SECTION II -- TRAINING COURSE DESCRIPTION
Crew Training International (CTI) is offering commercially available training courses that can be tailored to both civilian and military requirements. Further, CTI can develop, when requested, any course pertaining to CTI’s core competencies, Cockpit/Crew Resource Management (CRM) and Human Factors skills-based training and related disciplines such as Team Training, Decision Making, Communication
Skills, Stress Management and Threat and Error Management. CTI’s years of experience and the end of course critiques overwhelmingly indicate that the face to face interaction between the students generated by instructor led facilitation is the most effective primary teaching strategy for CRM.
1. Crew Training International offers the following training courses:
A) CRM Initial Training Course: The initial or ‘Baseline’ course sets the stage for crew or team member attitudes towards the incorporation of all six core CRM skills in their daily routine or operational duties. These six core CRM skills include Planning, Communications/Crew Coordination, Situational
Awareness, Risk Management/Decision Making, Task Management and Debriefing. This initial course can be taught in one 8-hour block or broken up into smaller blocks of instruction that coincide with the technical skills that are being practiced in a particular phase of student training.
B) CRM Continuation Training Course: Periodical (normally annually), in-depth training in two of the six core CRM skills is provided during continuation or ‘Recurrent’ training. The course is normally divided into two modules, with each module focusing on one of the CRM core skills which is reviewed in-depth. This allows sufficient time for practice and feedback to improve CRM skill performance.
Additionally, in the first module, all six of the CRM core skills are reviewed in a comprehensive case study. The two core CRM skills for each period are selected and recommended for implementation based on pre-training skills assessment and data collection. The continuation training course can be taught in 2-or 4-hour blocks depending on the customer requirements.
C) CRM Instructor Training Course: This course is the foundation for preparing individuals to become effective CRM instructors. The course is an academic CRM refresher with an interactive instructional seminar on techniques of instruction that can effectively improve CRM behaviors. CTI use specific case studies and scenarios based on the information gathered from the customer to personalize the course. The instructor training course requires two to four 8 hour blocks, depending on the customer requirements.
2. The minimum length of the courses is outlined in the pricing table and the training description.
3. The only pre-requisite is that to attend a continuation or instructor training course, the student must have attended initial training course at some point in the past.
4. Crew Training International’s instructor force has numerous years of aviation, platform instruction and
CRM facilitation experience. CTI has 67 Department of Defense certified training specialists who have trained and evaluated over 50,000 students in the USAF, ANG and AFRC. All instructors are evaluated on site for proficiency on an annual basis.

SECTION III – LABOR CATEGORY DESCRIPTIONS
Experience may be substituted for education or education for experience according to the following guidelines:
• An associate’s degree is equal to two years relevant experience
• A bachelor’s degree is equal to four years of experience
• A master’s degree is equal to six years of experience
Multimedia Artist
Provides programming and multimedia support for training projects, including authoring content in various authoring languages. Multimedia specialists develop multimedia products aimed at entertaining or educating their audiences. They discuss requirements with clients and coordinate development teams.
They test information products, adjust work based on client feedback, and cooperate with technical staff.
Multimedia specialists work in various industries, including motion pictures, computer design, publishing, and computer systems design. They use digital programs to create visual effects and animations for various media formats.
Minimum Education: Associate Degree

Video/Website Production Specialist
Responsible for designing the overall layout and aesthetic for websites. Duties include coding webpages or entire websites, meeting with clients to review website templates or refine their designs and running tests to preview layouts and website features. Work closely with each customer so they can translate the customer’s thoughts into a visually appealing design. Responsible for turning that design into a functional site and uploading it to a web server.
Courseware Production Specialist
Supports the production of courseware materials and performs varied administrative duties. Performs pagination, proofreading, style guide editing, grammar checking; and general text/desktop publishing composition of documents in association with the courseware development team. Inspects academic work unit folders for content and quality. Maintains database of assigned students. Resolves conflicts in database with registrar. Inputs student data into CTI databases such as Training Management System
(TMS) and Learning Management System or similar systems and assigns roles in each system. Uploads student schedules into TMS and inputs students against assigned class (specialty). Assigns students against class assignments in order for students to complete pre-requisites for their specialties.

Production Lead
Leads team that producess courses, using instructional system design & development (ISD) methodology, formulate teaching outlines and determine instructional methods. Provides frequent feedback to staff members and leadership regarding advances in instructional design and technology. Leads team that develops training products through a process that includes review and research of commercial/government furnished materials and other resources. Prepares learning objectives, interviews Subject Matter Experts (SMEs), locates and extracts information from technical documents, and certifies the results in a standard format to incorporate into lesson materials. Designs and develops training materials for delivery in a learning environment by instructors, computer-based training and actual equipment or mock-up’s. Develops, Analyzes and Reviews all courseware and related materials using a current, model of ISD Analyzes test items and cumulative data for trends. Pursues the use of current technology, teaching tools, and techniques that are compatible with the customer/ government media systems. Has a working knowledge of all applicable regulations, instructions, procedures, Technical Orders, and other publications listed in the contract/Statement of Work (SOW), if applicable
Reviews and/or revises courseware materials on schedule, out-of-cycle, and urgent requirements as stated in the contract/SOW. Performs other incidental and related duties as required and assigned.

QA Manager
Provide leadership, direction, management and quality control for the CWD effort. Coordinate the design, development and production of all training products, to include training media, instructor guides, student guides, videos, data collection and analysis systems, and other learning materials. Provide direction and input to Education Technologist (ET) and Instructor CW/SME based on the latest academic research and industry training needs. Leads training efforts for both Instructor CW/SMEs and ETs to increase their levels of instructional design and latest learning principles to build the most effective and efficient courseware. Participate in the final quality assurance check prior to delivery of and courseware product to the customer. Provide direction, guidance and approval authority to ETs on course content.
Ensure course content meets CTI standards and customer approval. Monitor and participate in instructor training and certification process. Coordinate for CTI course developers and instructor developers any continuing education and development requirements. Schedule and chair meetings with the customer to provide coordination and approval of materials being delivered. Must have the ability to “Mentor” and assist in the professional development of Instructor/SMEs and peers in Instructional Design concepts and courseware work assignments as needed.

Sr. Instructional System Developer

(LMS) application. Coordinate with Learning Management System Integrators in supporting LMS applications. Focal point for help desk matters concerning LMS configurations, training, and troubleshooting problems.
Rotary Wing Aircrew

Function as the Network Administrator. Ensure compliance with USAF communication standards.
Perform data backups and disaster recovery operations. Plan, coordinate and implement network security measures. Perform routine network startup and shutdown procedures, and maintain control records.
Computer System Administrator
Provides principal administrative support of the site’s computer network. Responsible for standardizing desktop computers within the site organization. Replace hardware, operating systems or other software and test systems for accurate performance. Responsible for diagnosing and correcting hardware and software issues. Track scheduled maintenance (add, update and removal applications) and system back-ups. Plan, coordinate and implement network security measures. Perform routine network start-up and shut-down procedures and maintain control records. Train internal/external customer in computer system use. Recommend ways to improve system and network configurations. Perform other incidental and related duties as required and assigned.

Database/Network Administrator
Develop and maintain a database/learning management system to track student performance and provide matrices on student information for data analysis. A basic knowledge of object oriented programming, relational database applications and basic use of graphics programs is necessary. Must be familiar with
DOD, USAF and ACC computer, personnel and facility security procedures to include: NISPOM, NISPOM SUPP1, DoD Overprint, JAFN 6/3 and JAFN 6/4. Customer service for both internal and external clients is a must. The ability to handle multiple tasks, flexibility in work assignments, be detail oriented, organized, self motivated, creative problem solving, possess good interpersonal and written communication skills, and be able to work in both an independent and team environment is highly desired. Must be able to learn using limited and/or multiple resources and have a willingness to share knowledge with the team. Manage assigned projects within a team structure. Develop, maintain and provide continuous support for assigned projects. Maintain database and LMS according to current and changing demands. Meet changing deadlines and priorities while maintaining a customer focused orientation. Perform assigned duties under limited supervision.
Educational Technologist
Design, develop and revise instructional academic, simulator and interactive (computer-based) training programs utilizing Instructional Systems Design (ISD). Analyze, design, develop, and maintain courseware and related materials using the current, updated model of ISD Develop training products through a process that includes review and research of government furnished manuals and references, SME interviews, evaluation of training simulators and training devices, and other resources. Produce and deliver the following courseware development (CWD) items: Lesson Overview, Lesson Plan, Lesson
Presentation, Lesson Study Guide, Instructor Guide, Examination Package, Instructional Media Package, Syllabus Review Report, Courseware Development Schedule. Publish approved courseware materials to the LMS. Schedule and accomplish formative and summative evaluation of lessons. Provide frequent feedback to staff members and leadership regarding advances in instructional design and technology.
Analyze test items and cumulative data for trends. Pursue the use of current technology, teaching tools, and techniques that are compatible with government media systems. Maintain a working knowledge of all applicable regulations, instructions, procedures, Technical Orders, and other publications listed in the
Performance Work Statement (Contract). Review and/or revise courseware materials on scheduled, out-of-cycle, and as urgent requirements demand.

Facility Security Officer
The FSO is responsible for processing for background investigations, contractor security oversight, and security-related training of contractor personnel.

Graphic Artist/Illustrator
Responsible for producing all visual material/graphics for academic training. Create all graphics required for delivering the curriculum. Includes adjusting photographs, creating photo-like images from line-drawings and/or poor-quality photographs, and re-creating line drawings. Must determine optimal file format and resolution for final delivery. Work as a team with Education Technologists (ET) and/or
Subject Matter Experts (SME) to create graphics utilized in academic courseware. Maintain the work station and shared Graphics Library to the extent that the candidate is primarily responsible for storage and retrieval of all photos and graphics for this contract. Scan items (photos, pages from manuals, etc.)
and adjust as needed. Provide professional input when requested (e.g., for development of user interface on computer-based training modules, for applied graphics standards sent down from the corporate office, etc.) Performs other incidental and related duties as required and assigned.
GTIMS Associate
Trains unit personnel on Graduate Training Integration Management System (GTIMS). Creates User login and passwords. Configures system based on program changes/updates. Develops user training guides. Develops configuration guides. Troubleshoots system problems. Configures new syllabi.
Develops Gradesheets. Develops Form M, Form 89. Coordinates GTIMS updates between users and
Comm. Coordinates updates between Comm and CTI Programmers. Resolves scheduling conflicts created by Unit Scheduling. Performs other incidental and related duties as required and assigned.
GTIMS Training Specialist
Ensures GTIMS operates effectively and efficiently. Maintains the LMS to maintain accurate and timely training documentation and grade sheet administration System administrator duties for GTIMS and LMS, assigning Wing level permissions for GTIMS Training database manager, working with GTIMS help desk on rule based syllabus requirements and pre-requisites, assist squadron GTIMS Associates with set-up and configuration of programmed flight training (PFT) classes with students names and applicable data, ensure accuracy and storage of all course grade sheets. Provide GTIMS and LMS user-level assistance and training to instructors, assist GTIMS help desk with install of GTIMS and LMS upgrades, assist with troubleshoot and repair of GTIMS and LMS system, backup of GTIMS and LMS database, repair of GTIMS and LMS student or syllabi database when corrupt, load and maintain LMS courseware.
Perform other incidental and related duties as required and assigned.
Information Assurance Technician II
The IAT will ensure proper operation, certification/accreditation, and Cyber Security adherence of all computer and electronic assets used in the training system.

Information System Security Officer
The ISSO is responsible for ensuring the appropriate operational security posture is maintained for information systems and as such, works in close collaboration with the Information System Security
Manager (ISSM) and Information Security Office (ISO). ISSO shall have the detailed knowledge and expertise required to manage the security aspects of an information system and, if assigned, responsibility for the day-to-day security operations of a system. ISSO responsibilities also include physical and environmental protection, personnel security, incident handling, and security training and awareness. In close coordination with the ISSM and ISO, the ISSO plays an active role in monitoring a system and its environment of operation to include developing and updating the System Security Plan (SSP), managing, and controlling changes to the system, and assessing the security impact of those changes.
Instructional Developer
Develops and revises courses, using instructional system design & development (ISD) methodology, formulate teaching outlines and determine instructional methods. Provides frequent feedback to staff members and leadership regarding advances in instructional design and technology. Develops training products through a process that includes review and research of commercial/government furnished materials and other resources. Prepares learning objectives, interviews Subject Matter Experts (SMEs), locates and extracts information from technical documents, and certifies the results in a standard format to incorporate into lesson materials. Designs and develops training materials for delivery in a learning environment by instructors, computer-based training and actual equipment or mock-up’s. Develops, Analyzes and Reviews all courseware and related materials using a current, model of ISD Analyzes test items and cumulative data for trends. Instructor/SME (WS)
To design, develop, and deliver courseware through instruction/facilitation in a classroom, simulator, or flight environment. Instructs and measures training process of students who train in the established aircrew training curriculum. Conducts briefings and debriefings and counsels with student to develop and maintain a high level of proficiency. Joint Test and Training Center Specialist
Provide SME and Technical Lead support for managing air/ground space operation and use. Responsible for managing the real-time air and ground space requirements as part of the execution of Wing training while de-conflicting with all test missions. Resolves range air and ground space resource utilization conflicts in accordance with established procedures. Makes real-time and short-range scheduling decisions for committing these resources including communication and all technical support necessary and advises those involved including contractors, tenants and other government and civilian agencies.
Coordinates daily with the range support agencies in an effort to better understand and identify potential problem areas. Responsible for the coordination of air traffic control activities and ground personnel activities in a real-time environment to ensure safety of life while conducting integrated and concurrent range operations. Reviews the Center Scheduling Enterprise (CSE) products for timeliness and accuracy and coordinates available range time as needed Assist aircraft in remaining within scheduled airspace and in compliance with block and mission restrictions. Serve as the focal point for all student inquires. Maintain daily updates of the Program Flying Training
(PFT) class status. Coordinate with customer agencies as required. Work and flow the Formal Training

Ensure students are properly enrolled in an eligible course, verify prerequisite requirement are met, and coordinate any unaccomplished training with gaining units after graduation. Training Management Specialist - Syllabus Developer
The Training Management Specialist Syllabus Developer (TS-SD) is a member of the syllabus design/authoring team. TS-SD advises syllabus SMEs of capabilities and limitations of the Training
Management System (TMS) during the design process. TS-SD understands aircraft-specific operational language, aircraft configurations, airspace, simulator systems/capabilities, etc. for translation into syllabus design. TS-SD maintains a relationship with local scheduling team and Courseware Development tram.
Training Management System – Associate
The Training Management System Associates (TS-Associate) provides training support to base-wide users either face-to-face or remotely. TS-Associates provides training and orientation for system users.
TS-Associates ensure that base personnel are able to access training systems and will resolve any issues for users if they occur. TS-Associate ensure data is inputted accurately and timely. The TS-Associate will monitor and ensure student training documents are complete and accurate.
UAS Pilot Instructor/SME
Conduct academic, training device, and live flying instruction in support of formal course syllabi, training plans, event instructor guides and Continuation Training (CT). Perform academic instruction and/or remedial training/make-up training for students using Instructor/Lesson guides as required by applicable syllabi or training plans. Weapons Director
The Weapons Director (WD) provides blue force communications to pilots conducting Mission Training
Center (MTC) syllabus missions, ,formal training syllabus missions, and continuation training. The WD will obtain a briefing from the instructor pilot, provide WD communications during the mission and provide communications-related feedback to the instructor prior to the debriefing. WDs can operate the
