541715: Engineering Research and Development and Strategic Planning
Project/Program Management
JMT’s Project Management team allows clients the flexibility to have their programs managed for them. We provide oversight of the project, its costs, schedule, and the quality of the contractor’s workmanship to ensure our clients’ satisfaction and protect their interests. In addition, we provide innovative planning, design, and construction methods to expedite the project schedule and reduce costs.
Planning
JMT provides planning and environmental documentation services for numerous types of facilities. These services are in accordance with the requirements of the National Environmental Policy Act (NEPA), the National Historic Preservation Act (NHPA), Clean Water Act (CWA), Clean Air Act (CAA), and Executive Order 12898 for Environmental Justice.
JMT’s staff includes registered transportation and urban planners, environmental specialists, traffic engineers, landscape architects, and public relations specialists.
• Community Involvement - JMT personnel have extensive experience at developing consensus through public participation techniques (virtual and in-person) such as public meetings, hearings, and open-house presentations; design charrettes and workshops; community visioning workshops; visual preference surveys; study and steering committee meetings; individual and group interviews; and citizen and agency surveys. JMT staff is experienced in engaging public participation for the purpose of community goal setting, problem identification, strategy development, and alternative analysis. These techniques are applied to planning activities such as the development of comprehensive and master plans, strategic plans, site feasibility studies, park and greenway master plans, bikeway and pedestrian master plans, and park and recreation facility master site plans.
• Comprehensive Plan Development - JMT planning staff have experience developing Comprehensive Plans and various plan elements, including land use, transportation, economic development, utilities, historic preservation, housing, organization and agency structures, and community services. JMT utilizes GIS capabilities to create inventories, conduct assessments, perform spatial analysis, and prepare a variety of maps, including but not limited to an "Official Map", current and future land use maps, and facility inventory maps.
• Master Plan Development - JMT personnel have extensive experience with developing and preparing master plans and site development plans to create neighborhood revitalization plans, recreation, park and open space plans, key opportunity site design/development plans, and greenways/bicycle plans. JMT has experience in preparing strategic implementation plans with cost estimates and potential funding sources for a variety of master plan projects. GIS capabilities are used to prepare master plan base maps, inventory land use and public facilities, analyze socio-economic data, measure impacts, perform alternative analysis, and prepare master plans.
• Site Feasibility Studies - JMT staff have experience developing site feasibility studies for commercial development, mixed commercial and residential development, public and private recreation facilities, industrial development, government complexes, and transit transfer stations and facilities. Site feasibility criteria takes into account local policies, regulations, and future development plans. GIS capabilities are used to prepare site plan base maps, inventory land use and public facilities, analyze socio-economic data, measure impacts, perform alternative analysis, and prepare site plans.

• Campus Planning - JMT planners and landscape architects are experienced in developing campus concept plans. Concept plans provide a design for revitalization and improvement, incorporating both aesthetic and safety improvements while creating a common space and a sense of place. JMT staff develop concept plans based on historical foundations and the existing infrastructure. JMT’s Planners address a number of urban issues such as traffic circulation, pedestrian and bicycle safety, access to transit, parking, information kiosks, street lighting, streetscape vegetation, ADA compliance, historic preservation, community focal points, green space, vehicular and pedestrian wayfinding.
• Streetscape & Public Space Design - JMT is experienced in designing a variety of community enhancement projects, including streetscapes and public space designs, for the purpose of improving the visual character of communities. The planning and design of streetscapes and public space include amenities such as pedestrian lighting, paving treatments, placement of underground utilities, and a variety of site furnishings such as benches, trash receptacles, landscaping, banners, pedestrian signage, and street trees.
• Zoning Ordinance & Subdivision/Land Development Ordinance - JMT personnel have extensive experience with the preparation and administration of zoning and subdivision/land development ordinances. Services include evaluation and assessment of ordinances in conjunction with local Comprehensive Plan and/or Community Development Plan goals, objectives, and strategies; research and development of ordinance regulations;
demonstration and analysis of regulations as they relate to land use class, intensity, density, and neighborhood impact; and, preparation of ordinance amendments and review of regulations in conjunction with state enabling legislation. GIS capabilities are used to inventory land use, create zoning boundaries, assess impact, perform spatial analysis, and prepare zoning maps.
• Spatial Analysis Using GIS - JMT personnel are experienced in performing analysis of complex spatial databases with associated descriptive, financial, and socio-economic data. Spatial modeling capabilities include polygon overlays, buffering, custom queries and reports, and network analysis. JMT GIS staff can also perform capability/suitability modeling, weighted models, and Thiessen modeling for the analysis of spatial data using tabular databases. Specific types of analysis include but are not limited to needs analysis, impact analysis, environmental impact statements, project evaluation, and alternative analysis. JMT staff utilize GIS capabilities to perform spatial analysis for a variety of community planning activities.
• Map Production - JMT provides services for producing a variety of map series, high-quality presentation graphics for meetings, plans, and project development, and large quantities of maps and graphic products for distribution.
JMT utilizes GIS capabilities to produce a variety of maps, including, but not limited to, street maps, zoning maps, land use maps, utility service maps, site plans, and other maps with user-defined parameters.
• Grants Writing and Administration - JMT personnel have extensive experience with grant writing and administration for a variety of state and federal grants.

Environmental Compliance and Permit Review Services
JMT’s 70+ Professional Water Resource Engineers are experienced in providing H&H modeling, drainage design, stormwater and green stormwater management planning and design, erosion and sediment control design, floodplain management, and flood mitigation analyses and design, and includes 14 DEQ Certified Stormwater/ESC Combined Administrators, Plan Reviewers, and Inspectors. Our Their water resources staff have designed over 100 stormwater BMPs/BMP retrofits in Virginia for both project related pollutant reductions and for TMDL credits, and are designing projects with climate resiliency in mind, providing an array of 1-D and 2-D modeling techniques to recommend the correct design measures.
JMT provides review of projects designed by other consultants for compliance with erosion and sediment control and stormwater management laws, regulations, and guidelines. Our certified reviewers have been responsible for making recommendations regarding the issuing of permits for erosion and sediment control, stormwater management and small ponds. Project assignments involve facilities, highways, and bridges; wetland mitigation sites, drainage systems and site development projects are also reviewed.

Surveying
JMT has survey field crews with a full complement of modern survey equipment, including robotic units, conventional survey instruments, and digital levels. We further have two high-definition laser scanners and two UAV surveying systems. Our field work is supervised by licensed surveyors and processed into either an AutoCAD or Micro-Station format by experienced survey technicians. Our crews are well-versed in the art of completing boundary surveys, topographic mapping, 3-D scanning, construction stake-out, and subsurface utility engineering.
Commissioning
JMT has systems commissioning expertise with certified commissioning staff. The primary focus of our commissioning staff is new and renovation construction of SRM type projects. Our team also has direct experience with recommissioning and retro-commissioning of HVAC, lighting controls, and central utility plants. Our commissioning projects follow the fundamental approach of ASHRAE Guideline O as well as the specific requirements of the certification organization. For LEED-certified projects, our team can provide both the pre-requisite and enhanced commissioning effort selected for the project. Our systems commissioning expertise includes a wide variety of technical support.

Professional Development Training
Our staff shares its expertise through various seminars with our clients. Training covers a wide variety of subjects, including project scheduling, public involvement, Building Information Modeling, construction safety, website applications, project inspection, and document control systems. JMT has developed customized training programs that meet the needs of our clients.
JMT uses the latest techniques, technology, and sample projects to develop various aspects of each individual training course. The courses are routinely modified and updated based on input received from course participants and client representatives. Examples of training courses are as follows:
• CPM Schedule Review Process - JMT provides comprehensive Critical Path Method (CPM) schedule training that focuses on the fundamentals of CPM scheduling methodology and can be customized to address the CPM scheduling specification used by an agency or client. The level and detail of instruction responds to the client’s needs and can range from basic CPM scheduling to advanced scheduling and delay analysis techniques. Our staff of experienced construction managers presents the material clearly and concisely by referencing scheduling subject matter to the schedule specification and by using actual field examples to bring a full understanding of the topic.
• Public Involvement Facilitation - The introductory Public Involvement Facilitation course supports the planning and engineering process for design projects. The course provides techniques, tools, and skill-building to support working with the public and facilitating public meetings throughout the project development process. Training is targeted to engineers and other professionals responsible for the management and design of projects. The course is taught in two phases. The first phase includes identifying a public involvement process specific to the client’s project, the basics of public speaking, techniques for dealing with difficult people, and context-sensitive design techniques. Phase II of this course focuses on facilitation and presentation techniques and tools to support public meetings and the project development process.

• Temporary Traffic Control Procedures - JMT trains contractor and public agency personnel in Temporary Traffic
Control Procedures. This one-day class is held twice each month and culminates with a written exam.
Additionally, our training staff has developed, implemented, and taught a three-day class for construction inspection personnel in the proper inspection techniques for signalization and lighting structures. Development of the class includes in-field data gathering, review of manufacturers' specifications, and other DOT procedures.
• Context Sensitive Solutions Training - JMT provides project development, training, and technical assistance with respect to Context Sensitive Solutions (CSS). JMT developed the course to meet FHWA's requirements. Course topics include defining context-sensitive solutions, place-making and field scoping in the context of the community, community consensus building through continuous community/public involvement, visualization techniques, flexibility in design standards and criteria, incorporation of bicycle and pedestrian solutions, examples of CSS, construction cost and maintenance, tort liability and funding options.
Construction Management
JMT employs more than 500 construction management professionals who deliver projects throughout the United States and its Territories. Our professional program management, construction management, and construction inspection capabilities include project preplanning, programming phase services, project design services, project procurement services, and construction phase services, including testing, claims resolution, expert witness, commissioning, post-construction, and other support services in cooperation with government personnel, tenants, consultants, and construction contractors. Our staff is skilled in program and project management, cost estimating, scheduling, value engineering, constructability review, project controls, safety monitoring, sustainability, construction inspection of all trades, materials testing and evaluation, and change orders/claims resolution.
JMT performs construction management and consulting services on a wide range of project types using design/bid/build, design/build, CM at Risk, CM multi-prime, and other construction delivery methods ranging in size to more than $2 Billion. We are experienced with a wide variety of construction projects involving new construction, renovations, and accessibility/life safety upgrades of existing buildings including historic properties. JMT’s previous construction management project experience includes federal government-owned and leased facilities, such as high-security offices, courthouses, data centers, training facilities, laboratories, treatment plants, utility parks, and national monuments. We also have staff with experience in construction management of transportation infrastructure such as highways, roads, bridges, rail, marine, and airport projects. We successfully deliver projects using all delivery methods under constrained circumstances or schedules (such as occupied buildings and/or fast-track delivery).
JMT has full architectural/engineering (A/E) design capabilities in-house, and we provide technical support services, including real estate due diligence; historic preservation; site investigation, archeology; environmental studies; storm water management; space planning; tenant relocation; expert testimony; anti-terrorism and force protection (AT/FP); sustainability (LEED®); accessibility (ABASS), life safety (NEC); building information modeling (BIM), geotechnical; seismic upgrades; commissioning; physical security; access control; building automation;
value engineering; quality assurance; hazardous materials identification; and surveying.
JMT is committed to our developing our staff and having the latest and best technology available. We provide staff with smartphones and laptop computers so that they can access our network. Our staff is familiar with and uses various construction project control systems. Through our network and corporate accounts, our employees can access RS MEANS CostWorks, Oracle Primavera P6, and our electronic Codes and Standards reference library. We provide productivity software such as Bluebeam Revu, Adobe Acrobat Pro, and MS Project on request. We deploy hardware such as tablets, iPads, and cameras on request. We provide training for technology and software through JMT-developed training, third-party vendors, and through JMT University (by RedVector), an online catalog of over 15,000 courses.

JMT's professional environmental engineers, planners, scientists, archaeologists, and historians prepare studies, assessments, and project designs across the entire spectrum of our work, from initial site evaluation through permit acquisitions and mitigation, essentially the entire project lifecycle.
JMT combines complete project coordination of environmental evaluation results, project planning, and permit application with surveying, landscaping, and all our engineering services.
