When the Federal Supply Schedule contract delivery period does not meet the bona fide urgent delivery requirements of an ordering agency, agencies are encouraged, if time permits, to contact the Contractor for the purpose of obtaining accelerated delivery. The Contractor shall reply to the inquiry within 3 workdays after receipt. (Telephonic replies shall be confirmed by the Contractor in writing.) If the Contractor offers an accelerated delivery time acceptable to the ordering agency, any order(s) placed pursuant to the agreed upon accelerated delivery time frame shall be delivered within this shorter delivery time and in accordance with all other terms and conditions of the contract.

Business Process Analyst Description: Experience in business architecture design implementation, change management efforts, business support, analysis, or business process redesign with overall accountability for business solution programs. Business Functions Partners are responsible for product delivery and financial management of client engagements. A Business Functions Partner performs independent quality assurance reviews of program performance and deliverables to ensure that contractual obligations are being met. Business Functions Partners also are recognized experts in the areas of business process redesign, business architectures, organizational change or specific industries.

They lend thought leadership to engagement teams in developing creative solutions to client business problems.

Experience & Education: Minimum of 3 years’ experience and Bachelor’s Degree

Business Process Consultant Description: Reviews, analyzes, and evaluates business systems and user needs. Documents requirements, defines scope and objectives, and formulates systems to parallel overall business strategies. Familiar with relational database concepts, and client-server concepts. Data Analyst/Business Analyst Description: Prepares and conducts business analyses and studies, needs assessments, requirements analysis/definition and cost/benefit analyses to align business systems, solutions and initiatives. Prepares forecasts and analyzes trends, reporting regulations and business conditions. Develops and analyzes metrics, performance measurements, requirements, reports and recommendations related to management, organizational structure, policy/procedures and business systems. Senior Subject Matter Expert IV/Program Manager IV Description: Proven supervisory and management skills. Progressive project related experience is required. Specialized experience required includes: complete project development from inception to deployment, demonstrated ability to provide guidance and direction in multiple tasks across several functional areas. Proven expertise in understanding program requirements of the types of tasks to be performed, ability to review and evaluate all work performed, management and control of funds and resources, and provide direction to ensure compliance with all management policies. Provides management and direction for problem definition, analysis and requirements development and implementation in the subject matter area Experience & Education: Minimum of 7 years’ experience and Bachelor’s Degree

Senior Data Architect Description: Ensures the successful implementation and day to day operation of database systems supporting critical Company or client systems. Designs, models, documents, and guides the logical and conceptual relationship of data and database changes for complex applications.

Analyzes needs and requirements of existing and proposed systems, and develops technical, structural, and organizational specifications. May create standards and/or do modeling to monitor and enhance capacity and performance. Communicates with technical, applications, and operational staff, to design an optimal database architecture (performance, accessibility, backup, and recovery plan). Analyzes and makes recommendations for improvements to existing software regarding database performance, stability, usability and scalability. Performs logical and physical data modeling, designs relational database models and creates physical data models from logical data models. Designs database servers and interfaces to improve database and application performance. Supports the development effort by authoring stored procedures, functions, views and check constraints.

Experience & Education: Minimum of 12 years’ experience and a Bachelor's Degree.

Has a demonstrated ability to provide guidance and direction in multiple tasks across several functional areas including the use of different technologies. Proven expertise in understanding program requirements of the types of tasks to be performed, ability to review and evaluate all work performed, management and control of funds and resources, and provide direction to ensure compliance with all management policies. Provides management and direction for problem definition, analysis and requirements development and implementation for complex

Supervisory Program Manager Description: Provides oversight and executive level management to overall contract operations often involving multiple projects/tasks and groups of personnel at multiple locations. The Program Manager maintains and manages relationships with senior level management within the client organization. Responsible for ensuring senior level management within the client organization is aware of overall program status, including all relevant projects and their potential impact on higher level organizational strategic vision, this may include subject matter and unique technical knowledge. The Program Manager is responsible for managing multiple contract operations, ensure quality standards and work performance on all task orders and projects, plans, organizes and oversees work efforts, assigns resources, manages personnel, provides risk management, ensures quality management, monitors overall project and contract performance, etc.

The Service Contract Labor Standards (SCLS) is applicable to this contract as it applies to the entire Multiple Award Schedule and all services provided. While no specific labor categories/services have been identified as being subject to SCLS due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CFR 541.300), this contract still maintains the provisions and protections for SCLS eligible labor categories. If and / or when the contractor adds SLCS labor categories / employees to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SLCS matrix identifying the GSA labor category titles, the occupational code, SLCS labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.
