Commercial Job Titles and Descriptions Commercial Job Title: Program Manager

Functional Responsibility: Services as the contractor’s contract manager, authorized representative and interfaces with the Government Contracting Officer (CO), The Contracting Officer’s Representative (COR), government management personnel and other customer agency representatives. Specifically responsible for formulating and enforcing work standards, assigning contract schedules, reviewing work discrepancies, supervising contractor personnel and communicating policies, purposes and goals of the organization to all subordinates. Has responsibility for the overall performance of contract. Organizes, directs and coordinates planning and execution of all task support activities. Shall have demonstrated program/project management experience in an instructional development/delivery/support environment and communication skills to interface with all levels of management. Assigns duties and reviews work of subordinates. Meets and confers with clients management officials regarding the status of specific Contractor program activities and progress. Resolves Problems, issues or conflicts and ensures that program schedule, performance, and deliverables are met.

Minimum Education and Experience Requirements: Bachelor’s Degree with 15 years intensive and progressive experience in management/business consulting and project management of Instructional Systems Design, Distance Learning, Curriculum Development, IT and/or telecommunications-related programs.

Commercial Job Title: Project Manager Functional Responsibility: Serves as the contractor’s liaison between the Program Manager and client’s Project Manager. Specifically responsible managing the day to day project performance including managing project schedules, overseeing project quality, and managing staff assigned to the project. Assigns duties and reviews work of subordinates. Meets and confers with client management officials regarding the status of specific Contractor program activities and progress. Resolves problems, issues or conflicts and ensures that project schedule, performance, and deliverables are met.

Minimum Education and Experience Requirements: Bachelor’s Degree with 7 years intensive and progressive experience in project management of Instructional Systems Design, Distance Learning, Curriculum Development, IT and/or telecommunications-related programs.

Commercial Job Title: Sr. Instructional Designer

Functional Responsibility: Develops associated media products including graphics, animation, audio, digital video still images, etc. Designs and develops computer based training, electronic performance support systems and other technology based learning solutions. Develops appropriate training objectives and test methods and designs instructionally valid training materials. Directs complex instructional systems design projects. Works as task leader and supervises the work of training support personnel.

Minimum Education and Experience Requirement: Shall have a minimum of three years experience in Curriculum Development, Education, Technical Writing, Training, or have filled a position as a subject matter specialist in a functional and/or technical position related to the curriculum being developed. Bachelor’s Degree in Education, English, Instructional Systems Design or a related field.

Commercial Job Title: Technical Writer/Editor Functional Responsibility: Responsible for technical writing and editing, application of instructional design principles in formatting and editing training/course materials, graphic design, marketing material writing and design, web design, desktop publishing, etc. Gathers, analyzes, reviews, composes, approves, and edits technical narratives/input for technical documents, courses of instruction, student training aids, training manuals, instruction guides/lesson plans, policy and procedures guides, learning management systems specifications, and computer based training applications. Conducts research with subject matter experts and functional users and ensures the use of proper technical terminology for course ware and associated training materials.

Minimum Education and Experience: Bachelor’s Degree or equivalent (preferably English, Literature, or related discipline) and five years of experience writing and editing instructional materials, technical reports and/or technical documentation.

Commercial Job Title: Sr. Subject Matter Expert/Instructor IV

Functional Responsibility: Provides highest level subject matter expertise for development and instruction of learning materials. Provides advance technical knowledge and analysis of highly specialized applications and operational environment of the subject matter, high-level functional understanding of processes, procedures, systems, and operating requirements. Directs as needed in all phases of curriculum development, evaluation, and testing of courseware materials. From a business process standpoint, provides technical advice, guidance and direction for the improvement, modification, and re-engineering of instructional materials.

Qualified to provide instructor led training in multiple types of presentation environments and applies principles, methods, and knowledge of specific functional areas of expertise to instructional programs. Provides content review and feedback to development staff and works independently at the highest level. Directs the composition or composes and finalizes test criteria documentation. Must be recognized as expert in respective field by holding current license, industry certification, and current publications.

Minimum Education and Experience Requirements: Master’s Degree, Doctorate or equivalent and twenty years related subject matter/instructor experience. Published author in recognized field of expertise.

Commercial Job Title: Subject Matter Expert/Instructor I

Functional Responsibility: Provides subject matter expertise for development and instruction of learning materials. Provides technical knowledge and functional understanding of applications and operational environment of the subject matter, processes, procedures, systems, and operating requirements. Commercial Job Title: Application/Systems Analyst-Programmer

Functional Responsibility: Interprets, implements, and maintains Learning Management Systems and Distance Learning operations systems and subsystems from specifications prepared by vendors and engineers. Directs or fine-tunes training applications to maximize throughput on various computing platforms and equipment configurations. Responsible for integrating equipment and audio visual/multimedia/video teleconferencing delivery systems from multiple vendors into the overall organization configuration to maximize training throughout and/or content collaboration/sharing. Designs, codes, installs, and maintains appropriate systems software programs; identified, evaluates, tailors, and directs the implementation of vendor-supplied software and courseware.

Performs systems re-generations where applicable to reflect changes in peripheral configuration; ensures the maintenance of adequate software systems documentation; recommends to content developers and customers the operating capabilities and systems configurations required for delivery of training products/services. Supervises Junior Programmer/Analyst personnel.

Minimum Education and Experience Requirements: Bachelor’s Degree or equivalent in computer science/communications and five years related experience.

Commercial Job Title: Graphic Designer

Functional Responsibility: Designs and produces graphics in support training development courseware and provides technical knowledge and expertise on computer graphics, digital photography, videos, animations, sequencing, and audio/visual effects in various authoring and software packages. Develops graphic user interfaces and designs illustrations for web and CD-Rom applications and utilizes creative techniques to produce stimulating educational materials for adult learners. Develops technology based instructional programs, training manuals and instructor guides.

Minimum Education and Experience: Bachelor’s Degree or equivalent and five year experience.

Commercial Job Title: Multimedia Developer/Designer

Functional Responsibility: Using script as a guide, the programmer assembles different elements (text, audio, video, graphics, and animation) into a coherent whole. He develops the rapid prototype, the programmed working model, upon which the final product is based. He debugs programs following alpha and beta tests, creates databases, and constructs reporting mechanisms used for tracking. He is analytical and has the ability to code optimally and choose the right tool base on the technologies available to the audience.

Minimum Education and Experience: Bachelor’s degree or equivalent and is accomplished in using advanced languages and programs and has seven years experience.

Commercial Job Title: Video Producer

Functional Responsibility: Experience in various stages of video production, camera operation, audio and lighting, shooting for edit, editing and post-production activities. He has a thorough understanding of QuickTime and VI formats and hands-on experience with products like Adobe Premier and Media One Hundred video editing systems. He produces informational, historical and documentary videos. Elements include narration, studio and location shooting, video and audio editing for video-based and computer-based programs.

Minimum Education and Experience: Bachelor’s degree with emphasis in communications and ten years experience.

Commercial Job Title: Scriptwriter

Functional Responsibility: He has expertise in research, edit, design, and storyboarding, writing, scripting and indexing content within multimedia productions. He has experience in video script writing for informational, documentary and historical videos as well as computer-based and web-based training programs. Develops scripts for multimedia (computer & video based) training programs.

Minimum Education and Experience: Bachelor’s degree with emphasis in English, writing, or journalism and 10 years experience.

Commercial Job Title: Intern

Functional Responsibility: He has expertise in either multimedia design and development or Instructional Design. Designs and develops multimedia programs, provides graphic support or technical writing and editing.

Minimum Education and Experience: Currently enrolled and in good standing in a certified accredited higher education program with a GPA of 2.0 or higher. Provides a portfolio of work samples relevant to potential projects.
