Service Contract Labor Standards: The Service Contract Labor Standards (SCLS), formerly known as the Service Contract Act (SCA), is applicable to this contract as it applies to the entire Multiple Award Schedule (MAS) and all services provided. While no specific labor categories have been identified as being subject to SCLS/SCA due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCLS/SCA eligible labor categories. If and / or when the contractor adds SCLS/SCA labor categories to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCLS/SCA matrix identifying the GSA labor category titles, the occupational code, SCLS/SCA labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.

Labor Category Descriptions

Research Analyst Minimum Experience: 5 years of experience in research and analysis Functional Responsibility: Designs and implements research plans using an approved research or validation plan. Conducts data collection (online or paper surveys, questions for focus groups or interviews). Plans, coordinates, and executes data collection events IAW approved study plan.

Minimum Education: Master’s of Science Degree

Operational Analyst Minimum Experience: 2 years of experience and minimum of five years in military.

Functional Responsibility: Coordinates training events, develops presentation materials and works in collaboration with other principal agents to oversee execution of and participation in conferences, seminars, focus groups, workshops, and symposia IAW contract requirements. Develops project milestone charts as necessary to ensure all facets of the contract are addressed. Transcribes and reports events for historical purposes as directed and records all documents. Manages collection of campaign feedback, provide analysis of campaign feedback, develops reports and provides support to campaign events as required.

Minimum Education: Bachelor’s Degree

Lead Analyst/Strategic Analyst Minimum Experience: 2 years of experience working on an Army staff at Brigade or Higher Headquarters level and minimum of five years in military, knowledge of all MS Office Suite products, and excellent oral and written communication skills.

Functional Responsibility: Plans, develops concepts and manages projects in support of program and project management. Develops training doctrines, tracks, interprets, indexes, and classifies current and developing military and technical concepts and terminology to be implemented during customer training. Provides statistical analysis. Devises complex search strategies and improves search results through the employment of metadata.

Employs concepts from the Army Leader Development Strategy, Army Training Concept, Army Learning Concept, and the Army Leader Development Program initiatives relative to military and civilian training and development.

Minimum Education: Master’s Degree

Planning SME Minimum Experience: 15 years of experience Functional Responsibility: Plans, coordinates, and executes strategic actions support program management in the integration of multiple training solutions.

Minimum Education: Bachelor’s Degree

Subject Matter Expert (SME) Minimum Experience: 5 years of general experience or 2 years of specialized experience Functional Responsibility: Serves as the primary subject matter expert. Provides expert training in analysis and research into complex problems and processes relating to the subject matter. Thinks independently and demonstrates exceptional written and oral communication skills. Applies extensive expertise, and has full knowledge of other related disciplines. Provides training support independently and displays a high degree of resourcefulness and initiative. FSR Trainer Support Minimum Experience: 5 years of experience Functional Responsibility: Serves as the primary trainer for specialized equipment or systems supporting a government function. The FSR Trainer Support is responsible for on the ground training support and works with the customer to obtain a full understanding of the leadership talents/competencies required for their individual and organization’s success. This individual is required to have in depth knowledge and experience with tactical operations. Frequently interacts with government personnel at multiple levels to coordinate activities and provide training, status updates, and capability briefs. Demonstrates the equipment or system to the intended users.

Minimum Education: Bachelor’s Degree (HS plus 4 years of general experience.)

Project Manager Minimum Experience: 5 years of experience Functional Responsibility: Serves as the project manager for a large, complex task order (or a group of task orders affecting the same common/standard/migration system) and assists the Program Manager in working with the Government Contracting Officer, the task order-level TMs, Government management personnel and customer agency representatives. Under the guidance of the Program Manager, responsible for the overall management of the specific task order(s) and ensuring that solutions and schedules in the task order are implemented in a timely manner. Performs enterprise-wide horizontal integration planning and interfaces to other functional systems. Analyzes all data obtained through the customer’s assessment and delivers training products and services IAW with contract requirements. Works closely with the customer’s leadership team to identify overall organizational development goals and a path forward for implementation. Develops and delivers customized services to meet the customer’s specific training needs.

Minimum Education: Bachelor’s Degree

PM Support/Program Manager Minimum Experience: 10 years of experience Functional Responsibility: Oversees large, complex task order (or a group of task orders affecting the same common/standard/migration system) in the development, fielding, and integration of rapidly developed technologies supporting government agencies in hazardous environments. Works closely with the Government Contracting Officer (KO), the task order-level TMs, Government management personnel and customer agency representatives. Responsible for the overall management of the specific task order(s) and ensuring that solutions and schedules in the task order are implemented in a timely manner. Performs enterprise- wide horizontal integration planning and interfaces to other functional systems. May provide training coaching, feedback, and assist with implementing the individual and organization development goals IAW contract requirements.

DEGREE SUBSTITUTION

The descriptions above describe the functional responsibilities, education and experience requirements for each labor category. This serves as a guide to the experience and educational background of personnel typically found in each labor category.

However, an individual’s experience is often a valid substitute for education. With this noted, Praevius Group’s labor categories provide for substituting experience for minimum education. The table below indicates general substitutions based on the education and experience of the labor categories in the pricelist. Experience should be professional and job related.

Praevius Leadership Development Seminar Praevius Leadership Development Seminar (PLDS), customized by one of our Lead Consultants, provides on-site consulting, assessment and executive coaching. Participants learn how to model best practices and support the efforts of their people, how to face and resolve conflicts, and how to understand that personal responsibility and accountability are built upon trust and respect.

Our goal is to give on-going support to the day-to-day behaviors and actions needed to execute these transformative processes. Conducted by our consultants on site or virtual in 2-day sessions, the PLDS provides clients the opportunity to work with our trainer/consultant to overcome potential roadblocks and optimize their efforts—maximizing the impact on both the organization and the individuals involved.

Outcomes:

· Teaching content, facilitating team conversation & individual/organizational growth

· Meeting with staff to address issues and provide feedback

· Providing guidance on organizational decisions

· Enhance leadership skills Three Phases:

Phase I—Preparation: Interview client POC(s) and participant(s) to gain an understanding of team and organizational challenges, tailor the training package to provide content relevant to each particular client organization.

Boot Camp Workshop The Boot Camp WorkshopTM is focused on creating a vulnerable environment within the team where individuals are open to giving and receiving effective feedback.

COMMUNICATION

Honest and effective feedback is critical to the individual and the overall team in overcoming constraints that are limiting potential. The Boot Camp process integrates a lasting accountability framework within the team that is focused on individual and team growth.

Who: The Boot Camp WorkshopTM is intended for leaders at all levels of an organization – people who are responsible for getting things done through peers and colleagues. This workshop works well for senior leaders, front-line leaders, executive teams, or comprehensive top-to-bottom organizations. Minimum 15 participants (maximum 40).

Joy in Practice Workshop (Rejuvenate Retreat) The “Joy in Practice” Workshop (also known as “Rejuvenate Retreat” or “Joy in the Profession”). Designed to return joy to the workplace. A time of reflection and connection with fellow professionals. This one full day workshop for up to 30 persons, allows participants to walk a one-day journey of their profession, their identity, the challenges of digital age communication, stress management, decision making, and Joy.

This multiple-format workshop includes facilitated teaching with about 50% small group interaction, video case studies, in-class assessments, reflective exercises, journaling in provided workbook, and take-home materials.

Support Product Descriptions

360 Profile The 360 Profile combines the Self Profile with up to six 360 assessments. This illustrates not only how you perceive yourself but also how others perceive you. The report provides 360 Profile scores alongside Self Profile scores with a validated target range, all displayed visually to capture similarities/contrasts.

360 Assessment A one-on-one interaction with a Praevius Group lead consultant will provide clarity on strengths and development areas, develop solid action steps in order to expedite growth, address any obstacles, and gain extra insight that encourages continued growth.

Video Case Study - Case-ExTM

Our Case-ExTM approach engages participants in constructive simulations of relevant, real-world events. Our team will customize this product for your organization by leveraging the unique experiences of your leaders and mentors. Case-ExTM puts participants in the virtual driver's seat as they wrestle with crucible experiences, ethical dilemmas, and critical leader decisions.
