Service Contract Labor Standards: The Service Contract Labor Standards (SCLS), formerly known as the Service Contract Act (SCA), is applicable to this contract as it applies to the entire Multiple Award Schedule (MAS) and all services provided. While no specific labor categories have been identified as being subject to SCLS/SCA due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCLS/SCA eligible labor categories. If and / or when the contractor adds SCLS/SCA labor categories to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCLS/SCA matrix identifying the GSA labor category titles, the occupational code, SCLS/SCA labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.

Shipping – costs associated with materials and services used to transport materials and to and from meeting venues and other facilities used for workgroups and other program related activities. Shipping materials and services include but are not limited to boxes, crates, bubble wrap, labels, packing tape and vendor costs for freight which is determined by weight, size, and dimension of the packages.
Postage – costs associated with materials for sending documents via the U.S. Postal Service including but not limited to postage stamps, envelopes, boxes, packaging, labels, scale, and pre-paid postage machines.
Digital Communication Service – costs associated with providing digital services that help government agencies to reach out and communicate with customer stakeholders, including but not limited to social media, websites, email, and mobile media.
Conference Call - costs associated with services to provide conference call lines as an alternative to face-to-face meetings in support of program communication requirements.
Conference call costs include and are determined by the dial in number, conference code for the dial in number, leader pin, number of lines and participants, and call duration.
Conference Promotional Items – costs associated with marketing items given out at conferences, exhibits and public events to promote a federal agency and its respective programs.
Exhibits - Design and Build – costs associated with materials and services used to design, build, and maintain permanent and non-permanent free-standing displays and exhibits used by federal agencies at various venues, conferences, and events to showcase work and disseminate public information.
Honoraria – costs associated with coordinating logistics of assignments for criminal justice subject matter experts (SMEs) researchers and practitioners. Honoraria is a negotiated and paid on a daily rate.
ScholarOne – costs associated with ScholarOne subscription offered by Clarivate Analytics.
This subscription provides a workflow-management system for scholarly journals, books, and conferences, thereby allowing authors, editors, and peer reviewers to collaborate on producing articles and books, from author invitation to manuscript submission, editing and final peer review.
Printing – costs associated with services that include but are not limited to printing documents, name tags for meeting participants, handouts for meetings and working group sessions, brochures, booklets, and pamphlets in black and white, color, and small and bulk quantities.
Fulfillment – costs associated with third-party warehouse and logistics support services to provide warehouse facilities, storage, inventory support, distribution services, and mail order management.
