Addendum #1
Submitted Questions and Answers
1) Is a SSHO required to be on site for the entire duration of the project or are they required only to create the required upfront documents?
a. The Site and Safety and Health Officer (SSHO) shall typically remain on-site full time during activities conducted under this contract. The SSHO may be an individual with other responsibilities, already identified to be on site (such as the Project Manager), who has the authority and appropriate knowledge to oversee and act on the provisions of Specification Section 01 3526-3, Safety and Health.
2) Does the entire fire alarm system that exists need to be running until the new one is approved or can we replace parts of the system as long as we can keep it active. Is this a phasing option or do we have a complete new system and demo the entire existing system?
a. The entire fire alarm system that currently exists needs to remain running until the new one is commissioned. There is no phasing option allowed. The new system must be completely installed, fully operational, and tested (commissioned) before the contractor can demo the “old” existing system.
3) Are there as-built drawings available?
a. A complete set of as built drawings is not available.
4) Can all the new cabling runs be installed in wire mold and surface mounted to partitions walls?
a. No, wire mold is not allowed for new cabling runs. The fire alarm specification states that wire mold will not be used. It violates provisions of NFPA 72, Fire Alarm and Signaling Code.
5) Can existing conduits for the fire alarm system remain in the wall and ceiling cavities if they are not exposed on the outer surfaces?
a. After acceptance of the new system by the Government, all existing equipment (including conduit and wire) not connected to the new system shall be removed and all damages surfaces shall be restored. Specification Section 28 3101, Part 1, 1.01,E. Note: Some conduits may be left in place on a case-by-case basis, at the discretion of the AHJ and Contracting Officer.
6) Would it be acceptable to include key subcontractor information into the past performed technical proposal?
a. Yes, qualifications and experience of subcontractors are acceptable to include in the technical proposal. Names and resumes of qualified key personnel who would be working on the project would also be extremely beneficial. Personnel are considered qualified if their experience is similar to a project of this size and scope. Award will be made using Best Value method. Past performance/technical proposal is considered more important than price.
7) Are City of Chicago permits required?
a. No. This building, like all Federal property, operates under its own jurisdiction.
