Service Contract Labor Standards: The Service Contract Labor Standards (SCLS), formerly known as the
Service Contract Act (SCA), is applicable to this contract as it applies to the entire Multiple Award Schedule
(MAS) and all services provided. While no specific labor categories have been identified as being subject to
SCLS/SCA due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCLS/SCA eligible labor categories. If and / or when the contractor adds SCLS/SCA labor categories to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCLS/SCA matrix identifying the GSA labor category titles, the occupational code, SCLS/SCA labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.
Services and Labor Category Descriptions
Program Manager
Minimum/General Experience: The Program Manager position requires a minimum of 15 years of relevant experience.
Functional Responsibility: Provides coordination and ensures adherence to master plans and schedules while ensuring that all contractual obligations are fulfilled in an efficient and effective manner. This individual may also aid in the negotiation of contracts and contractual changes during various stages of a project life cycle. This individual may also be required to represent program interests at a variety of internal and external meetings. The Program Manager acts as advisor to the program team regarding projects, tasks, and operations and develops solutions to program problems. This individual controls expenditures and demonstrates expert program management techniques to identify budget, schedule, and milestone compliance and risks during the execution of programs that have numerous dependencies and unknowns. This individual may also propose improvements that assist in long range planning and budgeting, program execution strategies, quality assurance, and various other tasks specified by the government. May serve as primary point of contact with Contracting Officers.
Minimum Certifications and Education: Master’s degree in a business or technical field. DAWIA
Level III or PMP certifications.
Instructor
Minimum/General Experience: 5 years of instruction experience. Ability to assimilate agency issues and deliver content aimed at solution to the issues.
Functional Responsibility: This labor category exists for the use of specialists and instructors who will provide expert support in the areas required by the customer. The
Instructor designs and conducts complex training needs assessments and develops and implements courses and professional development activities for client organizations. Also develops long term learning strategies and leads and manages teams in the design and implementation of learning activities. This individual is capable of developing and delivering customized content required by the task order. He/she also coaches and mentors senior customer representatives and interprets requirements for development of training content.
Minimum Certifications and Education: Masters Degree and 5 years work experience in related field.
Subject Matter Expert
Minimum/General Experience: The Subject Matter Expert position requires a minimum of 12 years of relevant experience.
Functional Responsibility: Senior expert with extensive knowledge and experience in one or more functional and/or domain areas. Provides insight and advice concerning strategic direction and applicability of up to date, industry standard solutions. Is responsible for providing high level vision to program/project manager or senior client leadership to influence objectives of complex efforts.
Supports, with specific expertise, the creation of comprehensive methods for describing current and/or future structure and behavior of an organization’s processes, systems, personnel, and organizational sub-units, so that they align with the organization’s core goals and strategic direction.
Minimum Certifications and Education: Bachelor’s degree plus appropriate professional certification.
