Service Contract Labor Standards: The Service Contract Labor Standards (SCLS) is applicable to this contract and it includes SCLS applicable labor categories. The prices for the indicated (**) SCLS labor categories are based on the U.S. Department of Labor Wage Determination Number(s) identified in the SCLS matrix. The prices awarded are in line with the geographic scope of the contract (i.e. nationwide).

Job Title and Job Description
Educational Requirements

Program Manager Overall Responsibility for the management of the program to which he/she is assigned. Responsible for the planning and execution of all activities related to a contract Statement of Work or a Task Order in functional areas such as management consulting, performance management, process improvement or management studies and analyses.

Responsible for developing and executing a detailed project plan for each assigned project, task or delivery order. Ensures that all personnel assigned to a task meet government qualification standards and receive necessary education and development. Reviews all deliverables prior to their submission for acceptance.

Education: A BA/BS Experience: At least 6 years of relevant work experience.

Senior Analyst Utilizes Consulting skills in analyzing routine operational management problems. Collects, compiles, presents, and evaluates data and information to support recommended courses of action or proposed solutions. Performs, or may direct, document development/preparation at various stages of a project life-cycle (e.g., planning through implementation) to detail analysis results and solution recommendations.

Facilitates meetings for stakeholder sessions to support the analysis process related to program and project operations.

Education: A BA/BS

Senior Specialist Responsible for assigning, allocating and tracking of operations and staffing demands for current and future projects across multiple projects and programs. The Senior Specialist will monitor and continuously review resource assignments against current and projected contract tasks needs. In addition, he/she tracks trends in resource allocation to project future demand and makes recommendations to senior management.

Education: A BA/BS

Specialist Assists with the management support of the project life-cycle, as applicable. Uses project management methodologies, techniques to perform assigned tasks. Performs, and/or may direct, project planning, scope, control, management, tracking, or review. Will actively participate in support of project activities and they provide recommendations to achieve deliverables. Additionally, they can facilitate meetings, contribute to planning and decision making, coordinate project resources and liaise with project stakeholders to collect and disseminate project information.

Education: A BA/BS Experience: At least 5 years of relevant work experience.

Subject Matter Expert/Operations Analyst Serves as subject matter expert, possessing an in-depth knowledge of one or more functional areas.

Possesses some familiarity with basic government contractor-related concepts, procedures, and terms. Has some latitude for independent actions and decisions. Possesses the ability to perform various assignments, requiring sound judgment and ingenuity. Work is varied and may be somewhat difficult, but preferably involves limited responsibility. Can be used to supervise lower level SME’s and programs and projects.

Education: A BA/BS

Information Manager Responsible for assigning, allocating and tracking of project operations staffing demands for current and future projects across multiple projects and programs. Monitor and continuously review assignments against current and projected project needs. In addition, he/she tracks trends in program resource allocation to project future demand and makes recommendations to senior management.

Education: A BA/BS

Control Manager Authoritative knowledge of all related requirements and associated/evolving issues. Development and program management of various programs, advising and recommending solutions, and implementing all related requirements in accordance with all applicable regulations, publications, manuals, and local policies and procedures. Focus on risk management, planning, education and development, exercises, resource generation, and comprehensive program review.

Education: A BA/BS

Administrative Specialist Provide administrative clerk services, follow a number of specific procedures in completing several repetitive clerical steps, such as coding and filing documents in an extensive alphabetical file, simple posting to individual accounts, opening mail, running mail through metering machines, and calculating and posting charges to departmental accounts.

Education: High School Diploma Experience: At least 2 years of relevant work experience.

Analyst Utilizes Consulting skills in analyzing routine operational management problems. Collects, compiles, presents, and evaluates data and information to support recommended courses of action or proposed solutions.

Education: A BA/BS

Personnel Manager Manage project or program staff; prepare work schedules and assigning specific duties as related and or required by the project or program. Review activity reports, and other performance data related to measurement of project deliverables and productivity and goal achievement and to determine areas needing cost reduction and program improvement.

Education: A BA/BS Experience: At least 4 years of relevant work experience.

EDUCATION / EXPERIENCE SUBSTITUTIONS

The Vendor offers only the personnel who meet or exceed the minimum qualification requirements stated in the Commercial Labor Category Descriptions provided herein. Vendor allows experience to substitute for minimum education requirements and education to substitute for minimum years of experience. Vendor criteria for substitution are as follows:

Education: An associate degree will equal 2 years of experience.

A relevant bachelor’s degree will equal 4 years of experience.

A relevant Master’s Degree will equal 6 years of experience.

A Doctorate will equal 8 years of experience.

Experience: For every year of full time specific field experience, the person shall be credited with one-half Year of degree qualifications toward the values stated in the labor category descriptions. GSA and/or the ordering activities may have access to any employee resume (by request) before, during, or after assignment of any GSA order.

If for some extenuating reason a person assigned to an order must be replaced or substituted, the ordering activity will be notified in advance, in writing, and the substituted personnel will meet or exceed the required qualifications for the departing employee’s labor category.
