Service Contract Labor Standards (SCLS) Statement
The Service Contract Labor Standards (SCLS) is applicable to this contract and as it applies to the entire Multiple Award Schedule and all services provided. While no specific labor categories have been identified as being subject to SCLS due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CFR 541.300), this contract still maintains the provisions and protections for SCLS-eligible labor categories. If and/or when the Contractor adds SCLS labor categories/employees to the contract through the modification process, the Contractor must inform the Contracting Officer and establish a SCLS matrix identifying the GSA labor category titles, the occupational code, SCLS labor category titles, and applicable wage determination (WD) number. Failure to do so may result in cancellation of the contract.

GSA Labor Category Descriptions
Executive Project Director The Executive Project Director provides leadership, strategic direction, and expertise to guide organizational performance. As the most senior advisor, the Executive Project Director oversees the strategic and/or technical direction of work, often across a range of projects; guides the development of strategies to maximize quality of output; ensures adherence to technical, cost, and scheduling requirements; and ensures adequate and appropriate resources.
• Possesses proven competence in qualitative and quantitative research techniques, concepts, and methods
• Understands systems for data collection, analysis, and management
• Allocates corporate resources and determines business strategies
• Oversees multiple large and/or complex research projects
− Reviews project schedules, arranges for needed staffing resources, provides guidance to project staff in study design and methodology, data collection, analytic approaches, and reporting
− Provides oversight of the Project Directors and Staff
− Assures appropriate execution of all major project activities
− Provides final review of project deliverables
− May serve as primary point of contact with client
• Enforces quality of projects in all phases
• Possesses a working knowledge of the government’s statutory and regulatory requirements that govern complex contracts and experience in providing services under such, to include compliance with the Federal Acquisition Regulation (FAR) and applicable information security requirements

Project Director II A Project Director II functions as the leader of multiple project teams, requiring complex analyses and/or multiple task orders for the duration of the project or contract.
• Provides strategic direction, project management, resource allocation, and technical guidance to project team

• Manages the performance of requirements of the tasks assigned under the contract

Senior Statistician II A Senior Statistician II performs complex statistical analyses and provides leadership to other statisticians on the team to carry out analytic work.

• Demonstrates expertise in statistical programming packages, such as R, SAS, Stata, and SPSS
• Manages data collection efforts, including programming software
• Develops statistical findings from data sets, using multivariate and other advanced analytic techniques

• Creates sophisticated data displays and visualizations to disseminate data to a wide variety of audiences

Research Scientist III A Research Scientist III directs research projects and provides high-level methodological or content-area expertise to inform project work
• Executes quantitative and qualitative research; analyzes data and produces a variety of research reports; conducts short-turnaround analyses; produces tables, charts, and graphs to support more complex analytic work; conducts technical reviews of reports and related publications; prepares literature and data documentation searches and reviews; and produces results of analyses in clear written form
