Acquisition/Procurement/Contract/Analyst (1)

Performs contract placement and contract administration duties. Contracts may be solicited and awarded using simplified acquisition or formal contracting procedures. Performs acquisition planning to determine the most appropriate contract type, develop specialized terms and conditions, and establish procurement milestones. Conducts market research· as required and advertises procurements and contract awards.

Minimum Education: Bachelor’s Degree

Acquisition/Procurement/Contract/Analyst (3)

Develops Acquisition Plans, other procurement justifications and approval documentation such as Source Selection

Plans, Evaluation criteria, Contract line item structures, Statements of Work, Task statements, Contract modifications, and Contract correspondence. Initiates/edits, evaluates and processes acquisition documents for high value contractual actions and procurements. Collaborates with requestors/designers to ensure accuracy of requirements.

Minimum Years Experience: 8 years

Administrative/ Program Support (1) **

Provides administrative support in the following areas: calendar support, general clerical, property records, time reporting, obtaining office supplies, conference support, general clerical, and assistance with correspondence and briefing materials. Maintains files and the prepares documents which may include complex formatting, requiring proficiency with MS Office products.

Minimum Education: High School Diploma

Minimum Years Experience: 1 year

Administrative/ Program Support (2) **

Provide administrative support to business and management personnel. This includes administrative systems support, report formatting, and written and verbal communications. Advanced computer skills required. Produce project related correspondence. Maintain data and document repositories. Schedule meetings and travel logistics. Conduct research.

Has experience with preparing technical documentation.

Business / Investment Analyst - (1)

Conducts quantitative analysis using operations research tools, economics, and other quantitative techniques in the areas of procedural implementations and performance issues. Supports the development of investment analysis activities, including market survey, cost analysis, benefits analysis, risk analysis, economic an alysis, requirements definition, schedule development, and tradeoff studies.

Business / Investment Analyst - (3)

Conduct business and quantitative analysis, conduct investment analysis and develop recommendations to improve investment decision-making and related management processes based on strong analytics. Perform risk analysis to identify and evaluate risks and to recommend management techniques to mitigate risk exposure. Prepare management reports and analysis as required. Client facing requiring interaction with personnel involved in technical and project management work.

Business / Investment Analyst - (5)

Conduct business and quantitative analysis, conduct investment analysis and develop recommendations to improve investment decision-making and related management processes based on strong analytics. Perform risk analysis to identify and evaluate risks and to recommend management techniques to mitigate risk exposure. Develops formulas for calculating existing and future costs, researches current financial indices, develops details of actual cost using standard quantitative analyses. Develops a nd documents assumptions. Prepares investment analysis reports.

Minimum Years Experience: 15 years

Client Operations Specialist

Leads and supports project engagements by developing deliverables, analyzing project data, and assisting with design issues. Uses firm tools to achieve program objectives, provide senior-level analytical and program support, and contribute to work plan development. Applies business modeling, process modeling, and design techniques to create project deliverables, diagnose financial or statistical models, assess alternatives, and offer conclusions to a Manager.

Analyze consulting tools, make diagnoses, define symptoms and problems, and develop conclusions to achieve high -performance work.

Minimum Years Experience: 2 year

Computer Programmer - (1)

Applies computer science and systems analysis knowledge, concepts and techniques to develop and apply solutions to engineering, scientific, and/or management needs. Analyzes functional business applications and design specifications for functional activities. Develops block diagrams and logic flow charts. Translates detailed design into computer software. Tests, debugs, and refines the computer software to produce the required product. Prepares required documentation, including both program-level and user-level documentation. Enhances software to reduce operating time or improve efficiency.

Computer Programmer - (3)

Applies computer science and systems analysis knowledge, concepts and techniques to develop and apply solutions to engineering, scientific, and/or management needs. Uses scientific and engineering logic to create conceptual and theoretical solutions to problems of computer hardware, software and operation. Develops alternative approaches to design, test and evaluation techniques, evaluates and recommends the optimum solutions, while balancing specific project needs with economic constraints. Formulates architectural designs, functional specifications, interfaces for computer system, while considering system interrelationships, operating modes, and equipment configurations.

Requirements for knowledge of software languages.

Consultant – (1)

Versed in project implementation and operations management best practices. Leads tasks and supports project engagements, maintaining familiarity with client issues and assisting with design concerns. Provides senior-level analytical support, contributes to work plan development, possibly leading tasks, and applies business modeling techniques. Provides detailed analysis of cost/price proposals, invoices, and other project documents. Analyzes indirect and direct labor rates and reports on estimates for cost drivers, trends, and anomalies. Ensures compliance with cost accounting standards. Prepare preliminary independent cost estimates of projects for comparison. Prepare change order estimates to establish negotiating position. Provides detailed analysis of cost/price proposals, invoices, and other project documents.

Cost Analyst/Cost Estimator - (5)

Performs and manages the development, maintenance and analysis of project costs. Extensive experience in cost estimating or cost engineering. Experience in the research and analysis of costs for a project. Capable of performing independently and managing projects or teams. Experience with a variety of industry standard estimating software, which may include MCACES, MII, Success, Timberline, Win Estimator and Microsoft Excel. Primary Respon sibilities:

Supervise junior cost estimators/engineers Supervise the provision of conceptual and detailed estimates. Responsible for integration and synchronization of cost and the schedule. Ensure the timely and correct preparation of budgets, forecasts, monitor/manage bookings, billings, invoicing, receipts, etc. Compile and prepare and deliver monthly briefs and presentations on the analysis of the cost.

Executive Director

Requires executive relationships, client engagement management, project planning, and the creation of competitive strategies. Resolves project issues, identifies new accounting strategies, and manages resources. Leads business development through technical innovations and coordinates multiple projects and teams. Acts as the client's engagement executive for specific projects and manages client feedback and issues.

Minimum Years Experience: 18 years

Experienced Senior Consultant

Serves as an engagement leader or a Subject Matter Specialist in key areas of management consulting. Expertise spans enterprise risk management, operations, program/portfolio management, and financial strategy. Manages public/private partnerships, provides assurance services, handles financial management and tax matters, and may work in other related areas.

Financial / Budget Analyst - (1)

Classifies, monitors and summarizes financial data for the preparation and submission of budget and financial reports on a recurring basis. Possesses knowledge of FAA Accounting practices, Government appropriation processes, and the

Office of Management and Budgets 300 development support.

Financial / Budget Analyst - (3)

Provides financial and/or accounting support to the activity Accounting Department, Budget Department, Financial

Systems Department or Business Operations Department, and other organizational support elements and other activities. Leads the execution of complex tasks. Provides support with a variety of management activities, corporate initiatives, special projects, and data calls which could have significant impact on the organization and its business operations.

Principal Engineer - (1)

Independently performs complex tasks related to defining performance requirements, design, and optimization of telecommunications networks and services. Analyzes and evaluates network operations efficiencies and security effectiveness and recommends design changes to improve services to users. Responsible for providing senior level technical or supervisory leadership in areas supported.

Minimum Years Experience: 5 years

Principal Engineer - (3)

Responsible for providing technical guidance in the area of expertise and oversight to multiple teams working on numerous products. Oversee the project’s conception, design and initial specifications, manages scheduling, estimating and oversee the project materials procurement. Conduct engineering studies and investigations, and prepare reports

They provide engineering guidance to other departments, help to train new engineers and keep abreast of industry trends and issues.

Principal Engineer - (5)

Responsible for firm-wide leadership, project oversight, and technical guidance. Frequently review and evaluate each member of the project team to understand the staff aptitudes and capabilities. They assign roles and responsibilities to team members based on their fit to fulfill project scopes and client requirements. Review project plans, client deliverables, and milestone progress reports to ensure project execution satisfies quality standards.

Program Analyst - (1)

Responsible for planning, analyzing and evaluating the effectiveness of programs. These positions utilize a high degree of qualitative and quantitative analytical skills in analyzing, evaluating, and improving program effectiveness. The major duties of this position include establishing study methods and techniques and analyzing and evaluating the effectiveness of complex program operations.

Program Analyst - (3)

Experience in the integrated logistics support field, including any of the areas of logistics program planning and concept development; program management a nd execution; logistics requirements analyses, documentation development and reporting; provisioning, supply support, and inventory control; logistics automated information systems and analysis tools; maintenance concepts and requirements analyses; and technical manual development.

Program Analyst - (4)

Responsible for the management of small projects, performing evaluations of existing processes and procedures, analyzing manpower and resource status reports, developing work breakdown structures, and preparing presentations, charts, tables, graphs, and diagrams as required by the program office. Develops program schedules, tracking major program milestones, assisting in budget formulation and execution, preparing program office correspondence, and maintaining program files and documentation. Assists training development team in various areas including data gathering and analysis, drafting reports and providing overall support.

Program Analyst - (5)

Overall responsibility for the planning, analyzing and evaluating the effectiveness of assigned projects. Experienced at evaluating problems of workflow, organization, and planning, developing appropriate corrective action, conducting risk analyses, and establishing standards for information systems procedures. Conducts management and organizational studies involving analysis of specific programs, functions, and organization of the program. Develops recommendations on methods, procedures to apply, and alternative ways to organize efficiently. Performs high -level analytical/operation analyses for any section of management, organization, and business improvement services. Provides special functional or technical expertise in general management, organization, and business improvement services. Provides additional forms of knowledge transfer as required. Works independently or under the general guidance of the Consultant.

Provides daily supervision and direction of the Project Analyst and Analyst.

Program Management Specialist - (1)

Responsible for comprehensive program management across a broad collection of work activities. Provides leadership across inter-organizational management team. Applies knowledge of the client environment and needs, plus relevant technologies and processes to guide and shape the work of the team. Financial perform ance responsibility for a significant segment of work across multiple teams. Business management activities may include oversight of all administrative processes and support functions needed to assure proper staffing, training, work execution, reporting, accounting, quality management, compliance management, task and contract management, subcontract management, cost control, and other related areas. Must have experience in planning, tracking, and reporting labor requirements and hours for each task; tracking and managing funding and expenses; and problem tracking, reporting, and resolution. Must be familiar with the FAA Acquisition Management System (AMS).

Project Leader - (2)

Responsible for organizing, managing and/or directing contractor employees in the performance of the task orders described in the Statement of Work (SOW). Serves as primary Point of Contact (POC) for Contracting Officer

(CO)/Contracting Officer's Representative (COR). Must have experience in planning, tracking, and reporting labor requirements and hours for each task; tracking and managing funding and expenses; and problem tracking, reporting, and resolution. Must be familiar with the FAA Acquisition Management System (AMS). Conducts impacts studies, benefit analyses, dependency models, and project tracking methodologies to ensure the success and efficiency of the project. Facilitates process improvement efforts requiring a mastery of technical subject matter and experience in specific programs or processes.

Project Leader - (3)

Responsible for all aspects of project performance and provides overall technical direction to project level activities for a subtask, effort, task order or group of task orders. Must have experience in planning, tracking, and reporting labor requirements and hours for each task; tracking and managing funding and expenses; and problem tracking, reporting, and resolution. Must be familiar with the FAA Acquisition Management System (AMS).He or she performs functions associated with resource provision, tracking of technical progress and resource consumption, and quality control of emerging and final products.

Project Leader - (5)

Responsible for providing strategic leadership and oversight for the project. Ensures that resources are available and tasks are well staffed and equipped. Must have experience in planning, tracking, and reporting labor requirements and hours for each task; tracking and managing funding and expenses; and problem tracking, reporting, and resolution.

Must be familiar with the FAA Acquisition Management System (AMS). Provides technical leadership and frequently serves as the final authority in field of specialty. Recommends reviews, and approves policies and procedures for project or team application. May serve as an advisor on projects and programs. Serves as official company representative to clients.

Scheduler - (1)

Develop, manage, coordinate, maintain, monitor and update all facets of the project schedule. Monitor, coordinate all change management services. Coordinate with all key project processes including the RFI process, requ isitions, invoices, change requests, etc. Operate and maintain all necessary schedule management software systems and / or project specific software.

Scheduler - (3)

Function and responsibilities include preparing change orders and updating unit prices; performing quantity take -offs;

developing work plans; and tracking and recording back-up of quantities. Should have experience in the scheduling, planning, technical writing, construction or consulting industry. Good organizational skills and strong written and verbal communication skills are necessary; shall have experience working on projects; ability to systematically troubleshoot and solve technical problems is must.

Scheduler - (4)

Responsible for the planning and scheduling of highly complex technical programs of extended duration.

Understanding of Federal budget process and Federal/FAA procurement processes is n ecessary. Analyzes project requirements in the areas of program scheduling, critical path analysis, support requirements, and performs other related analyst/management activities required for successful completion of tasks. Must understand schedule interdependencies, Work Breakdown Structure, and program management relationships. May require knowledge of

Earned Value Management Systems, MS Project and Primavera. Knowledge of related tools, such as MPM and

CORBA are a plus. Supports oversight of program costs, scheduling and performance progress. Identifies dependencies and relationships. Interfaces with FAA senior management. Must have strong verbal and written skills necessary to communicate and manage client expectations successfully.

Software Engineer - (3)

Applies engineering principles to the design, development, testing, and evaluation of software and computing systems.

Evaluates and tests new or modified software programs, and software development procedures used to verify those programs. Ensures that software is functioning according to user requirements . Efficiently writes, revises and verifies quality standards and test procedures for the designed program and evaluates the product to attain the desired quality.

Ensures a high level of economical quality of the software. Development in software languages can include, but are not limited to: C, C++, Java, HMTL, etc.

Software Engineer - (5)

Designs, modifies, develops, writes and implements software programming applications. Supports and/or installs software applications/operating systems. Participates in the testing process through test review and analysis, test witnessing and certification of software. Performs a variety of complicated tasks. May lead and direct the work of others. May report directly to a project lead or manager. A wide degree of creativity and latitude is expected.

Subject Matter Expert/Consultant - (1)

Provides senior level management consulting services and expertise of a specific nature in support of the

Telecommunications Services Management mission and process improvement. Provide subject matter expertise (e.g., insights, thought leadership, practical application, and historical context) in assigned topic area. Provide direction and consultation to project on related field/subject of expertise. Prepare recommendations / guidance on tools, resources, processes, and procedures May be assigned instructional / training duties in related area of expertise.

Must be knowledgeable in implementing systems engineering in a phased approach of requirements analysis through testing. Must be knowledgeable in performing system requirements analysis. Must be able to present systems engineering analyses for user approval at formal reviews. Must be capable of performing configuration management, software integration, and interpretation of software test results. Must be knowledgeable in life -cycle support, including maintenance, administration, and management. Must be able to provide solutions to identified engineering problem reports.

Systems Engineer - (3)

Experience in engineering, sciences or related field related to a variety of engineering and/or scientific descriptions and formulas. Experience shall include: providing requirement definition and initial design of any system under consideration; providing support for the follow-on detailed system development, alternatives investigation and continuing assessments related to the system under development; planning detailed system test, integration, operation and eventual system retirement. Experience shall also include analysis of hardware specifications to resolve complex problems in the development of laboratory systems; and applying systems engineering principles to investigate, analyze, plan, design, develop, implement, test, or evaluate existing systems.

Systems Engineer - (5)

Applies comprehensive system engineering principles to investigate, analyze, plan, design, develop, implement, test, and evaluate procedures, particularly the integration and safety assessment. This would include automation, communications, navigation and surveillance elements of the NAS. Reviews and prepares engineering and technical analysis reports, and other technical and safety documentation. May analyze, design, develop, implement and test software related to engineering or functional requirements of NAS and associated support systems. Responsible for developing system/safety project plans, justifications, guidelines, and controls. Recommends development and design changes to improve quality of products and/or procedures. Provides expertise in the transition of legacy systems to modernized systems. Degree should be in related fields, such as engineering, safety engineering, math, or science.

Systems engineers with appropriate expertise will support all aspects of FAA safety management activities involving measures to mitigate hazards or reduce risks to an acceptable level, verification that mitigation measures are incorporated into product design and implementa tion, and assessment of residual risk and any other safety related activities.

Technical Editor / Writer - (1)

Responsible for the researching, writing, and editing of a variety of technical articles, reports, brochures, training materials, fact sheets, presentations, and/or manuals for a wide range of uses. Assists in collecting and organizing information required for preparation of reports, studies and analysis for docum enting proposed managerial or organizational improvements including developmental, consultative, or implementation efforts. Ensures that corporate and project documents meet established quality standards; writes original text per client specifications, pe rforming research as required. Creates style guides. Performs quality control/review of other writers’ work.

Technical Editor / Writer - (5)

Responsible for the researching, writing, a nd editing of a variety of technical articles, reports, brochures, training materials, fact sheets, presentations, and/or manuals for a wide range of uses. Prepares and reviews technical documentation and training course materials. Must be able to communicate with customer and understand customer requirements. Must have the ability to translate technical concepts and information for various audiences at different levels of technical literacy and must be able to produce accurate, strategic written materials under tight deadlines within a dynamic, team-based environment. Technical Writer 3 **

Technician - (1) **

Capable of hardware/software support. Support development of hardware/software systems. Could be required to fabricate, test, install, maintain, repair or calibration hardware/software as required. May be asked to provide documentation, prepare technical reports or do system deployments. Must be able to communicate with customer and understand customer requirements. Generally works under direct supervision.

Technician - (2) **

Provides critical electrical/mechanical/fabrication expertise in support of maintaining customer facility infrastructure and constructing devices as per standard engineering. Conducts site surveys and plans and schedules equipment pre-installation, maintenance, repair and removal activities. Conducts equipment pre-installation testing, generates installation documentation, and conducts post-installation procedures. Coordinates with vendors and clients to minimize downtime and interfaces with clients, technical support personnel, and other technical professionals to ensure efficient and effective service. Monitors the progress of each activity and provides status upd ates as required.
