We also provide survey services, using a variety of methodologies, including survey planning, design, and development; survey administration; data validation and analysis; reporting, and stakeholder briefings.

SIN 541612HC, Agency Human Capital Strategy, Policy, and Operational Planning – Golden Key Groups’, Agency Human Capital Strategy, Policy, and Operational Planning advisory and assistance services help federal agencies design, implement, and manage comprehensive human capital programs. GKG’s support aligns agency mission objectives and statutory requirements with their human capital needs. Services focus on workforce planning, human capital strategy development, and policy formulation to ensure agencies have the right people, skills, and organizational structures to meet current and future operational demands.

These services include assessing workforce needs, developing human capital frameworks, drafting and updating policies and procedures, and supporting compliance with Office of Personnel Management (OPM), Office of Management and Budget (OMB), and other applicable federal guidelines. Analytical support, strategic planning, performance management integration, succession planning, change management, and governance support is used to improve the workforce effectiveness and organizational readiness. Other services provided include position classification and management, employee benefits planning and administration, and compensation planning.

GKG emphasizes translating strategy and policy into executable plans. This includes developing implementation roadmaps, workforce metrics, risk mitigation strategies, and continuous improvement processes. SIN 561611, Background Investigative Services – GKG provides a standardized method to manage and conduct Management and Employee Relations Investigations, Administrative and Harassment Investigations, to include Sexual Assault/Sexual Harassment (SASH) investigations, in the Federal Government workplace. This approach with its’ proven methods offers support for workplace investigations of disruptive behavior, misconduct and incidences of harassment and assault. To support meaningful conclusions to such allegations and incidents, and to inform preventative measures that promote and preserve workplace trust, cohesion, and safety, agencies need reliable and proven theoretical and methodological investigation expertise to explore, document and report unbiased, fact-based findings that will stand up to ethical, regulatory, and legal challenges.

GKG’s administrative investigation program approach to structured investigation management provides validated, third-party investigations conducted by credentialed investigators with training in experiential approaches to trauma informed, culturally sensitive interviews.

SIN 611430, Professional and Management Development Training – A fundamental aspect of individual and organizational change and improvement is learning and development. Our training services include off-the-shelf instructor-led courses, customized and tailored instructor-led courses, curriculum development, and evaluation in all areas of education. GKG also offers Federal HR related courses, and consulting designed specifically for overcoming MD 715 issues and concerns.

In addition, we also anticipate a need for professional services in support of Training Strategy, Training Design, Training Development and Training Deployment. Proposed professional services shall be in support of planning, design, creating, and/or executing testing and test administration, learning management, internship, mentorship or development of new courses or subject matter delivered via an instructor-led (i.e. traditional classroom setting or conference/seminar) and/or web-based (i.e. Internet/Intranet, software packages and computer applications) system. Proposed customization services are the result of planning, creating, and/or executing a proprietary format and may be priced as a flat rate or as Labor/hours using professional labor categories (i.e. Subject Matter Experts (SMEs), Program Managers, Project Managers, Research Assistant, Technical Specialist, etc.), subject matter(s), Systems requirements and methodology(ies) to be used should be stated.

Workforce Administrative Inquiry Program Services

Investigative Management Golden Key Group (GKG) has created a standardized method to manage and conduct Management and Employee Relations Investigations, Administrative and Harassment Investigations, to include Sexual Assault/Sexual Harassment (SASH) investigations, in the Federal Government workplace. This approach with its’ proven methods offers support for workplace investigations of disruptive behavior, misconduct and incidences of harassment and assault.

To support meaningful conclusions to such allegations and incidents, and to inform preventative measures that promote and preserve workplace trust, cohesion, and safety, agencies need reliable and proven theoretical and methodological investigation expertise to explore, document and report unbiased, fact-based findings that will stand up to ethical, regulatory, and legal challenges.

Recognizing the necessity to produce rigorous, defensible Reports of Investigation (ROI), and to staff inquiries with credentialed investigators, GKG has designed a replicable and scalable inquiry management program that allows for maximum adaptability to the customer environment, while stimulating continuous improvement based on lessons learned, industry best practices and the customer’s experience. GKG’s administrative investigation program approach to structured investigation management provides validated, third-party investigations conducted by credentialed investigators with training in experiential approaches to trauma informed, culturally sensitive interviews. The following describes the types and associated information regarding investigations:

Non- SASH (Sexual Assault, Sexual Harassment) Management/Employee Relations Investigations A Non-SASH Investigation is defined as an investigation that does not require advanced training in SASH/trauma and/or one that does not require the investigator to research agency policies and procedures, a Non-SASH investigation is typically a Title VII Harassment investigation. These investigations are available in SIN 561611.

1. Non-SASH investigations come in three (3) levels of effort and scope for the purposes of our pricing. Appropriate investigation levels are determined by the number of allegations and/or incidents made by the claimant. The level also corresponds with the number of interviews necessary to investigate the allegations/incidents. For example, a claimant states that a violation(s) occurred seven different times, this would result in a Level 2 – Non-SASH Investigation, where allegation fell within the six to ten range, where eight to twelve interviews were necessary to gather facts.

2.Firm Fixed Price (FFP) Task Orders will be based on the “per case” pricing contained herein.

Case Level 1,2 and 3 Non-SASH Investigations

Requirements for Non-SASH Investigations, Level 1 through 3 The Investigator will possess 6 years of progressive experience (or equivalent combination of education and experience) demonstrating knowledge of and applying Federal regulations, guidelines, and policies, to include applicable titles of the Civil Rights Act, Equal Employment Opportunity Act, Congressional mandates, Executive Orders and Department-specific anti-harassment policies. They will possess no less than 3 years of experience in conducting administrative investigations. Additionally, they will be trained in conducting trauma-informed, culturally sensitive investigative interviews and a CAI – Trauma-Informed Investigations Course Certification.

The requirement for an investigator is a bachelor’s Degree in a related field. These investigations are available in SIN 561611.

SASH (Sexual Assault, Sexual Harassment or Management/Employee Relations) Investigations A SASH Investigation is defined as an investigation that requires advanced training in Sexual Assault, Sexual Harassment (SASH)/trauma and/or one that does not require the investigator to research agency policies and procedures. These investigations are available in SIN 561611.

They will possess no less than 3 years of experience in conducting administrative investigations and/or or no less than three years of experience in conducting investigations surrounding sexual misconduct, including sexual harassment and sexual assault. In addition to being trained in conducting trauma-informed, culturally sensitive investigative interviews, they will have specific training investigating sexual misconduct and a CAI – Trauma-Informed Investigations Course and CAI – Sexual Misconduct Designator Course Certificates. Requirements for an investigator is a bachelor’s degree in related field.

Course Development and Test Development / Administration Golden Key Group uses proven educational methodologies to develop appropriate training courses using the following modified ADDIE approach:

Golden Key Group can meet with the appropriate stakeholders to ascertain the requirements for training elements that need to be developed.

Then, we can perform a Needs Analysis to assess the potential performance gaps that need to be trained to among the various populations including executives, managers, and specific regional, line of business or staff office needs.

Next, an overall learning strategy can be developed that will componentize the different elements into logical groupings and sequences. The output of this strategy will be a recommended sequence of learning opportunities using blended approaches as appropriate.

For each of these learning opportunities, a Design Document will be developed that outlines the Terminal Performance Objectives (TPOs) as well as any high-level Enabling Objectives (EOs).

After the Design Document has been approved, the development of the course, web-based training, interactive videos, instructor-led training, or other forms of training can begin.

After the learning opportunity has been developed, it will be tested and piloted as needed…
