Service Contract Act: The Service Contract Labor Standards, formerly the Service Contract Act (SCA), is applicable to this contract as it applies to the entire Multiple Award Schedule and all services provided. While no specific labor categories have been identified as being subject to Service Contract Labor Standards due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCA eligible labor categories. If and / or when the contractor adds SCA labor categories / employees to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCA matrix identifying the GSA labor category titles, the occupational code, SCA labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.

Principal Manager

Minimum/General Experience:

16 years of related experience

Functional Responsibilities:

This position combines considerable technical and/or business knowledge with an established history of successful management of government projects. Professional management services are provided with defined objectives with considerable latitude to plan, organize, staff, direct, and control financial and human resources.

Demonstrated skills are required in coordinating large project activities to ensure delivery of their requisite quality and quantity of results in a timely, cost controlled manner. Oversees the most complex, and technically challenging projects on the program.

Minimum Education:

Senior Engineer

Minimum/General Experience:

12 years of related experience

Functional Responsibilities:

Works in a senior engineering level on the analysis, design, development, modification and implementation of systems. Utilizes broad subject matter knowledge and independent judgment in the evaluation, selection, and modification of design techniques to solve complex assignments. Provides expertise in one or more engineering disciplines such as: mechanical, electrical or software (architecture, coding, database design, documentation, hardware requirements).Well versed in quality assurance applications or other discipline(s). Demonstrates broad technical or highly specialized skills, may lead tasks within a project, occasionally lead for entire project, and/or occasional supervise less senior staff at the project level.

Project Manager I

Minimum/General Experience:

6 years of related experience.

Functional Responsibilities:

Responsible for managing and overseeing work performance on one or more task orders. Primary responsibility for planning, managing and overseeing work efforts of project team personnel; determining and monitoring task order schedules and budgets; and ensuring compliance with all contract and task order requirements and quality standards. Serves as primary interface with the task order customer. Serves as an interface with contracting officer and technical representatives. Demonstrates skills in the scope of work encompassed by the task order;

provides technical guidance to the project team in performance of the work; and provides quality review of all work products. Assists the program manager as required in managing contract performance. Manages smaller projects/specific tasks within larger contract.

Associate Engineer

Minimum/General Experience:

6 years of related experience.

Functional Responsibilities:

Designs key components and integrated products and systems to meet requirements, applying knowledge of engineering principles. Performs computer based analysis such as mechanical, thermal, dynamic, static, operational, performance loading assessments as requested by customer. Coordinates fabrication, assembly, evaluation and installation of Systems. Activities include product design, operation, and maintenance. Oversees installation to ensure systems and equipment are installed and functioning according to specifications. Specifies system components or directs modification of products to ensure conformance with engineering design and performance specifications. Inspects, evaluates, and arranges field installations and recommends design modifications to eliminate machine or system malfunctions. Plans and directs engineering personnel in fabrication of test control apparatus and equipment, and develops procedures for testing products. Tests ability of machines to perform tasks. Selects or designs tools to meet specifications, using manuals, drafting tools, computer, and specialized software programs. Conducts experiments to test and analyze existing designs and equipment to obtain data on performance of product, and prepares reports.
