The Service Contract Act (SCLS) is applicable to this contract and it includes SCLS applicable labor categories. The prices for the indicated (**) SCLS labor categories are based on the U.S. Department of Labor Wage Determination Number(s) identified in the SCLS matrix. The prices awarded are in line with the geographic scope of the contract (i.e. nationwide).

MOBIS LABOR CATEGORY DESCRIPTIONS

SENIOR PROCUREMENT ANALYST/ MENTOR:

MINIMUM/GENERAL EXPERIENCE:: Must have at least twelve (12) years of experience with at least five (5) years involved in a direct leadership/ Management role.

FUNCTIONAL RESPONSIBILITY: The candidate will direct, coordinates and exercises supervisory authority for planning, organizing, controlling, integrating and completing projects. Develops and establishes procedures and guidelines for daily operation of assign program. The candidate will be required to solicit, evaluate, negotiate, analyze advice, close out, and assist with awards and termination on contracts for the procurement of supplies and services for complex contracts and acquisitions. In-depth working knowledge of federal procurement regulations and policies, as well as the ability to perform cost and pricing data analysis is required.

Preparation of contract files and electronic documents is also required. Work requires thorough research analysis and reviews of all applicable policies, guidance and regulations to support Government Contracting Officer decision-making. This will include providing support to management, senior and junior level contracting and procurement personnel and customers. The candidate may also provide procurement assistance, advice and guidance to junior specialist.

EDUCATION: A Bachelor’s degree.

SENIOR CONTRACT SPECIALIST:

MINIMUM/GENERAL EXPERIENCE: Must have at least ten (10) years of experience with a five (5) years involved in a direct leadership/management role. The candidate shall have excellent writing skills and be able to communicate orally and in writing.

FUNCTIONAL RESPONSIBILITY: The candidate shall provide technical support and assistance to the organization by providing advice, guidance, and direction on a range of procurement issues. The candidate shall serve as a business advisor to management, program officials, and other personnel on matters pertaining to programs and/or procurement policies and procedures. The candidate shall provide informed research and recommendations to support a wide variety of acquisition policy issues as needed. The candidate shall work closely with the policy to develop guidance material to inform, clarifies, and explain regulatory policy. The candidate shall formally mentor Contract Specialist by providing procurement assistance and guidance. The candidate will assist contracting professionals in the review and preparation of contract document to ensure they are executed in accordance with government regulation. The candidate will train contracting professionals as needed, to ensure the development of contracting related knowledge, skills, and abilities.

EDUCATION: A Bachelor’s degree in the area of expertise.

COST & PRICE ANALYST:

MINIMUM/GENERAL EXPERIENCE: Must have at least eight (8) years of experience in general cost and price analysis.

FUNCTIONAL RESPONSIBILITY: The candidate will be required to solicit, evaluate, negotiate, analyze advice, close out, and assist with awards and terminations on contracts for the procurement of supplies and services for complex contracts and high dollar acquisitions. In-depth working knowledge of federal procurement regulations and policies, as well as the ability to perform cost and pricing data analysis is required. Preparation of contract files and electronic documents is also required. Work requires thorough research, analysis and reviews of all applicable policies, guidance and regulation to support Government Contracting Officer decision making.

EDUCATION: A Bachelor’s degree.

HIGH SKILLED LEVEL CONTRACT SUPPORT:

MINIMUM/GENERAL EXPERIENCE: Must have at least four (4) years’ experience in contracting.

FUNCTIONAL RESPONSIBILITY: The candidate will provide overall management of the firm operations. He or she will direct the completion of projects within estimated time frames and budget constraints, coordinates all parties to tasks, and reviews work products for completeness and adherence to applicable regulations and customer requirements. Delivers, presents, and leads strategic-level meetings.

EDUCATION: A Bachelor’s degree.

JOURNEYMAN LEVEL CONTRACTS SUPPORT SPECIALIST:

MINIMUM/GENERAL EXPERIENCE: Must have at least six (6) years’ experience in contracting.

FUNCTIONAL RESPONSIBILITY: The candidate will be required to solicit, evaluate, negotiate, analyze, close out, and assist with rewards and terminations on contracts for the procurement of supplies and services for complex contracts and high dollar acquisition. Work requires analysis and evaluation of certified cost and pricing data and other types of pricing information to determine price reasonableness. Preparation of contract files and electronic documents is also required. The candidate will prepare contracting recommendations for the Contracting Officer that require research and interpretation of evolving government regulations, policies, guidance and laws.

EDUCATION: A Bachelor’s degree.

CONTRACT SPECIALIST LEVEL II

MINIMUM/GENERAL EXPERIENCE: Must have at least two (2) years’ experience in contracting.

FUNCTIONAL RESPONSIBILITY: The candidate will provide routine contracting services such as acquisition planning, preparing solicitations, proposal analysis, and post-award activities in support of less complex government acquisitions. The candidate will assist with the close out of existing contracts as needed. Work includes preparing portions of less complex contractual documents and reading and interpreting basic procurement regulations, policies, and directives to make recommendations to the contracting officer.

EDUCATION: At least two years of contracting experience. DAWIA Level I certified in Contracting.

FABS LABOR CATEGORY DESCRIPTIONS

AUDIT INTERN

MINIMUM/GENERAL EXPERIENCE: Two (2) or more years’ experience in an office environment performing various audits and attestation functions and one year of specialized experience in financial audits, operational audits, and agreed upon procedures.

MINIMUM EDUCATION: Currently enrolled in a Bachelors program in Accounting or other relevant field required

PROGRAM MANAGER

MINIMUM/GENERAL EXPERIENCE: The minimum level of experience required for this position includes being a senior-level professional with twelve (12) years federal experience in a technical or managerial business in relation to functional responsibilities.

FUNCTIONAL RESPONSIBILITY: Responsible for overall project performance. He/ she will lead strategic planning, budgeting, and staffing efforts in response to task requirements. Formulates, communicates, and enforces quality work standards. Monitor progress and resolves any identified issues impacting successful product/delivery. Ensure compliance with all administrative and contractual requirements. He/she will serve as primary point-of-contact with government contract and program management staff for reporting project status and negotiating change orders. Responsible for assigning contractor schedules, reviewing work discrepancies, supervising contractor personnel and communicating policies, purposes, and goals of the organization to subordinates.

EDUCATION: He or she should have a Master’s degree in Accounting or Business Administration.

ADMINISTRATIVE ASSISTANT I

MINIMUM/GENERAL EXPERIENCE: Up to two (2) years of general administrative experience. Experience in a financial management environment preferred.

FUNCTIONAL RESPONSIBILITY: He or she will coordinate and implement office services such as payroll, purchasing, records control, projects and budget accounting operations. He or she will analyze unit operating practices such as record keeping systems, forms control, office layout, and personnel requirements, creating new systems or revising established procedures. He or she will interpret and communicate operating policies. He or she will coordinate collection and preparation of financial and operations reports. He or she will participate in interview of job applicants and conducts orientation of new employees as needed. Locates and compiles information and formats reports, graphs, tables, records and other sources of information. Assembles and categorizes facts and figures for written computation and calculations. He or she will operate personal computer to access e-mail, electronic calendars, and other basic office support software. Uses various software applications, such as spreadsheets, relational databases, statistical packages, and graphics packages to assemble, manipulate and/or format data and/or reports. He or she will exchange non-routine information using tact and persuasion as appropriate requiring good oral and written communication skills.

EDUCATION: High School Diploma. Continued work toward a business degree is desirable.

ADMINISTRATIVE ASSISTANT II

MINIMUM/GENERAL EXPERIENCE: Up to five years (5) of general administrative experience. Experience in a financial management environment preferred.

CONSULTANT

MINIMUM/GENERAL EXPERIENCE: Experience should include at least two (2) years in general financial management and one (1) year of specialized experience in financial analysis, financial reporting and financial assessments. This individual will also have three (3) or more years of progressively responsible experience in performing and participating in client engagements, demonstrated ability to provide guidance and direction for specific projects and increasing responsibility in design, implementation, and management of financial management projects.

FUNCTIONAL RESPONSIBILITY: Interfaces with the client on a day-to-day basis and support the completion of project specific tasks within estimated time frames and budget constraints. He or she will also support presentations and client meetings.

EDUCATION: Bachelor’s degree in accounting, finance, or business administration, or equivalent.

ENGAGEMENT MANAGER

MINIMUM/GENERAL EXPERIENCE: The minimum level of experience required for this position includes experience in performing as a partner-in-charge of engagements on contracts totaling at least $250,000. The incumbent for this position should also have at least ten (10) years of management history in finance or accounting, and must have at least three years of expertise in working with government contracts. This person will also be responsible for providing overall direction on projects, ensuring that the technical provisions of tasks meets client’s satisfaction, preparing client billings, and ensuring deliverables are presented to the client on a timely basis.

FUNCTIONAL RESPONSIBILITY: Provides the overall management of firm operations. He or she directs the completion of projects within estimated time frames and budget constraints, coordinates all parties to tasks, and reviews work products for completeness and adherence to applicable regulations and customer requirements. Delivers, presents, and leads strategic-level client meetings.

EDUCATION: Bachelor’s degree in accounting. He or she should be a Certified Public Accountant or hold a Masters of Business Administration.

FINANCIAL ANALYST

MINIMUM/GENERAL EXPERIENCE: Five (5) years of financial management experience.

He or she must have experience in Financial Management /Accounting in a Federal government environment with a demonstrated ability in areas such as general ledger and subsidiary ledger reconciliation; financial reporting, cost allocation; and budget formulation and budget execution.

FUNCTIONAL RESPONSIBILITY: Serves as a member of a group of analyst who are working in concert to systematically integrate business, cost, and financial management processes to ensure the efficient stewardship of public funds. He or she must be able to support the formulation of strategic financial plans, prepare cost estimates, and correlate financial requirements into executable budgets. He or she must Possess through knowledge of the allocation, execution, and reporting of approved budgets. He or she must be able to assess products and procedures for compliance with government standards, accounting principles, internal controls, and multi-tiered system application standards. He or she must use various software applications, such as spreadsheets, relational databases, statistical packages, and graphics packages to assemble, manipulate and/or format data and/or reports. He or she should be able to grasp interrelationships between financial management requirements and automated solutions, considering the current systems environment and the potential integration of added systems and concurrently or later. He or she ;must ensure that tasks are completed in the time frame specified by the client and assists in the preparation of milestone status reports and presentations for colleagues, subordinates, and end user representatives. He or she should be familiar with cost allocation and business process reengineering requirements.

Education: B.A. /B.S degree required.

PROJECT DIRECTOR

MINIMUM/GENERAL EXPERIENCE: The minimum level of experience required for this position includes being a senior-level professional with seven (7) years of work history in finance or accounting and at least three years of expertise working on government contracts. This person will also be responsible for leading and providing technical direction to projects, and must have demonstrated ability to provide guidance and direction for multiple projects, designing, implementing, and managing client engagements; and the capability to manage multi-task projects of high complexity.

FUNCTIONAL RESPONSIBILITY: Provides the primary interface with client management personnel regarding technical issues. Delivers, presents, and leads strategic-level client meetings.

EDUCATION: Bachelor’s degree in accounting. He or she should be a Certified Public Accountant or hold a Masters of Business Administration or equivalent.

SENIOR CONSULTANT

MINIMUM/GENERAL EXPERIENCE: Experience should include at least four (4) years in general financial management and three (3) years of specialized experience in financial analysis, financial reporting and financial assessments. This individual will also have four (4) or more years of progressively responsible experience in performing and participating in client engagements, demonstrated ability to provide guidance and direction for specific projects, and increasing responsibility in design, implementation, and management of financial management projects.

FUNCTIONAL RESPONSIBILITY: Interfaces with the client on a day-to-day basis and supports the completion of project specific tasks within estimated time frames and budget constraints. Also supports presentations and client meetings.

MINIMUM/GENERAL EXPERIENCE: Eight (8) years of financial management experience, including at least five (5) years of increasing responsibilities as a team leader or first line supervisor. Experience in financial management with demonstrated ability to supervisor and lead a team of financial analysts. Possess a thorough knowledge of Federal financial and accounting policies and systems requirements. Must demonstrate experience in working with annual, multi-year, and no year appropriation for various appropriations and funds FUNCTIONAL RESPONSIBILITY: Serves as a leader ensuring that a group of analysts are working in concert to systematically integrate business, cost estimating and financial management processes to ensure the efficient stewardship of public funds. Must be able to formulate strategic financial plans, prepare cost estimates and correlate financial requirements into executable budgets. He or she must be able to assess products and or procedures for compliance with government standards, accounting principles, internal controls, and multi-tiered system application standards. FUNCTIONAL RESPONSIBILITY: Provides expert, independent services and leadership in specialize technical areas. Provide expertise on an as- needed basis to all task assignment. He/she must ensure that the problem has been properly defined and that the solution will satisfy the government requirement.

EDUCATION: He or she should have a Master’s degree.

TEAM LEAD

BUDGET ANALYST

MINIMUM/GENERAL EXPERIENCE: Experience should include at least five (5) years in general financial management, and one (1) year of specialized experience in financial analysis, budget formulation and justification, and budget execution. This individual will also have six (6) months or more years of progressively responsible experience in performing and participating in client engagements, demonstrated ability to lead and direct a staff in performing on financial management projects.

FUNCTIONAL RESPONSIBILITY: Interfaces with the client on a day-to-day basis and supports the completion of project specific tasks within estimated time frames and budget constraints. Also supports presentations and client meetings. Formulates plans and develops the proposed Resource Management Update for submission to the Resource Management Office. They must analyze the Budget Guidance and financial resource authorization documents to determine necessary adjustments to the proposed operating budgets. Also initiate procedures and directives pertaining to budget and fiSCLSl matters as guidance for submission of data by the difference programs, program elements and elements of resources. Requests and defends budget submissions, requesting funds as required to support mission requirements. Receives and obligates funds against Program and Funding Authorization Documents. Prepares unfinanced requirement documents, estimates and justifications for Budget Execution Review and the Resource Management Office.

EDUCATION: Bachelor’s degree in accounting, finance, or business administration, or equivalent. BS/BA Required Advanced Degree Preferred.

SENIOR BUDGET ANALYST

MINIMUM/GENERAL EXPERIENCE: Experience in a financial management environment preferred FUNCTIONAL RESPONSIBILITY: Ten (10) to fifteen (15) years’ experience in finance and/or financial management with analytical experience understands and is familiar with the principles of project management, is well written and well spoken. Duties may include contract accounting and reporting, project schedule focus to management, tracking annual fiSCLSl plans and monthly updates, labor rate tracking, contract administration, and purchasing. Maintains contract budgets, prepares contract billing, estimates materials, equipment, production costs and delivery schedules. The Financial Analyst supports the program and/or project manager working with the project control team, and is responsible for reporting on the financial health of the project by: analyzing costs, revenue, risks, and pricing of a particular project or program. The analyst maintains budget tracking tools, issue invoices and billings, manage fee structures and forecast potential gains and losses; as well as develops monthly financial status reports, review board documents and data, briefs to the customer and documents historical financial performance in the Project Management Plan. They will also be required to provide analytical review, feedback and recommendations to the Program and Project Managers they support.

EDUCATION: Bachelor’s degree in Management, Business, Accounting, Finance or related discipline

AUDITOR I

EDUCATION: Bachelor’s degree in accounting, finance, or business administration, or equivalent. CPA or BS/BA Required/CPA/MBA preferred.

AUDITOR MANAGER

MINIMUM/GENERAL EXPERIENCE: Experience should include at least five years in performing various audits and attestation functions and three years of specialized experience in financial audits, operational audits, and agreed upon procedures. This individual will also have three years or more of progressively responsible experience in performing and participating in client engagements, demonstrated ability to provide guidance and direction for specific projects and increasing responsibility in audit planning, evidence gathering, and providing guidance to staff auditors.

FUNCTIONAL RESPONSIBILITY: Manages overall activities of assigned audit engagement and interfaces with the client on a day-to-day basis and support the completion of project specific tasks within estimated time frames and budget constraints. This individual will also at least one year experience in using Microsoft applications (including Excel and Word) and client based general ledger and relates subsidiary system. Incumbent must also be able to maintain client files; and prepare and distribute correspondence in an acceptable manner.

FUNCTIONAL RESPONSIBILITY: Interfaces with the client on a day-to-day basis, completes assignments within estimated time frames and budget constraints. Reviews work products for completeness and adherence to applicable regulations and customer requirements.

EDUCATION: Twenty four (24) semester hours of college in a business related field. Continued work toward a business degree is desirable.

ACCOUNTING TECHNICIAN II

SENIOR BUSINESS FINANCIAL ANALYST

MINIMUM/GENERAL EXPERIENCE: Seven (7) years of federal experience in relation to functional responsibilities.

FUNCTIONAL RESPONSIBILITY: Responsible for performing studies, analyses, and evaluations related to business requirements, such as requirements analyses, feasibility studies, cost/benefit analyses, provides accounting, budget, cost estimating, cost research, job costing, earn value, or financial analysis and data for use in support of complex systems. Organizes financial information into reports for use in the analysis of user requirement, and present same to program management. Perform other financial management duties as assigned.

EDUCATION: Bachelor’s degree in Management, Business, Accounting, Finance or related discipline.

SENIOR TRAINING CONSULTANT

MINIMUM/GENERAL EXPERIENCE: The minimum level of experience required for this position is 4 years federal experience 2 years consulting or teaching experience. in a technical or managerial business in relation to functional responsibilities.

FUNCTIONAL RESPONSIBILITY: Responsible for overall performance. He/ she will lead in assessing customers training needs, develop agendas, materials and deliver quality training.

EDUCATION: He or she should have a BS or Master’s degree in Accounting, Business Administration, or Education and or a recognized certification CPA.

TRAINING CONSULTANT

MINIMUM/GENERAL EXPERIENCE: The minimum level of experience required for this position is 3 years federal experience as a Training Consultant in instructional design, education or related discipline.

FUNCTIONAL RESPONSIBILITY: Responsible for overall development and training programs. Evaluate existing training programs, align training programs with the business objectives, and facilitate learning opportunities for various audiences.

EDUCATION: He or she should have a bachelor’s degree in accounting, Business Administration or Education.

TECHNICAL WRITER

MINIMUM/GENERAL EXPERIENCE: The minimum level of experience required for this position includes being a senior-level professional with five (5) years of work history in finance or accounting and at least three years of expertise working on government contracts. This person will also be responsible for leading and providing technical direction to projects, and must have demonstrated ability to write and produce material related to subject matter FUNCTIONAL RESPONSIBILITY: He or she will produce materials legible and readable for training manuals and other products related.

EDUCATION: He or She must hold a Masters of Business Administration or equivalent.
