Every applicable digital product produced will comply with the requirements of Section 508 of the

Rehabilitation Act (29 U.S.C. 795d.), ensuring the product is accessible to people with disabilities. ADG’s production workflow process includes design standards that adhere to Section 508 standards, including color contrast of no less than 4.5:1 contrast ratio between text and background. We use digital design tools to ensure design shading is compliant for two forms of color blindness and graphics will include descriptive alternate text or captions, including relevant icons, symbols, and buttons. Graphic designers use scalable vector graphics (SVG) that maintain perfect resolution when zoomed in and flickering animations or graphics will not be used. Relevant text in an image will be clear and included as part of an SVG or generated via

HTML code, and font size will be set at a minimum 16 pixels for desktop body copy viewed on a desktop display.

Our video team will evaluate the video projects and viewing platforms to choose the best possible solution for 502/508 compliance while considering the usability of the product and the experience it is intended to deliver. ADG utilizes cutting edge software to automatically and quickly produce accurate transcripts which will be then embedded in a manner appropriate to the platform for distribution. When requirements call for plasma screens to display digital ads, we will create accompanying audio tracks to assist visually impaired individuals.

Education/Experience Substitution Methodology

• Four (4) years of relevant experience (in addition to minimum experience requirements) may be substituted for a Bachelor’s degree.

• A Master’s degree can substitute for four (4) years of relevant experience.

• Successful completion of higher education which has not yet resulted in a degree may be counted as 1 for 1 years of relevant experience for each year of college completed.

• Professional licenses, certifications (PE Certification) and unique experience in specialized or emerging technologies may be substituted for one year of relevant experience.

Service Contract Labor Standards: The Service Contract Labor Standards (SCLS), formerly known as the Service

Contract Act (SCA), is applicable to this contract as it applies to the entire Multiple Award Schedule (MAS) and all services provided. While no specific labor categories have been identified as being subject to SCLS/SCA due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCLS/SCA eligible labor categories. If and / or when the contractor adds

SCLS/SCA labor categories to the contract through the modification process, the contractor must inform the

Contracting Officer and establish a SCLS/SCA matrix identifying the GSA labor category titles, the occupational code, SCLS/SCA labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.
