541330L Security System Integration, Design, Management, and Life Cycle Support Includes services involving the security integration/management discipline, which supports security products and systems throughout their lifecycle. Services may include, but are not limited to: testing, production, fielding, process improvement, disposal, etc.

NOTE: Subject to Cooperative Purchasing OLM Order-Level Materials (OLM).

OLMs are supplies and/or services acquired in direct support of an individual task or delivery order placed against a Schedule contract or BPA. OLM pricing is not established at the Schedule contract or BPA level, but at the order level. Since OLMs are identified and acquired at the order level, the ordering contracting officer (OCO) is responsible for making a fair and reasonable price determination for all OLMs.

OLMs are procured under a special ordering procedure that simplifies the process for acquiring supplies and services necessary to support individual task or delivery orders placed against a Schedule contract or BPA. Using this new procedure, ancillary supplies and services not known at the time of the Schedule award may be included and priced at the order level.

OLM SIN-Level Requirements/Ordering Instructions:

OLMs are:

- Purchased under the authority of the FSS Program

- Unknown until an order is placed

- Defined and priced at the ordering activity level in accordance with GSAR clause 552.238-115

Special Ordering Procedures for the Acquisition of Order-Level Materials.

(Price analysis for OLMs is not conducted when awarding the FSS contract or FSS BPA; therefore, GSAR 538.270 and 538.271 do not apply to OLMs)

Ordering activities may request a price reduction at any time before placing an order, establishing a BPA, or in conjunction with the annual BPA review. However, the ordering activity shall seek a price reduction when the order or BPA exceeds the simplified acquisition threshold. IT Systems Integrator

Functional Responsibility:

Manages a broad range of hardware and software development project and the translation of design specifications into an application meeting stated performance criteria. Participates in testing, redesign, debugging, and software refinements to produce the required product. Supervises the preparation of required technical documentation and reports, including both program-level and user-level documentation. Creates either mechanical, electrical or software enhancements to reduce operating time or improve efficiency. Leads the modification of legacy systems and software as well as develops the concept for special-purpose applications to ensure efficiency and integrity between systems.

Implements the requirements for design, programming, documentation and implementation of hardware and software applications that requires knowledge of legacy technologies and systems for effective development and deployment of new and redesigned systems and supporting software. Manages and supervises all phases of hardware and software development with emphasis on analysis, design, packaging, producibility, coding, testing, documentation, and acceptance. The person ensures the application of new and emerging technologies to support strategic planning initiatives required to meet customer needs. Leads assessments, evaluations, selections, site surveys, requirements analysis and definition, technology prototyping, and cost analysis related to the application of new technologies.

Organizes and manages the preparation of technical reports and documentation to record results.

Education and General Experience: The qualified individual shall have a Bachelor’s degree in computer science, information systems, telecommunications, business or other related analytical, scientific or technical discipline. The minimum/general experience may be reduced by two (2) years for a Master’s degree in a technical discipline. An additional two (2) years of experience over and above the minimum/general requirement can be substituted with an Associates degree. An additional four (4) years experience can be substituted over and above the minimum/general requirement without a degree. This additional experience must be gained from a combination of education, training, or certification (technical diploma) that provides the requisite knowledge, skills, and abilities. Individuals shall have acquired the education and experience in one or more of the following areas:

Project Manager

Functional Responsibilities:

Manage technical and schedule performance of work teams under the direction of a program manager.

May act as program manager on small short term projects. Functional Responsibilities: Serves as a technical manager, and the clients authorized representative, government management personnel and agency representatives. Responsible for providing technical and managerial leadership of a major program in a specialized area of technology and overall task performance. Basic responsibilities include:

1. Ensuring appropriate staffing required for major programs, projects and tasks.

2. Managing and tracking programs, projects and tasks.

3. Developing subordinate personnel for programs, projects and tasks.

4. Leading a program, project or task by outlining, assigning and co-ordination work.

5. Scheduling and allocating work, providing advice and guidance, and resolving problems to meet technical performance and financial objectives.

Quality Assurance Manager

Functional Responsibilities:

Check for quality control on all projects for installation quality of equipment and materials, how the wire was ran. Walk through with customer and create punch list for items that need to be fixed or adjusted.

Review project acceptance and completion sheet with customer. Follow up with customer at future dates to check how everything is going with the work completed and if there are any issues or questions on items.

Education and General Experience:

10 years experience in field work in the security industry.

Senior Technician III

Functional Responsibilities:

Performs installation, repair, testing and troubleshooting of electronic security equipment and systems, including system infrastructure. Provides on-site direction to security technicians I and II in completion of installation tasks.

Education and General Experience: Minimum 4 years experience in electronic physical security installation and/or service, proficiency in equipment troubleshooting, and completion of manufacturers training programs as required for the specific project. Certified in at least 4 of major security systems.

Systems Engineer

Functional Responsibilities:

Engineers electronic physical security systems based on contract requirements, site conditions, and manufacturer specifications and building codes. Verifies system design concept and equipment required for complex, multi-site systems. May supervise other security engineers and draftspersons. Must possess strong organizational skills and strong interpersonal skills to understand client requirements.

Functional responsibilities: applies engineering skills in the analysis, specification, development, integration, production, testing, and acquisition of systems and components. Evaluates and recommends commercial off the shelf (COTS) applications and products. Prepares electrical schematics, mechanical layouts, and wiring diagrams; develops design solutions and prepares relevant procurement and design documentation. Implements performance and technical standards and conducts appropriate tests to asses and validate system performance. Develops block diagrams and logic flow charts. Assists in the management of projects including preparation and delivery of presentations. Oversees Security Designers and Draftspersons. Assists in the end user training and on-going technical support as needed.

Education and General Experience: Bachelor's degree or equivalent experience of 5 years plus four years experience in physical security or a closely related field.

Technician I

Functional Responsibilities:

Performs installation, repair, testing and troubleshooting of electronic security equipment and systems including system infrastructure. Works mainly under supervision. High School diploma required.

Functional Responsibilities: pull cable, install designated field devices, assist the technician 2 and lead tech as required.

Education and General Experience: High School diploma required.

Technician II

Functional Responsibilities:

Performs installation, repair, testing and troubleshooting of electronic security equipment and systems including system infrastructure. Able to read and follow installation drawings and work independently.

High school diploma plus 2 years experience in electronic physical security installation and/or service and completion of manufacturers training programs as required for the specific project. Functional Responsibilities: install devices, manage Tech 1 staff, make terminations, program systems, and train users.

Education and General Experience: High school diploma plus 2 years experience in electronic physical security installation and/or service and completion of manufacturers training programs as required for the specific project. Certified in at least 2 major security systems.
