Questions and Answers

Q1. The specification conflicts by saying: "01100 1.2 A: The general contractor must have work clean and in full operation by 7:30 am each day" versus "02031 requires a barrier sufficient to provide negative air pressure to be constructed during abatement activities."

A1. 01100 1.2 A is a general statement to ensure that public and Government employee areas are clean and safe. All areas to be used by the public or the Government shall be clean and in full operation by 7:30 each day unless that area is cordoned off by a barrier, i.e. during asbestos removal.

Q2. 01140 4.2 C 6 states space will be made available to the contractor while C 7 states space will not be made available.

A2. Space will be made available for the Contractor's secure job box; however, there is no guarantee that space will be available for the storage of other equipment. This will be discussed further at the pre-construction meeting.

Q3. Is the contractor required to provide the building with temporary heat while construction on the boilers is in progress?

A3. All work is to be completed during the non-heating season. The Contractor will have 120 consecutive days after the NTP to complete the project. Example: If the NTP is given May 1st, they will have until August 29th to complete the job, all work being done during the non-heating season. If the NTP is given late and the Contractor feels the project can not be completed before the heating season then we will have to wait until the beginning of the next non-heating season.

However after the Notice to Proceed is issued, if the performance is delayed past 120 days due to the Contractor and work will not be completed by the beginning of the heating season, then the contractor will be required to pay for temporary heating. If the contract is delayed due to the Government, the Government will reimburse the cost of temporary heating.

The contractor should not account for the cost of temporary heating in their proposal.
