Program Manager

Minimum/General Experience: 10 years of related technical and managerial experience. Ability to manage complex program activities and act as customer liaison for program progress reports. A Master’s degree substitutes for two years experience and a Ph.D. substitutes for 5 years experience.

Functional Responsibility: Provides overall direction of program activities and personnel. Manages functional area or business line programs that are sensitive or critical in nature, broad in scope and impact, and significant in terms of company-committed resources. Provides senior interface between client and company resources and manager assigned programs to meet client requirements. Works with the client and program director to establish policy and strategic direction for programs. Communicates with senior levels of the client on a frequent basis. Ensures client satisfaction with company performance.

Responsible for program oversight of budget, planning and scheduling, progress reporting, earned value, performance analysis, technical risk analysis, financial planning, quality assurance and quality control, and delivery of services. Monitors assigned project managers to ensure that appropriate technical and administrative personnel are assigned to the program. Provides program leadership to assigned project teams.

Project Manager

Minimum/General Experience: Minimum 8 years experience performing non-routine functional activities by providing management and technical direction to project personnel. Scientist I

Minimum/General Experience: Must have 2 years relevant experience. A Master's degree substitutes for 2 years of experience. Provides scientific problem solving in respective discipline.

Functional Responsibility: Scientific position performs in respective scientific discipline of Chemistry, Biochemistry, Biology, Geology or other relevant science. Conducts both routine and relatively complex experiments according to protocols developed with manager. Assists in the development of procedures and design of experiments. Verifies experimental results, evaluates complex data, and reports results internally. Records result to facilitate verifications and replication of complex, chained procedures.

Minimum Education: BS degree in applicable science discipline, or equivalent education/experience.

Risk Assessor IV

Minimum/General Experience: 10 to 12 years experience in related field. A Master's degree substitutes for 2 years of experience, and a Ph.D. substitutes for 5 years of experience. Leads and/or serves as primary technical resource for risk assessment. Operates with considerable latitude.

Functional Responsibility: Guides the data collection, layout of sampling and analysis grids, development of the site model, and analysis of the data accumulated prior to and/or during the remediation planning RIFS Phase to determine the risks to human health from the hazardous constituents of the site. The goal of efforts is to establish a baseline characterization of the risks, extent of contamination, evaluation of exposure scenarios, and cleanup requirements of a risk-based solution to site remediation.

Minimum Education: BS Degree in Environmental Science/Engineering, Toxicology, Public Health, Medicine, or Veterinary Science. Master’s Degree preferred.

Risk Assessor III

Minimum/General Experience: 8 to 10 years experience in related field. A Master's degree substitutes for 2 years of experience, and a Ph.D. substitutes for 5 years of experience. Provides high-level assistance for risk assessment procedures.

Functional Responsibility: Assists the lead Risk Assessor during field sampling and analysis tasks to ensure quality and conformance to the needs of the lead Risk Assessor. Responsible for researching health- effecting databases created and maintained by Federal and other organizations. Possesses working knowledge of the preferred databases such as IRIS, the EPA Integrated Risk Information System, and other similar systems.

Minimum Education: BS Degree in Environmental Science/Engineering, Toxicology, Public Health, Medicine, or Veterinary Science. Master’s Degree preferred.

Certified Industrial Hygienist IV

Minimum/General Experience: 8 years of experience and certification must be granted by the American Board of Industrial Hygiene (CIH) or by the Board of Certified Safety Professionals (CSP). A Master's degree substitutes for 2 years of experience, and a Ph.D. substitutes for 5 years of experience.

Exercises independent judgment, as well as a high level of analytical skill, in resolving health and safety issues. Responsible for all aspects of project health and safety program practices and procedures.

Functional Responsibility: Provides industrial guidance and judgment in implementing safety and health programs in large organizations or projects that affect large numbers of personnel covering occupational exposure to a broad variety of workplace stressors. Applies recognized federal, state, and local Safety and Health regulations in the context of specific client requirements to resolve complex issues. Conducts/reviews audits, medical surveillance programs, and construction and factory safety and health procedures.

Minimum Education: Bachelor's Degree in applicable discipline, or equivalent education/experience, and Certification (CIH or CSP).

Certified Industrial Hygienist II

Minimum/General Experience: 4 years experience performing non-routine functional activities involved in the design and implementation of industrial hygiene programs. A Master's degree substitutes for 2 years of experience. Exercises independent judgment, as well as a high level of analytical skill.

Functional Responsibility: Designs and implements training, occupational air monitoring, audits, and related industrial hygiene programs. Possesses and applies comprehensive knowledge. Plans and conducts assignments, generally involving larger and more important projects or multiple projects. May lead or direct projects.

Minimum Education: BS/applicable discipline, or equivalent education/ experience, Certification (CIH) Required.

Senior UXO Supervisor (SUXOS)

Minimum/General Experience: 15 years UXO experience, which shall include 5 years in supervisory positions. A SUXOS must be able to fully perform all of the functions of UXO Sweep Personnel and UXO Technicians I, II, and III.

Functional Responsibility: Plans, coordinates, and supervises all contractor on-site OE activities;

prepares standing operating procedures (SOPs) for OE operations, ensuring compliance with DOD directives as well as local, state, and Federal statues and codes; and certifies Ammunition, Explosives, and Dangerous Articles (AEDA) and/or range scrap as ready for turn-in or disposal in accordance with current policies. The SUXOS must also be fully capable of supervising multiple project teams which may be performing OE and OE-related activities: e.g., vegetation removal; land surveying; reconnaissance and classification of OE, pyrotechnic items, and military explosives and demolition materials; locating surface and subsurface OE; destroying UXO and OE by burning or detonation; and/or transporting and storing OE and demolition material.

Minimum Education: Graduate from either U.S. Army Bomb Disposal School, U.S. Naval EOD School, or EOD Assistants Course.

UXO Quality Control Specialist (UXOQCS)

Minimum/General Experience: At least 10 years UXO experience and experience in OE clearance operations and supervising personnel. A UXOQCS must be able to fully perform all of the functions enumerated for UXO Sweep Personnel and UXO Technicians I, II, and III.

Functional Responsibility: Must have the specific training, knowledge, and experience necessary to fully implement the contractor’s QC plans. In addition, the UXOQCS must have the ability to implement the OE specific sections of the Quality Control Program for all OE-related evolutions; conduct quality control inspections of all OE and explosives operations for compliance with established procedures; and direct and approve all corrective actions to ensure all OE-related work complies with contractual requirements.

UXO Safety Officer (UXOSO)

Minimum/General Experience: At least 10 years UXO experience and experience in OE clearance operations and supervising personnel. A UXOSO must be able to fully perform all of the functions of UXO Sweep Personnel and UXO Technicians I, II, and III.

Functional Responsibility: This individual shall have the specific training, knowledge, and experience necessary to implement the Site Safety and Health Plan (SSHP) and verify compliance with applicable safety and health requirements. In addition, the UXOSO must have the ability to implement the approved

OE and explosives safety program in compliance with all DOD, Federal, state, and local statutes and codes; analyze OE operational risks, hazards, and safety requirements; establish and ensure compliance with all site specific safety requirements for OE and explosives operations; enforce personnel limits and safety exclusion zones for OE clearance operations, UXO and explosives transportation, storage, and destruction; conduct safety inspections to ensure compliance with OE and explosives safety codes; and operate and maintain air monitoring equipment required at a site for airborne contaminates.

Health Physicist III

Minimum/General Experience: 5 to 7 years relevant experience. Provides senior level expertise in areas of health physics and radiation protection as well as project management and/or other related disciplines.

Functional Responsibility: Responsible for all aspects of radiation safety including evaluation, monitoring, industrial hygiene, and mixed waste handling procedures. Will work closely with project staff to ensure proper radiation planning is included in project safety plans including proper radiation monitoring, protective clothing, and disposal. Will also be responsible for all radioactive analytical instruments and test equipment and will act as liaison with the Nuclear Regulatory Agency and project management.
