541611: Management and Financial Consulting, Acquisition and Grants Management Support, and Business Program and Project Management Services Provide operating advice and assistance on administrative and management issues. Examples include: strategic and organizational planning, business process improvement, acquisition and grants management support, facilitation, surveys, assessment and improvement of financial management systems, financial reporting and analysis, due diligence in validating an agency’s portfolio of assets and related support services, strategic financial planning, financial policy formulation and development, special cost studies, actuarial services, economic and regulatory analysis, benchmarking and program metrics, and business program and project management.
Inherently Governmental services as identified in FAR 7.503 or by the ordering agency are prohibited. It is the responsibility of the Contracting Officer placing the order to make this determination. Ordering activities must require prospective contractors to identify potential conflicts of interest and address those, prior to task order award.
Personal services as defined in FAR 37.104 are prohibited.
611430: Professional and Management Development Training Services include offering an array of short duration courses and seminars for management and professional development. Training for career development may be provided directly to individuals or through employers' training programs, and courses may be customized or modified to meet the special needs of customers. Instruction may be provided in diverse settings, such as the establishment's or agency's training facilities, and through diverse means, such as correspondence, television, the Internet, or other electronic and distance-learning methods. The training provided may include the use of simulators and simulation methods.
Examples include Training Services that are instructor led Training or Web Based Training of Education Courses, Course Development and Test Administration, Learning Management, and Internships; Environmental Training Services in order to meet Federal mandates and Executive Orders; training of agency personnel to deal with media and media responses; Logistics Training Services related to system operations, automated tools for supply and value chain management, property and inventory management, distribution and transportation management, and maintenance of equipment and facilities; Audit & Financial training services related to course development and instruction required to support audit, review, financial assessment and financial management activities.
Any firm offering Defense Acquisition Workforce Improvement Act (DAWIA) and Federal Acquisition Certification in Contracting (FAC-C) Training for Acquisition Workforce Personnel will include an identify only DAWIA and FAC-C courses that have been deemed DAU equivalent or approved by the Federal Acquisition Institute (FAI).
NOTE: In accordance with OMB Policy Letter 05-01, civilian agencies must follow the course equivalency determinations accepted by the Defense Acquisition University (DAU) to ensure that core training is comparable across the workforce and qualifies for certification. Summary:
The Subject Matter Expert provides expert support as an individual highly skilled and extremely knowledgeable specialized acquisition, logistics, and/or technological expertise in the specific functional tasks. This individual provides management and technical support at the senior organization level.
Principal Duties and Responsibilities:
· Conducts planning, leads studies and analyses, prepares reports and briefings. Serves as a senior advisor/analyst to customer’s executive management team in a variety of capacities.
· Provides advice and expertise in - human resource planning, outsourcing methods, program management, risk management, quality control, transition to production, strategic planning, process improvement methods, adapting to management changes, site-selection, and consolidation of operations.
· May serve as a project lead or customer point of contact for major programs.
· Performs other duties as assigned.

Information Systems Specialist**
Summary:
Information Systems Specialists provide specialized support as an individual highly skilled and extremely knowledgeable in their related field. This individual provides technical support at the senior organization level.
The Information Systems Specialist Level I has the appropriate education and experience to receive guidance from senior level managers/programmers and work independently to accomplish assigned tasks. The Information Systems Specialist Level I has a bachelor’s degree in the task related discipline and a minimum of 3 years of task related job experience.
The Information Systems Specialist Level II is responsible for formulation of the opinions, decisions and ultimate performance of the task specified in the statement of work contained in the task order. This labor category requires experience and the ability to perform detailed and complex calculations plus knowledge of practices/principles necessary to assess advanced systems concepts, assess specifications and perform system integration.
Principal Duties and Responsibilities:
· Develop or assist in development of multimedia training courseware and multimedia for a variety of topics, using authoring, and various multimedia development tools.
· Establish production standards; evaluate requirements for production such as logistical concerns, type of equipment required, and cost-effective procedures.
· Consult with clients to determine media production needs.

Task Order/Project Lead
The Task Order/Project Lead has primary responsibility for defining, planning, tracking, and managing the project they are assigned. The Task Order/Project Lead is responsible for identifying key resources and providing the direction required for meeting the project objectives. The Task Order/Project Lead is also responsible for ensuring appropriate management, customer, and supplier involvement throughout the life of the project.
The Task Order/Project Lead manages project schedules and task details and utilizes project management tools such as reports, tracking charts, checklists, and project scheduling software and to delegate appropriately. The Task Order/Project Lead manages change and takes active leadership in timely decision making. The Task Order/Project Lead addresses issues directly, resolves conflicts, seeks counsel from upper management and/or customer, if necessary, for problem resolution, and supports the project and project staff across the organization.
Principal Duties and Responsibilities:
· Defines the project management process to be applied to the project.
· Prepares project plan and obtains management approval of the project plan.
· Assures that all team members understand roles and accept responsibilities.
· Apply project resources according to the approved project plan.

· Track and report on progress to plan.

Program/Project Manager
Summary:
The Program/Project Manager is a senior level manager who applies broad management skills and specialized functional and technical expertise to lead complex, large projects in delivering client solutions or to manage the operations of multiple projects. Using this experience, the Program/Project Manager defines objectives and policies of programs. The Program/Project Manager reviews overall effectiveness ensures adherence to policy and works towards achievement of program objectives. The Program/Project Manager is knowledgeable of the program acquisition life cycle process and monitors the daily operations of programs. The Program/Project Manager is responsible for planning, staffing, and business development activities and interfaces with directors. The Program/Project Manager is knowledgeable of overall organization, direction, and requirements of the contract efforts, as well as knowledge of the Federal Acquisition Regulations (FAR), Department of Defense (DoD) regulations, requirements, policies and procedures, cost and schedule estimating, systems disciplines, engineering specifications and commercial practices relating to weapon systems procurement and production. The Program/Project Manager has experience interfacing directly with the government designated representatives and supervising various task order activities.
Principal Duties and Responsibilities:
· Responsible for all management activities relative to a program. Interfaces with divisional branches, staff, and other technical and support personnel on all matters pertaining to technical capabilities and solutions, resource requirements and allocation, personnel matters, and business development and maintenance. Performs administrative and supervisory duties required for operation of the program. Maintains an appropriate skill mix of the program staff through the professional development of the existing staff and the recruitment of new personnel.
· Interfaces with subcontractors on technical, limited financial, and schedule requirements. Ensures adequacy, accuracy, and technical quality of all contract deliverables. Ensures that contractual delivery orders and authorized funds are expended according to the projected spending plan.
· Develops and maintains employee coverage projections.
· Identifies business opportunities with current and potential clients through developing and maintaining positive, professional relationships with clients, establishing personal and corporate technical credibility, developing an understanding of the client’s operational environment, and identification of appropriate contractual vehicles. Represents Company at meetings, seminars, and other professional gatherings.
· Prepares material for presentations or discussions relative to the progress of the program. Conducts presentations, lectures, or discussions. Initiates meetings, ensuring representation from program operating elements Ensures that meetings are timely and allow realistic decisions to be made relative to program policies, plans, and changes to for the least adverse effect on program funds, schedules, manpower, and performance.

Engineer/Scientist
Summary:
Engineers/Scientists perform professional engineering/analyst work in research, development, design, testing, analysis, production, operation, planning, estimating, application, or standardization of systems, organizational structures, software applications, firmware, and processes. An individual in this category deals with work-processes and tools to manage risks in projects, with both technical and human-centered disciplines such as control engineering, industrial engineering, organizational studies, and project management.
The Engineer/Scientist Level I receives guidance from senior level managers and/or engineers and works as part of a team to accomplish assigned tasks.
The Engineer/Scientist Level II has the education and experience to receive guidance from higher level managers/engineers/scientists and works independently to accomplish assigned tasks. The Engineer/Scientist Level II job related experience is gained after receiving the task related degree in engineering from an accredited institution.
The Engineer/Scientist Level III has the education and experience to receive guidance from senior level managers/engineers/scientists and work independently to accomplish assigned tasks. The Engineer/Scientist Level III job related experience is gained after receiving the task related degree in engineering from an accredited institution.
The Engineer/Scientist Level IV is responsible for formulation of the opinions, decisions and ultimate performance of the task specified in the statement of work contained in the task order. The position requires experience and the ability to perform detailed and complex calculations plus knowledge of practices/principles necessary to assess advanced systems concepts, assess specifications and perform system integration.
The Engineer/Scientist Level V is used in those requirements where an extremely high level of expertise is necessary to perform designated tasks. Duties are comparable to those of the Engineer/Scientist Level IV but at an advanced level of skill, requiring a higher level of experience and/or education.

· Plans, directs, and coordinates large projects or several small ones with many complex features. Assesses the feasibility and soundness of proposed processes and practices.
· Directs the work of a staff of systems engineers and technicians. Makes recommendations for hire, promotion, and other changes of status.

Analyst
Summary:
The Analyst is responsible for the overall management and supervision of analysis projects, other analysts, and related disciplines engaged in development, production and implementation of complex analysis, logistics, or other related project systems. The Analyst provides extensive experience in planning and managing large scale, complex projects to control overall project scope, budgets, and schedules for multi-project engagements. May be required to set overall policy direction for management projects, must communicate with executive management to ensure critical issues are addressed, provide expert guidance to projects in industry and functional areas.
Analyst Level I receives guidance from senior level managers and/or engineers and work as part of a team to accomplish assigned tasks.
Analyst Level II and Analyst Level III have appropriate education and experience to receive guidance from senior level managers and work independently to accomplish assigned tasks.

Supervises the establishment and maintenance of a review and analysis system that assures "closed loop" management within the program and provides the necessary checks and balances.
· Develops and maintains close communication with higher-level Government personnel, contractor, and company personnel.
· Maintains a comprehensive knowledge of analytical models and simulations. Validates the user of models and simulations for performance of sensitivity analysis for decision-making under extreme uncertainty.
· Responsible for program control and analysis on multiple contracts and types of procurements. Support activities include cost analysis, contract/task order financial management with actual versus budget performance, verification, and approval of available contract funding for labor, materials, and travel expenditures.
· Coordinates and participates in administrative and clerical support for an organizational segment of the company. Under general direction of supervisor and cognizant of organization's goals, priorities, policies, and practices, handles many office situations or minor problems.

Technical Specialist** Summary:
Technical Specialists positions may include:
1. Personnel who provide testing, test analysis, and test management support in areas where capabilities are normally gained primarily through extensive on-the-job experience or specialized formal Government or institutional training and certification. On-the-job experience may be specific interoperability fields, such as logistics, technical, programmatic, business, security, or data analysis. This may require an understanding of U.S. Government directives and instructions.
2. Personnel responsible for media productions, audio, and video graphic capability, graphic arts, and other media presentations. Individuals in this classification provide professional technical capability to support management needs with recruitment by preparing printed and digital graphic materials and videographic productions intended for use at educational institutions, trade shows and job fairs. They apply expert skill and knowledge in several areas including but not limited to development of complete story boards and scripts, filming and editing of video production, field video shooting, graphic story boarding, preparation of audio/visual script, music and graphics, and sound mixing. They also provide video pre-production, production, postproduction services, and may be trained in the performing arts, to stage production events that include music vocalists, instrumentalists and acting in staged events.

Administrative Support encompasses support such as secretaries, clerks, computer operators, data processors, property managers, travel managers, and data managers.
