IT Asset Management & License Optimization
Our solution for the development of an effective IT Asset Management (ITAM) and Software License Optimization program is based on industry best practices and experience in Federal IT strategy. We deploy seasoned consultants and IT experts to assess the current environment, identify gaps, and then work closely with the organization to design and implement an effective solution. Finally, we institute an ongoing maintenance platform to ensure the sustainability of the program. In the end, our solutions assist Agencies in reducing IT spend and tactically implementing FITARA and OMB directives, improving overall management of their IT assets, and increasing Agencies’ security posture. Given SIE’s past performances, vast relationships across the Federal Government and subject matter expertise, we have formed a reputable team to provide the qualified services necessary to achieve high performing ITAM and License Optimization capabilities
ITAM and Software License Optimization are key drivers in reducing Total Cost of Ownership (TCO) and cyber-security risk, two of the top issues facing CIOs. Not having a handle on an organization’s IT assets creates inefficiencies such as lack of visibility into purchasing, inconsistent terms, and conditions, overbuying and exacerbated security concerns. ITAM has been the proven solution to address these challenges. ITAM enables efficient procurement and deployment of software licenses based on contract entitlements, product use rights, and actual usage.
SIE has developed a comprehensive turnkey solution with strategic partners to help Federal Agencies effectively manage its assets and licensing posture to reduce cybersecurity risk and generate savings. SIE’s 2-part approach begins with collecting and managing effective data to:
• Construct inventory: assist with developing a common SWID taxonomy and / or implementing ISO 19770 standards to capture a comprehensive inventory
• Manage technology: develop a technology roadmap to ensure toolsets are capturing the ‘right’ data to inform business decisions
• Track entitlements: work with your team to match your installed base to entitlements and develop strategies for compliance
Next, SIE will use this data to inform strategies. SIE can assist in developing and implementing reports and dashboards that feed procurement decisions and keep you apprised of your current security posture. We use this gained intelligence to inform decision makers.
By providing a timely and accurate understanding of an Agency’s IT environment, a mature ITAM program reduces duplicative spend up to thirty percent, the financial risks from audits and cyber security threats related to unknown and unsupported software.
CIO Advisory
SIE understands an Agency’s spending pressures and can assist in creating efficiencies for the organization through our CIO Advisory services. SIE can help identify the cost drivers and execute strategies to drastically lower TCO, as well as ensure your team is fully prepared to identify and capture value in your next contract re-compete. SIE’s approach to IT Category Management includes:
• Rationalize Install Base • Develop Strategic Terms and Conditions
• Validate Requirements • Build Business Cases Focused on TCO
• Improve and Streamline Operations • Draft Acquisition Documents
• Deploy IT Asset Optimization • Employ Supplier Relationship Management
• Match IT Capabilities with End User Needs • Develop & Execute Vendor Negotiation Strategies
Federal CIOs are asked to ‘do more with less’. SIE can get you there with strategies that focus on reducing TCO by optimizing your IT cost drivers. These cost drivers include maintenance costs, unit costs and operating costs.
Price is a small component of overall cost for IT. A large component of savings come from non- price adjustments such as overhead costs (rent, power), equipment costs (technology stacks), labor costs (FTEs to manage infrastructure / contractors) and 3rd party costs (software patches, upgrades, bug fixes).
While the largest cost driver is the quantity purchased, most savings are based on license optimization and demand management as costs can be hidden in Terms and Conditions, influenced by vendors, or spread to multiple departments. To dramatically reduce Agencies ‘bottom line’, SIE can assist in developing an evaluation model / business case focused on
TCO.
In addition to conducting a TCO evaluation to identify cost savings and create efficiencies, we have also developed the tools and techniques needed to give an Agency the “edge” in its next contract re-compete and vendor negotiations.
A key component to the acquisition of many categories is vendor negotiation. Our team intends to assist in the development of key negotiation points based on evaluation criteria SIE has developed. For each point we structure the issue, required remedy and the fallback position. In addition, we assess the potential positioning of the supplier in order to be able to react correctly and reposition the negotiation. A supplier and industry profile help’s the team understand the dynamics of the meeting and where the power may sit. Finally, we ensure all team members that will be part of the negotiation understand the simple “do’s and don’ts of negotiating” to ensure that there is no loss of leverage.
In general, vendors can have a substantial advantage over customers due to their experience in having negotiated hundreds if not thousands of agreements and the nature of the category.
Proper preparation with our team’s guidance and cross industry experience will help even the playing field and ensure that Agencies sign fair and beneficial contracts.
The current reality is that many Agencies consistently fail to realize full returns on their IT asset investments. In addition to taking on TCO for these assets, agencies are also incurring the “debt” of non-consumed assets. Agencies require a holistic approach to managing “what they have, who is using it, how is it being used”. This includes an ability to make informed business decisions regarding the repurposing or decommissioning of specific IT assets.
Acquisition Life Cycle Management
Federal procurement executives face a unique set of challenges in complying with executive mandates.
Economic The economic mandates aim to save taxpayer dollars to better fund critical initiatives and leverage buying power within policy mandated and acquisition regulations. The challenges agencies face to accommodate the mandates are the cost pressure and congressional oversight, as well as being tasked with increasing mission scope while receiving a smaller budget.
Technology Modernizing procurement systems while adhering to security requirements (i.e. FEDRAMP) and employing innovation best practices while staying FAR/DFAR compliant are technological mandates.
Challenges with these mandates are the limited investment in key tools, as well as moving to the cloud and integrating fragmented legacy systems.
Responsiveness One executive mandate call to shorten cycle times by giving end-users a quick and efficient way to procure goods. The difficulty with complying with this mandate is the long solicitation-to- award cycle times and the supplier delivery times.
Change Management Mandates within change management look to work within bureaucratic constraints to affect stakeholder buy-in and drive change from sub-agencies by giving them something better than the “status quo.” The challenges that tackle these mandates are the broad and diverse stakeholder groups (often with conflicting agendas) and the driving change and compliance with procurement tools and policies.
SIE’s eight-element acquisition framework tackles these challenges by leveraging private sector best practices and public sector know-how. With this framework, SIE and conduct an eight-element assessment and gap analysis for agencies in under three months and below the simplified acquisition threshold.
The upstream elements create value: spend analysis, category management, strategic sourcing, and contract management. The upstream activities that create value are as follows:
• Enriching and analyzing spend data to determine opportunities
• Managing categories as portfolios with defined vision & strategy
• Developing internal and external business relationships
• Six-Sigma Sourcing processes to execute category strategy
• Drafting, negotiating, and managing contracts
• Pre-defined contracts, clause library with business rules
• Reporting on category contract meta-data to improve visibility
• Segmentation of supply base into tiers through thresholds
• Supplier performance and business risk management
• Design and execution of Procurement Transformation Road Map
The downstream elements deliver value: supplier management, eProcurement, invoice and payment, and financial management. The activities that deliver value are as follows:
• Source-to-Pay Technology assessment and implementation
• Supplier Enablement Design and Implementation
• Governance and compliance with upstream value creation
• Low friction processes balanced with appropriate controls
• Self-service business model enabling the organization
• Principles based policies that are measured
• Design and build of balanced scorecard reports
• Managing cash to the organizations benefit
• Measure procurement ROI and holistic value delivered
• Alignment of procurement and finance measurement
Results-Driven Process Improvement
SIE’s team of PMP certified, Six-Sigma trained professionals has the tools and training to develop and run your organization’s Process Improvement Center. There are three components of a successful Process Improvement Center: relevant methodologies, robust training, and pro- active management. Under each component lies key strategies.
Relevant Methodologies Robust Training Pro-Active Management
Conducting current state assessment to identify process gaps Applying / tailoring DMAIC and DMADV frameworks to organizational-specific workflows Establishing a set of organizational benchmarks to judge performance
Developing role-specific training regimens for each implementation stakeholder (i.e. Executive Leadership, Champions, Color Belts) Using real-world, project-based examples during training scenarios Facilitating 1-day ‘tune up’ sessions on a regular basis
Gaining full commitment of leadership to enable change, commit resources, overcome resistance, and improve profitability Optimizing your resources by putting process experts in FTE positions Leveraging SIE’s RDPMO offering to augment your team and reinforce ‘organizational norms’
Along with the three components, SIE’s five-phase approach to project management provides the foundation to turn a strategic vision into hard and fast results. The Result-Driven PMO (RDPMO) support practice will help transform a traditionally administrative, reactive and stagnant PMO into a strategic, proactive and agile RDPMO.
Phase One: Executive Vision First, a strategic roadmap is drafted and from there a business case that will enable departmental alignment and integration. A project interdependency assessment will be taken, aiding in the performance management plan.
Phase Two: Subject Matter Expertise Industry and market analyses will be taken, along with an organizational impact assessment. The “Best Practices” will be identified, and a technical document created outlining program-specific expertise.
Phase Three: Stakeholder Buy-In Interviews will be conducted with the stakeholders to develop a funding strategy. The funding strategy will assist with the change management, communications, and training plans.
Phase Four: Process Driven Execution During Phase Four, program rules and responsibilities are assigned. A risk management plan is drafted, aiding in the workflow management.
Phase Five: Actionable Feedback After the completion of the first four steps, there will be performance reports and savings tracking. There is a lessons-learned development and a best practice compendium. All of this will better senior management communications.
