Mr. Lee is an active member of AACE International, where at the 2012 AACE International Convention, Mr. Lee presented his peer reviewed professional paper: Reduce the Risk of a Recovery Schedule through Resource Loading. He is a veteran of the US Army and the Society of American Military Engineers (SAME).
Mr. Lee earned his Masters’ of Science in Construction Management / Science at Texas A&M University; he earned his Bachelor of Science in Construction Management at South Dakota State University and he holds a number of Professional Certifications which include:
• Planning and Scheduling Professional (PSP); the Association for the Advancement of Cost Engineering; certified August 2010; August October 2011
• Certified Cost Engineering Consultant (CCEC); the Association for the Advancement of Cost Engineering; certified October 2008; expires October 2011
• Project Management Professional (PMP); the Project Management Institute; certified 12 Mar
• Leadership in Energy & Environmental Design Accredited Professional (LEED AP); US Green Building Counsel; certified March 2009

The Service Contract Labor Standards, formerly the Service Contract Act (SCA) is applicable to this contract as it applies to the entire Professional Services Schedule and all services provided. While no specific labor categories have been identified as being subject to SCLS due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCLS eligible labor categories. If and/or when the contractor adds SCLS labor categories/employees to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCLS matrix identifying the GSA labor category tittles, the occupational code, SCLS labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.
Delay Analyst Duties/Responsibilities: Analyze schedule delay for cause, relevance, and impact of real or alleged delay to a construction contract involving a modification, action, or inaction by the construction contractor or the owner, constructive changes, or other situation or combination of situations that may affect timely performance. Determine costs associated with bonafide schedule delay.
Education: Bachelor’s degree in Construction Management or Engineering

Engineering Consultant Duties/Responsibilities: Develop master schedule for the project. Review Contractor’s schedule for proper logic in planning their work, check for proper resource loading, and cost loading. Work on the owner’s
3 | P a g e behalf to insure schedule is reasonable, includes key construction activities that will provide meaningful information to determine if the project is on schedule, without burdening the schedule with unnecessary and time consuming data to update each month. Prepare written reports document analysis of the schedule, and subsequent requests by the contractor for time extensions.

Project Controls Manager Duties/Responsibilities: Provides support for the development and management of the baseline scope, schedule, cost and risk for assigned areas. This includes baseline development, baseline performance measurement and reporting (using earned value management), and baseline change control during all phases of the project for assigned areas of the work breakdown structure. The PCM will lead a group of project management personnel including, schedulers, estimators and risk analysts.

Sets the order of key construction activities that will provide meaningful information to ensure that the project is on schedule, without burdening the schedule with unnecessary and time-consuming data to update each month. Coordinates communication between the owner and the scheduling team. Prepares written reports document analysis of the schedule, and subsequent requests by the contractor for time extensions.
