reports and briefings.
Serves as a senior advisor/analyst to customer’s executive management team in a variety of capabilities. Provides advice and expertise in competitive procurement, outsourcing methods, program management, risks management, transitions to production, strategic planning, process improvement methods, adapting t management changes, site selection, and consolidation of operations. May serve as a project lead or customer point of contact for major programs, in addition may perform professional engineering/analyst work in research, development, design, testing, analysis, production, maintenance, operation, planning, estimating, application, or standardization of engineering facilities, systems , structures, software applications, firmware, process equipment, devices or materials. . Responsible for compliance with company policy on equal employment opportunity and affirmative action in all personnel actions under their jurisdiction. Performs other duties as defined to include but not limited to application of intensive and diversified engineering principles as it relates to threat assessments, facility and personnel security, electronic systems security and design of complex security programs. PhD or other advanced degree in related subject matter discipline or in the projects functional area, eighteen years experience to include 10 years experience in management plus 8 years in function area of the project.
Program Analyst
III
Acts as the analyst for specialized functional related projects or activities.
Performs or guides the performance of specialized functional support and provides guidance and support to other project staff members in the performance of support specified in the contract. Participates in preparing briefings, presentations, financial, budgetary and compliancy documents. Participates in the technical reviews of services and post-project evaluations. May advise the Program Manager, Deputy Program Manager and Physical Security Specialist in contractual and technical matters to ensure overall customer satisfaction. A Bachelor’s Degree is and must possess 6-8 years experience in the private sector or military experience as it directly relates to contract performance.

In addition, must be skilled in asset protection and loss prevention, as well as physical security programs, electronic security system programs, and a loss prevention programs. Advanced degree with ten years of experience in the functional specialty.
Physical Security Specialist III
Prior Military or Civilian policeman trained to conduct risk/vulnerability assessments, analyze crime, and recommend appropriate courses of action to eliminate conditions conducive to terrorism, espionage, sabotage, wrongful destruction, malicious damage, theft, and pilferage.
In addition, must be skilled in asset protection and loss prevention, as well as physical security programs, electronic security system programs, and a loss prevention programs. Bachelor’s degree with eight years of experience in this functional specialty. Five years of experience may be substituted for degree.
Physical Security Specialist II
Prior Military or Civilian policeman trained to conduct risk/vulnerability assessments, analyze crime, and recommend appropriate courses of action to eliminate conditions conducive to terrorism, espionage, sabotage, wrongful destruction, malicious damage, theft, and pilferage.
In addition, must be skilled in asset protection and loss prevention, as well as physical security programs, electronic security system programs, and a loss prevention programs. Bachelor’s degree with six years of experience in the functional specialty. Associate’s Degree with three years of experience may be substituted for Bachelor’s degree.

Construction Manager II
