Service Contract Act: The Service Contract Act (SCA) is applicable to this contract as it applies to the entire PSS Schedule and all services provided. While no specific labor categories have been identified as being subject to SCA due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCA eligible labor categories. If and / or when the contractor adds SCA labor categories / employees to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCA matrix identifying the GSA labor category titles, the occupational code, SCA labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.

LABOR CATEGORY DESCRIPTIONS

Program Director Minimum Experience: 10 years Minimum Education: BA/BS

Functional Responsibility: Performs organizational assessments and develops plans for focusing and implementing strategies. Prepares mission and vision statements, plans, and related doctrine to guide efforts toward implementation. Generally manages larger or more complex projects within a business practice or technical service area, or multiple tasks. Provides final quality assurance for all work products and serves as oversight for the Project Manager.

Project Manager Minimum Experience: 8 years Minimum Education: BA/BS

Functional Responsibility: Directs, plans, organizes, controls and manages projects to ensure that all contractual obligations are fulfilled in an efficient and timely manner. Oversees project, assigns personnel, develops schedule and implementation plan. Formulates and enforces work standards, develops schedules, reviews work discrepancies, and communicates agency policies and goals to project team. Reviews and approves work products, and serves as primary project point-of-contact with the customer.

Minimum Experience: 5 years Minimum Education: MA/MS

Functional Responsibility: Highly skilled subject matter expert in a particular technical or non-technical discipline.

Recognized expert in field. May provide analyses of customer programs, survey data, performance measurement, or business processes. Formulate recommendations for organizational improvements.

Senior Analyst Minimum Experience: 4 years Minimum Education: MA/MS

Functional Responsibility: Elicits, analyzes, communicates and validates project requirements to meet project objectives. Develops analytical frameworks and analyzes data that leads to the production of high quality documentation. May direct the activities of less experienced team members.

Analyst

Minimum Education: BA/BS

Functional Responsibility: Participates in devising, gathering, monitoring and updating client requirements.

Understands and solves problems. Uses various software applications and other statistical methodologies.

Communicates ideas and solutions to problems. Provides analytical support in areas such as program evaluation and assessment, strategic and business planning, and operations research. May provide insight into the business or technical discipline under evaluation.

Junior Analyst Minimum Experience: 3 years Minimum Education: BA/BS

Functional Responsibility: Provides data collection and analytical support to the project team. Prepares graphs, tables, charts and diagrams.

Meeting Facilitator/Trainer

Minimum Education: BA/BS

Functional Responsibility: Manages meeting facilitation efforts, including the planning and design of the meeting, the agenda, the analysis of data and the final report. Provides meeting leadership and team building techniques.

Experience & Degree Substitution Equivalencies
