GS06P16GXD7001

Q1. Is the glass roof in the lobby required to be cleaned by the contractor. If this is included in the scope of work could you specify the cleaning frequencies?

A1. Yes, annually. Reference C.5.2.2 Window Washing

Q2. Is there any specific time for cleaning the holding cells?

A2. Yes, at the end of the work day, around 4:30 pm. Not specified in contract solicitation

Q3. Are the metal letters outside the building to be cleaned by the contractor? If so could you provide the cleaning frequency of these letters and the preferred maintenance method?

A3. No

Q4. Can you specify if there is a preferred snow removal method for the stairs in the main entrance and if the contractor is allowed to use salt or ice melt?

Q5 Are the windows above the cafeteria balcony required to be cleaned once per year as well?

A5. Yes, annually. Reference C.5.2.2 Window Washing

Q6. Is the contractor required to dust the book shelves from the library located in the 9th floor?

A6. Yes. Reference C.5.1.8 High Cleaning, Reference C.5.1.9 Dusting

Q7. How many judge chambers are there in each floor?

A7. 6 on 6th floor, 5 on 7th and 8th floor, 7 on the 10th floor

Q8. There are some fabric panels on the walls of some of the chambers. Is the contractor required to steam clean these and if so how often?

A8. They are in the courtrooms, and no. That would be above standard.

Q9. Is the contractor required to provide just the regular maintenance for the marble floors or required to provide additional services like polishing or honing the granite?

A9. Stripping and waxing annually, must maintain a luster at all times. Reference C.5.1.1 Floor Care

Q10. Is there a incumbent contractor currently performing the work? If so, could you please provide their company name and contract number?

A10.Current contractor is L&J Building Maintenance, GS-06P-11-GX-D-0038

Q11. Does this statement infer that all current dispensers are owned by the current contractor and therefore removed should the incumbent not be awarded the follow‐on contract?

Ref.: C.5.1.4 – “Dispensers: The Contractor shall provide dispensers, ………”

A11. Reference C.5.1.4 Restrooms, Shower Rooms, Locker Rooms And Holding Cells Q12 Ref.: C.12.2 – The statement, “Application of chemical and non‐chemical pesticides…..is not part of this base contract.”, seems to indicate that pest control is a Government function. Elsewhere, such as C.12.7, seem to suggest that pest control is part of the contract.

Question: Could you please clarify the role of the contractor in the pest control program?

Question: Is it the intention of the Government that one exterior window washing is part of the fixed monthly amount (CLIN 0001 and Option Years) and that any additional exterior window washings requested by the Government be priced under CLIN 0007?

Question: Will CIMS (Cleaning Industry Management Standard) Certification be acceptable in place of ISO 9001 Registered? CIMS encompasses all the aspects of ISO (management, quality control, scheduling, etc.) with an intense focus on the cleaning industry. Additionally it requires a re‐certification every two years that is just as intense as the initial certification process.

A50. The past performance references will only be accepted if submitted as stated in the solicitation.

Q51. On page 146 L.7 specified joint venture as acceptable teaming arrangement, Could you please clarify that under FAR 9.601(2) other form of teaming will be acceptable.

Q54. C.2.1 Cleaning Hours. Paragraph states that “the restricted areas and specific rooms that require daytime cleaning”. Please identify which areas require daytime cleaning.

Q61. There is a request for past performance references that include having references return them by mail. We foresee transmitting these documents back and forth by mail could allow for items to be misplaced, lost or overlooked. Is it possible to require references to email their completed surveys to you directly by email?

A65. 1 day time employee is usually selected to handle those calls.

The Government contemplates award of a Commercial Item, Performance Based, Firm Fixed Price, Requirements type contract resulting from this solicitation.

L.6 FAR 52.233-2 SERVICE OF PROTEST

(a) Protests, as defined in Section 33.101 of the Federal Acquisition Regulation, that are filed directly with an agency, and copies of any protests that are filed with the General Accounting Office (GAO) or the General Services Administration Board of Contract Appeals (GSBCA), shall be served on the Contracting Officer by obtaining written and dated acknowledgment of receipt from Contracting Officer, General Services Administration, Services Contracts (6P1QC), Two Pershing Square, 2300 Main Street, Kansas City, MO 64108.

(b) The copy of any protest shall be received in the office designated above on the same day a protest is filed with the GSBCA or within one day of filing with the GAO.

L.7 NOTICE TO JOINT VENTURES

If an Offeror will be submitting a proposal under a joint venture, the joint venture’s legal name shall be registered in the SAM, possess a Data Universal Numbering System (DUNS) number and with the SBA SDVOSB Program. In addition, the joint venture’s legal name shall be clearly printed in Block 17a of the SF1449 when submitting the proposal package.

The proposal must clearly state who the prime contractor will be for the joint venture. The prime Contractor shall perform at least 51% of the work awarded under this contract. In addition, a copy of the executed joint venture agreement shall be on file with the contracting office prior to award.
