Labor Category Descriptions
a. SENIOR PRINCIPAL – Masters Degree; 10 years experience managing and directing MOBIS-related consulting engagements; 15 years of MOBIS-related work experience. Provides highly technical and specialized guidance (including instruction) concerning solutions to complex business and information processing problems; knowledgeable in state-of-the-art solutions. Performs analysis and studies, testing, and acceptance phases; prepares reports and gives presentations to upper management and formulates management policies relating to enterprise- wide business processes and their reengineering. May serve as principal investigator on complex Research and Development (R&D) initiatives requiring complex, scientific outcomes.
b. PRINCIPAL – Masters Degree; 8 years experience managing and directing MOBIS- related consulting engagements; 10 years of MOBIS-related work experience. Makes recommendations and advises on organization-wide system improvements, optimization, or maintenance efforts.
Performs analysis and studies, testing, and acceptance phases. Prepares reports, gives presentations to upper management, and formulates management policies relating to enterprise- wide business processes and their reengineering. Directs staff on business, management, or technical direction, as required. Provides highly technical and specialized guidance (including instruction) concerning solutions to complex business and information processing problems.
c. SENIOR MANAGER – Masters Degree; 6 years experience managing and directing MOBIS- related consulting engagements; 8 years of MOBIS-related work experience. Plans and manages the operations and execution of several simultaneous technical and non-technical projects. Acts as a proactive interface between the client and project staff to ensure the effective definition and delivery of business applications, solutions, and consulting services. Ensures the planning, execution, monitoring, and control of project related tasks and activities. Supervises project staff. Serves as primary liaison to client personnel, and addresses contract issues, establishes and maintains client relationships. Has demonstrated capability in managing multi-task contracts and/or subcontracts of varied types and complexity, and ensures the quality of work products and services delivered meet client requirements. May serve as a Senior Technical Expert, manage and control project budgets and resources, and utilize automated project management tools.
d. MANAGER – Masters Degree; 2 years of experience managing and directing MOBIS- related consulting engagements; 5 years of MOBIS-related work experience (or) Bachelors Degree; 4 years experience managing and directing MOBIS-related consulting engagements; 6 years of MOBIS-related work experience. g. SENIOR CONSULTANT III - Bachelors Degree; 4 years of MOBIS-related work experience.
Defines and analyzes problems, and develops plans and requirements in the subject matter area for moderately complex to complex systems. Performs analysis and studies, testing, and acceptance phases. Coordinates and may manage the preparation of analysis, evaluations, and recommendations for the proper implementation of programs and systems specifications.
Provides highly technical and specialized guidance (including instruction) concerning solutions to complex business and information processing problems.
h. CONSULTANT I - Bachelors Degree; 2 years of MOBIS-related work experience. Defines and analyzes problems, and develops plans and requirements in the subject matter area for moderately complex to complex systems. Performs analysis and studies, testing, and acceptance phases.
Coordinates and may manage the preparation of analysis, evaluations, and recommendations for the proper implementation of programs and systems specifications. Provides highly technical and specialized guidance (including instruction) concerning solutions to complex business and information processing problems.
i. CONSULTANT II - Bachelors Degree; 1 year of MOBIS-related work experience. Supports the development of requirements from a project’s inception to its conclusion in the subject matter area.
Performs analysis and studies, testing, and acceptance phases. Assists senior consultants with analysis, evaluation, and with the preparation of recommendations for system improvements, optimization, development, and/or maintenance.
j. ADMINISTRATIVE - Bachelors Degree; 6 months experience (or) High School Diploma; plus 2 years professional work experience. Performs a variety of administrative tasks including budget preparation, scheduling, reporting, and tracking information for the team. Prepares simple analysis of requested information or data.
k. BUSINESS ANALYST I – Bachelors Degree; 4 years of MOBIS-related work experience.
Evaluates existing/project processes, procedures, practices and models to anticipate adverse cost and schedule impacts and provides recommendations for changes or modifications. Monitors resource usage.
l. BUSINESS ANALYST II – Bachelors Degree; 1 year of MOBIS-related work experience. Prepares reports, correspondence and contractual documents. Tracks and maintains contract files. Performs simple analysis related to proposed contract costs.
m. BUSINESS ANALYST III – High School, GED or Vocational Degree; 3 years of MOBIS- related work experience. Provides support to the project team by maintaining project records and files.
Prepares and proof reads correspondence. Answers telephones. Responds to routine questions, distributes mail, schedule meetings, and coordinates travel. Assists in the preparation of reports and contract deliverables.
n. SUBJECT MATTER EXPERT I – Masters Degree; 20 or more years of MOBIS-related work experience. Provides highly technical and specialized guidance (including instruction) concerning solutions to complex business and information processing problem. Performs analysis and studies, testing, and acceptance phases; prepares reports and gives presentations to upper management and formulates management policies relating to enterprise-wide business processes and their re-engineering.
o. SUBJECT MATTER EXPERT II – Bachelors Degree; 14 years of MOBIS-related work experience. Makes recommendations and advises on organization-wide system improvements, optimization, or maintenance efforts. Performs analysis and studies, testing, and acceptance phases.
