Service Contract Act: The Service Contract Act (SCA) is applicable to this contract as it applies to the entire Professional Services Schedule (PSS) Schedule and all services provided. While no specific labor categories have been identified as being subject to SCA due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCA eligible labor categories. If and / or when the contractor adds SCA labor categories / employees to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCA matrix identifying the GSA labor category titles, the occupational code, SCA labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.

Labor Category Descriptions

Senior Manager/ Senior Analyst

SIN 874-1, 874-4, 874-7

1. Scope: Provides oversight and management to multiple sizeable programs involving multiple project teams.

The Senior Manager/Senior Analyst maintains and manages relationships with Program-level management within customer organizations. The Senior Manager/Senior Analyst is responsible for communicating program status, including all relevant tasks and their potential impact on the customer’s strategic vision.

The Senior Manager/Senior Analyst is responsible for ensuring quality standards on all task orders.

2. Requirements: Minimum Level (4) Project and Program Management experience, Project Management Professional (PMP) certification preferred, 6 Sigma “Black-belt” certification preferred, Graduate Degree(s) in Organizational Effectiveness, Social Sciences and/ or equivalent higher education, and over 20 years of consulting/ group facilitation experience managing, leading large projects and programs for State and Federal Government clients. Maintains or capable of obtaining a Top Secret (TS/SCI) clearance.

Principal Staff Senior Analyst

1. Scope: Performs a variety of senior tasks in support of customer requirements. The Principal Staff Senior Analyst is a lead educational instructor and will lead in periods of instruction and curriculum design. The Principal Staff Senior Analyst performs tasks including conducting research, conducting literary reviews, organizing information, risk analysis, problem solving, predictive analysis, and also may provide consulting and advising to HGCG Team members and Leads and will provide subject matter expertize and other unique technical knowledge in support of projects or programs.

2. Requirements: Minimum Level (4) Project and Program Management experience, Project Management Professional (PMP) certification preferred, 6 Sigma “Black-belt” certification preferred, Graduate Degree(s) in Organizational Effectiveness, Social Sciences and/ or equivalent higher education. Experience in managing dynamic teams and staffs in stress-full environments and situations. Over 20 years of consulting/ group facilitation experience managing, leading large projects and programs for State and Federal Government clients. Maintains a current Top Secret (TS) clearance or is capable of obtaining a

TS/SCI.

Operations Analyst (Overseas)--Defense Readiness Reporting System--DRRS specific

1. Scope: The Operational Analyst (Overseas) must be knowledgeable of the military readiness system, Defense Readiness Reporting System (DRRS), and the USFOR-A (Afghanistan) / IJC (International Joint Command) readiness process. The Operational Analyst will be responsible for assisting in updating DRRS on a monthly basis, or whenever there is a change in the command’s readiness posture.

This includes coordinating and facilitating required briefings for Senior Officers/Government Civilians up to 4 star rank or equivalent. The Operational Analyst must conduct periodic training for staff officers/NCOs responsible for updating DRRS, and will be responsible for training and certifying select personnel on DRRS. The Operational Analyst will serve as an adjunct staff officer, working for the command readiness section, and will do the majority of data entry and quality assurance for DRRS.

Additionally, this person will do gap analysis and help coordinate and identify risk mitigation strategies for the command. The Operational Analyst will provide DRRS expertise and consultation to the USFOR-A Commander and his designated representative. Specific responsibilities will include:

• Provide detailed support on the policy, plans, procedures, actions, and milestones necessary for the efficient implementation of DRRS, and specifically the requirements in DTM 11-002.

• Facilitate and implement standard operating procedures and training related to DRRS.

• Possess a working knowledge of doctrine, policies, directives and DOD/CJCS publications related to readiness and DRRS.

• Perform duties in the country of Afghanistan working in the Joint Operation Center in 6 day shifts.

Rotational shifts will be used due to the dangerous, stressful work environment and work shifts of 12 hours a day.

• Maintain/refine METL and COIN assessments on continuous basis.

• Attend command and staff briefings, looking for opportunities to use/market DRRS.

• Provide feedback to the Commander and Staff on policy, terms, procedures, and other requirements necessary to successfully implement DRRS and DTM 11-002.

• Train staff action officers/NCOs on the use of DRRS.

• Facilitate periodic JMETL refinement workshops.

• Facilitate monthly DRRS assessments, gap analysis, and risk mitigation strategies.

• Maintain USFOR-A readiness battle rhythm for readiness reporting, insuring any major changes in readiness are updated ASAP in DRRS.

o Work with other service readiness officers and staff personnel in the readiness community to maintain situational awareness on readiness issues in theater.

o 2 weeks prior to the formal monthly DRRS assessment, begin working with staff subject matter experts to update their respective DRRS assessments.

o Work to ensure emphasis on reporting retrograde readiness issues via the command JMETL and Capability Tree functionality in DRRS.

o Staff the consolidated assessments through the J3 and Chief of Staff for approval, to the Commander, USFOR-A.

o Work with the Commander, USFOR-A and Commander, IJC to initiate reporting procedures related to Security Force Assistance and readiness issues related to the Afghan National Security Forces. Determine the best way to report these issues via DRRS.

o Provide monthly in progress reviews and situational updates via SIPRNET email or secure phone to the DRRS Implementation Office.

2. Requirements: An Operational Analyst Level 1 (Overseas) must have the following qualifications:

• Retired (or pending retirement) O5-O6

• Possess a College Degree

• Have a current SECRET security clearance (capable of maintaining a TS/SCI)

• Have a military operational background with experience at an operational level Headquarters

• Be computer literate, with knowledge of MS WORD, EXCEL, and POWERPOINT

• Have knowledge and experience with military readiness reporting systems

• Must successfully complete the DRRS Certification Program within 60 days after hire

• Must be able to work in a dynamic, fluid, team environment

• Must be able to achieve specific mission objectives within stated deadlines

• Must be capable of executing tasks independently and with demonstrated working knowledge of DRRS development and implementation. The individual shall be familiar with DRRS-related policies and procedures, as well as have extensive expertise and experience with the following:

o Defense Readiness Reporting System (DRRS) o DRRS Training and Education Requirements o J/METL Development o Joint Training System (JTS) o Joint Training Information Management System (JTIMS) o Use of DRRS as an operational tool o Joint and Service Planning and Operational Concepts and Systems o Department of Defense Strategic Policy, Planning, and Implementation Processes and Procedures as they relate to readiness and training o Recommended PMP, and or Lean 6 Sigma Black-belt certifications

Staff Analyst Level III

1. Scope: An executive that provides operational experience, direction, and expert judgment, project management. Maintains productive and effective relationships with client operational leadership and management in order to support clients in achieving operational mission performance goals. Provides subject matter expert (SME) advice in specialized operational areas. SME in problem solving, meeting facilitation, briefing at the SES/4 Star level, capable of senior level management, deliberate and or crisis action planning. Certified JPME instructor with over 3 years of classroom instructional experience teaching JPME certified curriculum. Provides quantitative ad qualitative metric analytics concerning classroom student statistics and success rates. Experienced facilitator of group after action reviews and feed-back analysis.

2. Requirements: Minimum of 20 years of Project and Program Management experience, Project

Management Professional (PMP) or PM certification, Lean 6 Sigma “Black-belt” certification/ or proven management and leadership experience at the senior level (DoD, OSD and or Business), Graduate Degree(s) in either Organizational Effectiveness, Business Management, Social Sciences and/ or equivalent higher education, and over 20 years of group facilitation experience managing, leading large projects, organizations and programs for Department of Defense, State and Federal Government clients. Certified JPME instructor with a minimum of 3 years of classroom instruction of JPME certified curriculum. Proven JPME curriculum design and instructional abilities. Capable of world-wide deployments in support of the customer deliverables. Must maintain a Secret Security Clearance and be able to obtain a TS/SCI. Current TS clearance preferred.

Staff Analyst Level II

1. Scope: An operationally experienced mid-level manager and leader. Capable of integrating into an organization’s operational staff with minimal organizational internal or external transitional training.

Capable of working within a staff in problem solving, deliberate and crisis action planning, and project management. Maintains productive and effective relationships with client operational managers in order to support clients in achieving operational mission performance goals. Provides subject matter expert (SME) advice in specialized operational areas. Certified adult educator capable of conducting classroom education and training.

2. Requirements: Must have a MA or MS degree. Must have a minimum of 6 years of operational experience in problem solving, mission analysis and has worked within a high performance team. Recommended Education instruction certification and experience and or JPME certification. Must have a Project

Management certification. Must be capable of briefing products at a mid-level management level. Must work smoothly within an organizational staff and of high performance work team. Must maintain a Secret Security clearance and be capable of obtaining up to a TS/SCI. Can conduct classroom instruction. Can develop training materials, deliver materials in a classroom environment, can create period of instruction (POI) and curriculum design.

Staff Analyst Level I

1. Scope: An operationally experienced mid-level manager and leader. Capable of integrating into an organizations operational staff with some organizational internal or external transitional training. Capable of working within a staff in problem solving, deliberate and crisis action planning and project management. Maintains productive and effective relationships with client operational managers in order to support clients in achieving operational mission performance goals. Provides subject matter expert (SME) advice in specialized operational areas. Can conduct classroom adult education and training.

2. Requirements: Must have a BS or BA degree. Must have a minimum of 4 years of operational experience in problem solving, mission analysis and has worked within a high performance team. Must be capable of briefing products at a mid-level management level. Must work smoothly within an organizational staff and of high performance work team. Must maintain a Secret Security clearance and be capable of obtaining up to a TS/SCI. Recommended Education certification and experience or JPME (Joint Professional Military Education) certifications.

Staff Member Level 3--Special Projects

1. Scope: Experienced Staff Member (Project Manager) for Special Projects. Project manager uses methodologies, processes and procedures that are aligned to the PMP standards. Project Manager has subject matter expertise in the contract areas required. Staff Member is capable of facilitating a high performance work teams effort and aligning the effort to the specific problem set. Staff Member Level III is trained and educated in both PM and 6 Sigma methodologies. Staff Member Level III is a SME (Subject Matter Expert) in education and organizational effectiveness.

2. Requirement: Staff Member Level 3 must have a BS or BA degree in social sciences, education and or management. Must have over 5 years of experience working within a high performance staff of a medium to large organization. Must have over 24 months of Lead Project Manager experience. Project Manager certification recommended and desired. Must have over 5 years as a Lead staff member, educator and or facilitator of projects associated with education and or adult learning desired. Must be capable of facilitating adult education and training. Must be capable of classroom instruction and creation of Period of Instruction (POI) and or curriculum design.

Staff Member Level 2 --Special Projects

1. Scope: Staff Member (Project Manager) for Special Projects. Project manager uses methodologies, process and procedures that are aligned to the PMP standards. Project Manager has subject matter expertise in the contract areas required. Staff Member is capable of participating in a high performance work teams efforts and aligning the efforts to mission accomplishment. Staff Member Level II is trained and educated in both PM and 6 Sigma methodologies. Staff Member Level 2 is a SME (Subject Matter Expert) in education and/or organizational effectiveness.

2. Requirements: Staff Member Level 2 must have a BS or BA degree in social sciences, education and or management. Must have over 2 years of experience working within a high performance staff of a medium to large organization. Must have over 2 years as a staff member, educator and or facilitator of projects associated with education and or adult learning. Teacher certification desired. Must be capable of facilitating adult education and training. Must be capable of classroom instruction and creation of Period of Instruction (POI) and or curriculum design.

Staff Member Level I --Special Projects

1. Scope: Staff Member Level 1 for Special Projects. Follows methodologies, processes and procedures that are aligned to the PMP standards. Staff Member Level 1 has subject matter expertise in the contract areas required and is capable of participating in a high performance work team effort and aligning the effort to mission accomplishment. Staff Member Level I is trained in both PM and 6 Sigma methodologies. Staff Member Level I is a SME (Subject Matter Expert) in education and/or organizational effectiveness.

2. Requirements: Staff Member Level I must have a minimum of an Associates Degree. A BS or BA degree is desired. Must have over 1 year of experience working within a high performance staff of a medium to large organization. Must have at least 1 year as a staff member, educator and or facilitator of projects associated with education and or adult learning. Must be capable of facilitating adult education and training. Must be capable of classroom instruction and creation of Period of Instruction (POI) and or curriculum design.
