REQUEST FOR PROPOSAL for the

Nationwide 3D Laser Scanning Services

QUESTIONS AND ANSWERS (Q & A)

TECHNICAL AND CONTRACTUAL QUESTIONS

Q1:

I have cut and pasted from the RFP the following sections:

4.1.1

All key personnel shall have extensive experience (at least 5 years) and expert command in the areas of 3D laser scanning for both building exterior and interior locations, creating BIM models from scan data, QA/QC principles to ensure accurate data.

Line 1 of Attachement V

Key personnel have minimum 3 years experience in 3D Laser Scanning and/or BIM Services

Section 32.2, line 4

All key personnel have at least 3 years of 3D Laser Scanning and/or BIM Modeling experience each.

Question: Is the requirement 5 years or 3 years?

A1:

The requirement is a minimum of 3 years experience in 3D Laser Scanning and/or BIM Services.

Q2:

Service to Central Office and Regions – (page 6, #7). The first paragraph of #7 indicates service to the Central Office as well as all 11 regions. The second paragraph and subsequent sections of the RFP make no reference to GSA’s Central Office. Can

GSA please clarify if services are also anticipated for Central Office as part of this IDIQ?

If so, how might those services differ from those provided to the regions?

A2:

Services are intended to be awarded by Central Office and Regional Offices. There is no difference in the types of services provided.

Q3:

Does this RFP also consider a new technology (hardware and software) development for better accuracy and faster scanning process?

A3:

Yes, new technologies are permitted if the contractor can show that the quality of services and deliverables can be met.

Q4:

May we introduce other labor categories or are we bound only to what is listed?

A4:

Additional labor categories can be introduced as consultants in each individual task order issued.

Q5:

Although the RFP is for “Nationwide” services, will the GSA entertain proposal submittals on a region by region basis?

A5:

No. All contractors shall have the ability to provide services Nationwide.

Q6:

Can a company submit as a prime for Region 8 and/or 9 only?

A6:

No, please see answer to Q7.

Q7:

Will GSA be providing the data delivery/ sharing mechanism (FTP site) or will the consultant be responsible for developing a system?

A7:

GSA can provide an FTP site, if necessary. The contractor shall assume that an FTP site is available for the task orders issued under this IDIQ contract.

Q8:

Do the 3D scans need to be sealed by a PLS? If so, do they have to be licensed in the state of the project?

A8:

No, 3D scans do not need to be sealed by a PLS, unless the state law requires it.

Q9:

On most of the other GSA contract solicitation sites – there is a tab to see who the other interested vendors are for contracts. Is there a list of interested vendors available for this contract?

A9:

The tab is located in the solicitation notice and is titled, “Interested Vendors List”.

Q10:

May we use a subcontractor who is only licensed in one state at this time?

A10:

Yes, the subcontractor can be licensed in one state however the prime contractor, upon selection and at the time of individual task award, must meet all of the requirements nationwide as the prime or through teaming arrangements.

Q11:

Is the NCARB accepted nationwide by GSA regions?

A11:

NACRB is accepted nationwide as validation of the prime’s ability to obtain reciprocity in the state, where the project is located. The prime must obtain reciprocity in the respective state by the time of task award.

Within Evaluation Factor 3: Past Performance, all previous Small Business Subcontracting Plans and all Standard forms 294 and 295 for Small Business Participation submitted for the past three years are requested to be included in our response to Solicitation Number: GS-00P-09-CY-D-0137. If this information is not currently available, what other type of materials would you prefer to evaluate past performance (For Example: Reference letters from previous clients & colleagues, forms outlining under budget/ahead of schedule projects, etc)?

A13:

Evaluation Factor No. 3 is hereby revised to remove the submittal of SB Subcontracting Plans and Standard Forms 294 and 295. Evaluation Factor No. 3 shall NOW read as follows:

Factor 3: Past Performance (25%)

Firms must demonstrate an acceptable past performance history, within the last five (5) years prior to the date of this solicitation. Firms shall submit a minimum of 1 reference information (i.e., project contact and telephone/email address) for each of the project examples submitted in relation to the “Technical Competence & Project Examples” evaluation factor. Since each firm is required to submit a minimum of 3 examples, a minimum of 3 references are required for each firm.

The Firm’s past performance in carrying out the work of a comparable nature will be evaluated under the following factors: a) quality of the services; b) timeliness of performance; c) business relations; d) cost control; and e) compliance with subcontracting plan goals (including the subcontracting plan goals for small disadvantage business (SDB) concerns and monetary targets for SDB participation).

In the case of a firm for whom information on past performance is not available or inadequate to evaluate past performance, the firm will not be evaluated favorably or unfavorably on past performance.

In addition to the above, the following information will be evaluated:

• If the Firm provided higher quality deliverables than expected

• Past project came in under budget/ahead of schedule

• Specific examples of above-and-beyond customer service and support.
