GSA COURSE DESCRIPTIONS AND PRICING

Full Spectrum Operator Course (FSOC) Description: FSOC is an intensive 5-day training experience for units and tactical personnel tasked with operating in high-risk environments. Widely known as PFC’s flagship tactical training course, numerous after-action reports credit FSOC with saving the lives of them and their teammates. Material covered includes combative handgun skills, combative carbine skills, low-light shooting skills & fighting at night, tactical trauma care, live fire team tactics, vehicular assault & counter ambush tactics, structure clearing strategies & Close Quarters Battle, mechanical breaching, NFDD deployment, tactical rescues, reconnaissance and mission planning, overland team tactics and maneuver drills, critical combative skills in full kit, and full mission profile exercises. No other course offers the breadth and depth of this curriculum under such compressed and realistic conditions. Upon customer request, FSOC can be run as a certification course for personnel selection and/or standards testing that include both written and practical formalized evaluations.

Course Objectives: 1. To markedly improve individual and battle skills through introduction to the latest fight winning tactics. 2. To improve combat effectiveness via stress exposure while performing overlapping weapons based, leadership, and decision-making skills.

Target Audience: Conventional & specialized military units, tactical law enforcement teams, DoD/DoS/Federal security contractors. Prerequisites: None. Must be current member of military/LE/U.S. Gov’t organization or contractor. Deploying Unit Skills & Tactics (DUST) Description: For the combat or tactical unit that lacks either time or resources to receive a full FSOC program, this alternative offers the flexibility to meet a myriad of unit training requirements. Based on the foundational principles of FSOC, DUST is a condensed and concentrated program of instruction. Conducted in 3-day iterations, a DUST course can be offered at PFC facilities in Las Vegas or via a mobile training team deployed to the customer’s location domestically or internationally. This short course can be run multiple times back to back, allowing personnel in the field, especially in remote locations, to cycle in and out of training without greatly impacting manpower or operational activities. Training modules typically include combative handgun skills, combative carbine skills, low-light firearms skills, live fire team tactics, outdoor tactics & overland maneuver, or indoor tactics & urban warfare/CQB. Course Objective: To prepare, in a compressed time frame, individual troops and small units to successfully operate weapons, engage threats and work as a cohesive team in hostile environments. Target Audience: Conventional & specialized military units, tactical law enforcement teams, Federal government and approved contractor personnel.

Prerequisites: None. Must be current member of authorized customer group.

Tactical Firearms Instructor Certification (TFIC) Description: PFC's TFIC is an intensive 5-day program designed to impart the basics of handgun and carbine instruction to already proficient operators. TFIC exemplifies the core of PFC doctrine with a curriculum, which requires more than any other state, local, military or federal firearms certification.

Students must successfully pass 6 examinations scoring no lower than 100% on 1 and no lower than 90% on the remaining 5...this is not a "gentlemen’s course." Topics covered will include but are not limited to, safety, instructor development, risk analysis, remediation, development of live-fire evolutions, as well as progressive operation of the handgun and carbine systems. Evaluations consist of a comprehensive written exam, dry fire Limited Scope Performance Test (LSPT), Live Fire Skills Test (LFST), classroom presentation, student-led live-fire evolution, and construction of a hazard-mitigating 'risk analysis tool.' Graduates will be able to safely instruct students in handgun and carbine fundamentals as well as develop and run basic live-fire evolutions. As some material is of a sensitive nature, TFIC applicants are screened on a case-bycase basis. NOTE: TFIC is not a "how to shoot" course, and as such, students who lack superior skills upon arrival stand a very low chance of successfully completing the Live Fire Skills Test which will only be administered a limited number of times. Registered applicants may request a copy of this skills test for practice prior to the course.

Course Objectives: To certify the individual student to teach modern combative handgun and carbine skills while safely managing live-fire evolutions.

Target Audience: Conventional & specialized military personnel, Federal Government employees and authorized contractors, law enforcement officers, and security industry professionals tasked with training others.

Prerequisites: None. However, superior weapons skills upon arrival will greatly increase the likelihood of graduation.

Protective Security Operations Certification (PSOC) Description: PSOC is designed exclusively for private security, Federal Government, DoD and LE professionals interested in learning principles and procedures for modern executive protection and personal security of high networth or ‘at risk’ individuals. This five-day/60-hour+ certification program is approved training by multiple Federal Government, state and corporate organizations, and is the only university-accredited protective services training program in the United States. PSOC consists of (2) two training modules: Protection Agent Development (four-days) and Protective Pistol Skills (oneday). ‘Protection Agent Development’ teaches contemporary methods for low visibility personal security in permissive to semi-permissive environments where a low to moderate threat exists. This highly academic and practical application-based training course creates a comprehensive and balanced foundation for prospective or current members of protective details. Subject matter comprises the most progressive and relevant doctrine currently available for individuals seeking instruction in modern EP practices. ‘Protective Pistol Skills’ is the weapons-centric component of PSOC and is entirely range- based. This format allows students to focus their attention on safe and practical use of a concealed handgun during protective security operations. Students will learn both individual and team-based tactics with firearms as they apply to third-person/principal defense. The primary goal of PSOC is to professionally educate and train those tasked with protective operations.

Regardless of background or current assignment, students are trained to operate as a team. It is critical that protection agents exhibit professionalism, demonstrate fluid proficiency, and act with confidence in their abilities. To achieve and enforce this, students are held to a high standard and expected to perform. This is a certification course and various forms of testing and evaluation are utilized to measure the requisite knowledge, skills and abilities for graduation. Attendance does not guarantee completion. Course Objective: Prepare the individual student to successfully operate as a member of a Protective Security Detail.

Target Audience: Military, LE or security industry professionals tasked with providing protective services.

Prerequisites: None. Must be current member of authorized customer group.

High Threat Security Operations Certification (HTSOC) Description: High Threat Security Operations Certification is an intense and comprehensive 7-day course designed for the individual or security team operating in any environment or timeframe where a higher threat exists. Techniques, tactics and procedures taught in HTSOC apply to small teams or large teams, low profile or high profile operations, and domestic or international missions. Students will learn to meet high threat security needs as a result of their area of operation, localized risk of kidnapping or violent crime, or an unusual, specific threat made against a principal. Training methodologies range from conventional to unconventional and challenge students to perform. All instructors possess extensive, current real-world experience on high-risk U.S. domestic details and international high threat operations in Mexico, Central America, South America, Southeast Asia and the Middle East. This course presents not only the most cutting-edge hard skills related to weapons, vehicle operations and protective team tactics, it addresses the nuances and concepts for successfully working under high risk conditions that may complicate a security mission. HTSOC delves into global advances, overt/high- security walking formations, high-profile motorcade operations, communications & GPS functions, advanced protective pistol and protective carbine skills, counterassault team tactics, vehicle counter- ambush drilling, break contact & team movement exercises, escape & evasion, low-light operations, combatives, force-on-force attack-on-principal simulations and much more. Knowledge, skills and abilities will be evaluated through a battery of written, practical, physical and live-fire testing, which must be passed in order to graduate. Course Objectives: To prepare the individual to operate as a member of a protective security detail in any environment where a higher threat exists.

Target Audience: Military, LE or security contractor professionals. Prerequisites: Successful completion of PSOC or other approved protective services course.

Progressive F.O.R.C.E. Concepts LLC, also known as “PFC,” is a Las Vegas based Veteran- owned small business dedicated to the advancement and delivery of use of force and tactical instruction to military, law enforcement and security professionals.

Contract Scope Training services specified in a task order may be performed at the contractor or the ordering agency facilities. All services under this contract award are based on a firm fixed price with or without incentives (prompt payment/volume discounts).

Contract Use This contract is available for use by all Federal Government agencies as a source for training services. Executive agencies; other Federal agencies; mixed-ownership Government corporations; the District of Columbia; Government contractors authorized in writing by a Federal agency pursuant to 48 CFR 51.1; and other activities and organizations authorized by statute or regulation to use GSA as a source of supply may use this contract.

GSA and the Small Business Administration strongly support the participation of small business concerns against the GSA Schedules Program. While mandatory preference programs do not apply to Federal Supply Schedules, the SBA policy allows orders placed against schedule contracts to be credited toward the ordering activity’s required small business goals. In accordance with FAR 8.4, ordering activities are encouraged to rely on the small business representatives made by schedule contractors at the contract level. For orders exceeding the micro- purchase threshold, ordering activities are encouraged to give preference to the items of a small business when two or more items at the same delivered price will satisfy the requirement. Progressive FORCE Concepts, LLC is a Veteran-Owned small business and qualifies under mandatory preference programs.

Ordering Process Orders placed from the GSA Multiple Award Schedule are considered to be issued using full and open competition. GSA has already determined that Progressive F.O.R.C.E. Concepts, LLC meets the technical requirements and that our prices are fair and reasonable. Therefore, the ordering offices need not seek further competition, synopsize the requirement, make a separate determination of fair and reasonable pricing or consider other than GSA small business programs. By placing an order against a schedule using the procedures in this section, the ordering office has concluded that the order represents “best value” and results in the lowest overall cost alternative (considering price, special features, administrative cost, etc.) to meet the Governments needs.

Under FAR 8.4, the general steps for ordering PFC training services are:

Orders Under the $3,000.00 Micro-Purchase Threshold: The order can be directly placed with

PFC.

Orders Above the $3,000.00 Micro-Purchase Threshold: Ordering agencies with one exception* must solicit pricing information from at least three (3) MOBIS/874 contractors and then make a “best value” winning contractor determination.

Before placing the order, consider reasonably available information about the supply or services offered under GSA MSA contract by using GSA Advantange! online shopping service or by reviewing catalogs or price lists of at least three GSA FSS MOBIS/874 schedule contractors. Select the delivery and other options available under the schedule that meet the agencies needs.

Once PFC has been determined as the best value, PFC usually processes orders exceeding the micro-purchase threshold through the following:

The ordering activity provides a Statement of Work (SOW) through a formal task order such as a Request for Proposal (RFP) or Request for Quote (RFQ). The SOW/RFQ/RFP shall include such information as; location of work, period of performance, deliverable schedule, applicable performance standards, and any special requirements (e.g., security clearances, travel, special knowledge.) RFPs will also include directions for proposal preparation, submission, and the evaluation criteria for that contractors proposal. RFQs do not normally require a proposal for consideration. RFP/ RFQs can be sent via traditional post, facsimile, or electronic mail to PFC at the ordering address listed else where in this proposal.

After the receipt of the RFP/RFQ and the SOW, PFC will develop a response in accordance with the RFP/RFQ instructions. The quote in most cases must be a firm fixed price, however in certain cases it could be used to establish a ceiling price. A ceiling price is established when the ordering agency determines that is not able to accurately estimate the work and associated costs.

After the PFC proposal is accepted, the ordering agency’s contract office will issue a task/delivery order directly to PFC. The ordering agency will include our GSA Schedule contract number: Contract Number GS-02F-0160V.

*There are situations when an ordering agency when an ordering agency has a complex or unique requirement and can place sole source order to support national security or defense requirements under the authority of FAR 6.302 even though the micro-purchase threshold has been exceeded.

Sole source orders occur because the supplies or services can only be obtained from one source due to procurement requirements.

Orders over the $1 Million Maximum Order Threshold: The same procedures for orders over the $3,000 micro-purchase threshold are followed, but additional competing GSA FSS 874 contractors are normally added. After the “best value” price list is completed and due to the size of the order, the ordering agency will most likely seek price reductions from all competing FSS contracts that are within the best value range. The agency will then place an order with the FSS contractor offering the best overall value.

Blanket Purchase Agreements According to FAR 8.405, ordering activities may establish BPAs under any schedule contract to fill repetitive needs for supplies or services. Blanket Purchase Agreements (BPAs) established under the GSA Schedules Program provide ordering activities with a variety of benefits and advantages.

Contractual terms and conditions are contained in a GSA Schedule and are not to be re-negotiated for GSA Schedule PBAs. Therefore, as a purchasing option, BPAs eliminate such contracting and open market costs as the search for sources, the need to prepare solicitations, and the requirement to synopsize the acquisition. BPAs provide the opportunity to negotiate improved discounts, satisfy recurring requirements and allow for a quicker turn around on an order.

BPAs can be set up for field offices across the nation, thus allowing them to participate in a customer’s BPA and place orders directly with GSA schedule contractors. In doing so, the entire agency reaps the benefits of additional discounts negotiated into the BPA. A multi-agency BPA is also permitted if the BPA identifies the participating agencies and their estimate requirements at the time the BPA is established.

BPAs may be established with one or more schedule contractors. The number of BPAs to be established is within the discretion of the ordering activity establishing the BPAs and should be based on a strategy that is expected to maximize the effectiveness of the BPA(s). In determining how many BPAs to establish, ordering agencies should consider:

The scope and complexity of the requirement(s) The need to periodically compare multiple technical approaches or prices The administrative costs of BPAs The technical qualifications of the schedule contractors

BPAs should address the frequency of ordering, invoicing, discounts, requirements (e.g. estimated quantities, work to be performed) delivery locations and time. When establishing multiple BPAs, the ordering activity should specify the procedures for placing orders under the BPAs. Once a BPA has been established, authorized users may place the order directly with PFC under the established BPA when the need for the supply or service arises.

BPAs generally do not exceed five years in length, but may do so to meet the program requirements.

PFC can be awarded BPAs that extend beyond the current term of our GSA Schedule contract due to the available option periods in the GSA Schedule contract that, when exercised, will cover the BPAs period of performance.

Contractor Team Arrangements PFC is committed to providing high quality training solutions to the US Government through productive contractual relationships including management and oversight of large team-based "all-inclusive" training contracts. PFC may partner from time-to-time with academia and industry partners to provide specific and complementary aspects of our training programs. These partnerships will be closely monitored, managed, and audited under the same stringent rules that PFC adheres to internally.

PFC will normally form a contractor team arrangement before submitting an offer/ proposal/quotation. However, PFC may enter into a teaming arrangement later in the acquisition process, including after the contract award to ensure contract completion at the highest level of quality and best value to the government.

General Guidelines for Using Contractor Arrangements:

Federal Supply Schedule Contractors may use Contractor Team Arrangements (see FAR 9.6) to provide solutions when responding to a customer agency requirement. Team Arrangements can be included under Blanket Purchase Agreements (BPA). BPAs are permitted under Federal Supply Schedule contracts. Orders under a Team Arrangement are subject to the terms and conditions or the Federal Supply Schedule Contract. Participation in a Team Arrangement is limited to Federal Supply Schedule contractors. Customers should refer to FAR 9.6 for specific details on Team Arrangements

Prompt Payment Discount PFC provides an additional incentive to ordering agencies through the offering of a prompt payment discount. Current discounts offered exclusively to ordering agencies when purchased through the GSA schedule:

0.5% Prompt Payment Discount given for all orders paid in full thirty (30) days prior to the first day of training.

0.25% Prompt Payment Discount given for payments received in full net fifteen (15) of receiving final invoice.

Prompt Payment Discounts apply to all customers who purchase training services through the GSA Schedule.

Prompt Payment Discounts do not apply if payments are received after net thirty

(30) days of receiving final invoice.

Prompt payments cannot be combined.

Payments made using the GSA SmartPay purchase card ARE NOT eligible for any negotiated prompt payment discount.

Payments made using the Government-wide commercial purchase card/credit card ARE NOT eligible for any negotiated prompt payment discount.

Payment made using a Government debit card will receive the applicable prompt payment discount if payment is made within the aforementioned discount guidelines.

General Terms and Conditions All prices are based on Domestic delivery only.

No international price offering available at this time for the GSA Schedule, customer must contact PFC directly for any international pricing.

There is no special discount just for having more than the minimum number of participants required per course.

Price includes all training materials (manuals, handouts, etc), training aids, weapons storage, and facility usage at PFC’s facility.

Price does not include weapons, gear, ammunition, transportation, food or billeting at either contractor or customer facility.

Price does not include medical insurance or coverage Ammunition purchase and weapons rental is limited and can be made directly through PFC for use at our facility only.

There is no GSA price for weapons rental or ammunition purchase, these can be made directly through PFC at time of course purchase.
