Service Contract Labor Standards: The Service Contract Labor Standards (SCLS), formerly known as the Service Contract Act (SCA), is applicable to this contract as it applies to the entire Multiple Award Schedule (MAS) and all services provided. While no specific labor categories have been identified as being subject to SCLS/SCA due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCLS/SCA eligible labor categories. If and / or when the contractor adds SCLS/SCA labor categories to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCLS/SCA matrix identifying the GSA labor category titles, the occupational code, SCLS/SCA labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.

Mid-Level: Project Manager, Scheduler, Estimator, Inspector, Contract Manager

Minimum Experience
Minimum 5 years.
Functional Responsibilities
The position generally requires the use of computers and computer software programs to aid in development of deliverables as it relates to managing projects. Data entry, data analysis and report writing is typically required to keep the project team informed of current project status.

The Project Manager typically reports to either a Senior Project Manager or a Program Lead. Performs the basic project functions of production coordination, planning, organizing, directing, controlling and financial management. Provides overall leadership for project tasks and development of project deliverables. Ensures deliverables meet project scope and project owner expectations, and provides guidance and direction to team. Interfaces with project owners, develops scopes of work and oversees execution of scope of work. Responsible for timeliness and budget of all project tasks.

The Scheduler leads in the development and maintenance of the work breakdown structure, logic ties, critical path, any resource- or cost-loading, data entry, data analysis and report development as it relates to the schedule deliverable. Ensures that the dates are kept current and proactively communicates with the project manager and project owner in any schedule changes or delays.

The Estimator works in a team environment in developing quantity takeoffs, obtaining vendor quotes, data entry, data analysis, report development, communicating with other applicable disciplines and informing the project manager and project owner of any cost overruns.

The Inspector works in a team environment typically on the construction site inspecting and analyzing their appropriate discipline. Work includes discussions with the general contractor's staff, as well as specialty subcontractors in regards to quality assurance and quality control. Develops reports on findings and recommendations, and communicates with the Project Manager and project owner on those findings and recommendations.

The Contract Manager typically works closely with the Project Manager and proactively manages all contractual documents for the project. Should have knowledge of Federal Acquisition Regulations and Federal Travel Regulations. Manages the initial contract with flow-down clauses to subcontractors, administers any change orders, prepares requests for equitable adjustment, negotiate labor rates and travel costs, and provides closeout, final releases and warranties to the project owner.

Senior Project Manager

Minimum Experience
Minimum 6 years.
Functional Responsibilities
The Senior Project Manager typically reports to a Program Lead or project owner, as well as serves as main point-of-contact for project owner, such as a Federal agency. May be called upon to give formal presentations to the project owner. Responsible for meeting project objective, scope, budget and schedule. Applies technical expertise and project management experience to manage project teams on conventional and unconventional projects. Leads a team in the accomplishment of work on projects and in the development of all required documentation/ deliverables within scope, budget and schedule constraints. Controls project work accomplishment versus contracted scope of services, assesses progress versus schedule and budget, and resolves conflicts or elevates conflicts to appropriate level necessary for resolution.

A professional designation, such as a PMP certification, is preferred.

Minimum Education
B.A./B.S. Degree.

Senior Estimator / Planner

Minimum Experience
Minimum 8 years.
Functional Responsibilities
The Senior Estimator/Planner is responsible for developing cost estimates within their specialized areas or discipline. Work includes development of a work break structure, labor equipment and material databases to be utilized, appropriate markups and utilizing the appropriate city cost index. Typically works with a team of estimators coordinating all disciplines and providing quality control/quality assurance.

Responsible for preparing in-house and external formal presentations; project, individual and overall team management; ensures meeting project owner expectations of deliverables; internal and external communication of encountered problems and solutions; quality assurance/quality control of deliverables. Ensures on-time completion and delivery of the final deliverable. Shall have experience managing a wide range of projects and managing people. A professional designation, such as a PMP, CCE, CCC, CVS, PE, is preferred.

Minimum Education
B.A./B.S. Degree.

Program Lead / Project Lead

Minimum Experience
Minimum 10 years.
Functional Responsibilities
The Program Lead typically manages a program of complex projects as the Owner's Representative for projects typically greater than $100 million, and has multiple Project Managers reporting to them. Experienced in being a part of and motivating teams of professionals in planning, evaluating, directing, tracking, analyzing and coordinating complex projects. At the program level, experienced in cross-organizational resource-leveling, analytical problem-solving methodology and directional support to the Project Managers. A professional designation, such as a PMP certification, is preferred.

The Project Lead manages multiple associated complex projects as the Owner's Representative for projects typically greater than $100 million. Experienced planning, evaluating, directing, tracking, analyzing and coordinating complex projects. At the project(s) level, experienced in resource-leveling, analytical problem-solving methodology and directional support to the superintendents in charge of the crew(s). A professional designation, such as a PMP certification, is preferred.

B.A./B.S. Degree.

Project Executive

Minimum Experience
Minimum 15 years.
Functional Responsibilities
The Project Executive routinely interacts with the Program Lead/Project Lead and Senior Project Managers. Leads teams of consultants and project owner staff. Provides direct support to project owners with minimal or no supervision. Plans and prioritizes tasks appropriately. Applies sound business and technical judgment to resolve issues as they arise, and anticipates and addresses potential issues before they arise. Works with project owners to eliminate inefficiency and maximize use of resources. Effectively communicates with project owners both verbally and in writing. Aids project owners in determining the best approach to project and program challenges. Develops creative and realistic recommendations for process improvements. Makes formal presentations to project owner. Responds quickly and professionally under complex and challenging circumstances.

Senior Project Executive

Minimum Experience
Minimum 20 years.
Functional Responsibilities
The Senior Project Executive coaches, mentors and trains project owners and construction teams in the most effective ways to manage their programs or projects.

Applies the most current Lean Principles as defined by the Lean Construction Institute. For example, Reduction in Waste and Pull Planning, only two of the Lean Principles, when applied at all levels of construction personnel can have a dramatic impact on schedule and budget reduction for project owners.

Performs Plus/Deltas, another Lean Principle, which is a method allowing teams to improve their performance by first identifying the value-added functions (the Plus), then identifying the changes necessary (the Deltas) to add more value to the project.

Performs Retrospectives/Lessons Learned, another Lean Principle, immediately following a major milestone, which allows teams to identify and apply best practices in real time during a project's construction.

Works with project owners to develop effective high-level strategies to address their needs. Applies sound business and technical judgment to resolve issues as they arise, and anticipates and addresses potential issues before they arise. Effectively communicates with project owners, both verbally and in writing. Aids project owners in determining the best approach to project and program challenges.
