The Service Contract Labor Standards, formerly the Service Contract Act (SCA), apply to this contract and it includes SCLS applicable labor categories. Labor categories and fixed price services marked with a (**) in this pricelist are based on the U.S. Department of Labor Wage Determination Number(s) identified in the SCLS/SCA matrix. The prices awarded are in line with the geographic scope of the contract (i.e., nationwide).

Labor Categories Descriptions

I. Project Manager 4 (PM4). Plan, develop, coordinate, and direct a number of large projects or a project of major scope, with full technical responsibility. Responsible for marketing and client development. Maintain liaison with individuals outside the organization. Full authority to act independently on technical matters pertaining to specialized areas. Direct and supervise the work of a staff of engineers. 541330, 541370, 541620 Qualifications: BS Degree and a minimum of 15 years of professional experience.

II. Project Manager 3 (PM3). Explore and evaluate proposed and current projects of unusual complexity in area of specialty. Propose authoritative technical recommendations in field of expertise to company management and other organizations. Manage one or more projects and supervise project leaders. 541330, 541370, 541620 Qualifications: BS degree and a minimum of 15 years related experience.

III. Engineer 9 (E9). Responsible for a large segment of the company in area of specialization. Recommend and initiate programs, choose the scientific approaches, plan and organize facilities and programs to accomplish company’s objectives. Supervise overall project management of such programs. Delegate projects to subordinate engineers and supervise their work. Provide consultation in specialized areas. Make decisions and solve problems.

IV. Engineer 7 (E7). Under general direction, performs fieldwork, gathers and analyzes data, prepares reports and plans for engineering and/or environmental projects. Assists in preparation of proposals and cost estimates.

Evaluate, select, and adapt standard methods and techniques. Develop alternate methods for the solution of specific problem areas. Report routine data. Provided recommendations to senior staff based on interpretation of results.

V. Engineer 6 (E6). Perform assignments designed to develop professional capabilities and provide experience in the methods, practices, and programs of the company. Perform work involving conventional types of engineering principles and other related activities. Evaluate, select, and apply standard engineering techniques, procedures, and criteria to make adaptations and modifications to projects. Meet clear and specified objectives for assignments.

VI. Engineer 4 (E4). Makes on-site observations, collects samples, and/or performs tests to monitor work procedures for compliance with project specifications. Reports and records observations and test in timely manner to professional staff and client representatives. May be responsible for training and supervising other technicians and managing projects. 541330, 541370, 541620 Qualifications: BS degree and a minimum of 5 years related experience.

VII. Engineer 3 (E3). Makes on-site observations, collects samples, and/or performs tests to monitor work procedures for compliance with project specifications. Reports and records observations and test in timely manner to professional staff and client representatives. Performs beginning level work under direct supervision. Entry level position. 541330, 541370, 541620 Qualifications: Associates Degree and a minimum of 2 years of related experience.

VIII. Designer 5. Supervise technical staff and provide drafting and design instruction and advice. Perform specialized engineering computations that are consistent with overall project design. Prepare specifications, check drawings and specifications, and oversee other designer’s work. Supervise the use of Computer Aided Design for creation of engineering and survey drawings. Plan and direct work of other drafters and technicians. Serve as liaison between professional staff and technicians. Supervise all drafting activities and coordinate all efforts between drafting and engineering staffs. IX. CADD Technician 3. Assist with the development detail drawings. Assist engineers in the checking of drawings and specifications. 541330, 541370, 541620 Qualifications: High School diploma and a minimum of 5 years related design/drafting experience.

X. Sr. Administrative Assistant. Responsible for preparation, evaluation administration and compliance of all government contract accounting work. This includes Cost Accounting Standards, RFP's RFQ, Statements of Work, Work Breakdown Schedules, Purchase Orders, Small Business Plan Compliance, and Property Disposition programs. Coordinates finalization of contract cost amendments and changes. Assures that contracts are executed per federal Acquisition Regulations, and that the client billing and receivables are according to the terms of the contract. 541330, 541370, 541620 Qualifications: High school diploma, and a minimum of 7 years of related experience.

XI. Construction Manager. Initiate projects to accomplish client objectives. Supervise overall project management and delegate tasks to field and construction staff.
