LABOR CATEGORY DESCRIPTIONS

ADMINISTRATIVE MANAGER

Minimum/General Experience: 4 Years of Experience

Functional Responsibility: Provides leadership duties for administrative and business support personnel. Includes reviewing client requirements and assigning admin resources to fulfill those requirements. Includes all labor efforts identified as business and finance in nature, including but not limited to project control, finance and accounting, project planning and scheduling, and cost estimating. May provide daily supervision and direction to other administrative staff.

Performs complex evaluations of existing procedures, processes, techniques, models, and/or systems related to management problems or contractual issues that would require a report, and recommends solutions. Principal duties may include, but are not limited to, preparing work breakdown structures, managing schedules, developing charts, tables, graphs, and diagrams to assist in analyzing problems.

Minimum Education: Bachelor’s degree

ANALYST

Minimum/General Experience: 5 Years of Experience

Functional Responsibility: Performs all labor efforts identified as programmatic and analytical in nature. Skilled in the analysis, planning, design, development, implementation and support of various functional areas such as acquisitions, financial management and accounting, resource management, logistics, program analysis and documentation, project planning and scheduling, risk analysis, technology planning, process improvement, workload analysis, mission planning, communication and marketing, configuration management, quality assurance, test and evaluation, and independent verification and validation. Performs complex evaluations of existing program options, acquisition strategies, communication strategies, management procedures, processes, techniques, models, and/or systems related to program issues which would require a report and recommend solutions. Duties may include the formulation of project goals and objectives, data collection plans, analysis plans, appropriate concept development, solution finding, stakeholder analysis, risk assessment and evaluation of operational benefits. Must have appropriate education and expertise to receive guidance from senior level managers / engineers /scientists and work independently to complete tasks and provide support in functional areas.

ENGINEERING/SCIENTIFIC/PROJECT MANAGER

Minimum/General Experience: 2 years of direct program/project management experience

Functional Responsibility: Provides technical and managerial leadership of assigned tasks/projects, including requirements analysis, contract and subcontractor management, resource management, and budget and financial activities. Performs high‐level technical services on assigned tasks as well as contract administration duties such as reporting, budgeting, and task projections. Schedules and directs activities of staff to ensure quality deliverables;

conducts planning and provides recommendations to client on task workload; attends customer meetings and may serve as primary client liaison interacting with vendors, other agencies, and other client staff on behalf of the client.

Coordinates development of deliverables and products and ensures quality assurance of project deliverables. Leads the design and development of systems, applications, and/or databases; performs systems analysis and makes recommendation for purchases of new equipment. Provides technical subject matter expertise in assigned functional area and trains end users in various technologies. Ensures compliance with relevant corporate and government policies and standards and maintains all necessary documentation related to assigned tasks and projects. Requires knowledge of the principles, methods, and techniques used in project management and knowledge of the principles, methods, and techniques used in area of technical expertise. Must have the ability to schedule, supervise, coordinate, and monitor the work of others and be able to manage multiple tasks within assigned projects.

EXPERIMENTAL TECHNOLOGIES ENGINEER

Minimum/General Experience: 2 Years of Experience

Functional Responsibility: Participates in the appropriate meetings, forums, and conferences to coordinate and maintain a situational awareness of industry leading scientific and technological (S&T) advancements that may have a positive impact on the overall mission of the customer. Drafting, reviewing, and making recommendations on S&T documentation and policies; Maintain a demonstrated knowledge of the S&T Process, S&T directives, and S&T publications within the respective Agency or Organization; Demonstrated experience exploring emerging and mature technological solutions and their potential application in support of future concepts and requirements; In military organizations, may have a demonstrated understanding of the conduct of military operations (tactics, techniques, technologies, and procedures) and/or experience in military operational planning; Typically maintains technical writing skills commensurate with article submission to industry related publications.

MANAGEMENT ANALYST I

Minimum/General Experience: 0 Years of Experience

Functional Responsibility: Conducts organizational studies and evaluations, designs systems and procedures, performs work simplification and measurement studies, and prepares operations and procedure manuals to assist management in operating more efficiently and effectively. Performs analyses of existing policies and procedures, organizational change, communication strategies, information management, integrated production methods, inventory control, or cost analysis. Identifies nature and scope of processes that can be automated and or realigned.

Conducts interviews with stakeholders to retrieve essential information to conduct analyses and verify facts.

Documents findings and prepares recommendations for implementation of new systems, procedures, or processes.

May prepare manuals and train workers in use of new forms, reports, procedures or equipment, through the use of multimedia/interactive, train‐the‐trainer and instructor‐led/classroom‐ based training programs. Researches (through quantitative and qualitative methods), plans and executes complex marketing, public relations, branding, and communications strategies consisting of long term plans and multipledeliverables.

MANAGEMENT ANALYST II

Functional Responsibility: Junior level Program Manager. Serves as the Contractor's primary contract manager, and shall be the contractor's authorized interface with the Government Contracting Officer (CO), the contract level Contracting Officer's Representative (COR), government management personnel and other customer or agency representatives. Responsible for formulating and enforcing work standards, assigning contractor schedules, reviewing work discrepancies, supervising contractor personnel and communicating policies, purposes, and goals of the organization to subordinates. Responsible for the effective management of contract requirements, budgets, deliverables, and personnel; Interfaces and coordinates with the customer; Integrates all functions and activities necessary to perform the program/project to meet the client or customer requirements; Ensures corporate policy and directives are followed; Is accountable for the quality and timely delivery of all contractual items; Operates within client guidance, contractual limitations, and company business and policy directives. Ensures that all required resources including a properly skilled work force, production standards, and facilities are available for program implementation. May perform other duties in addition to those of Program Manager.

Minimum/General Experience: 5 years in a communications/public relations related field

Functional Responsibility: Plans and coordinates public affairs communication, events and activities to support the mission, objectives, and goals of the client’s organization helping to maintain the relationship between an organization and the public; Establishes and maintains relationships with key personnel, communications staff, as well as organizational stakeholders across all functional areas to ensure effective communications and change readiness capabilities. Collaborates with clients to develop successful communications strategies; Plans, prepares and disseminates publicity concerning the client’s organization through newspapers, periodicals, and audio and visual communications media, including the Internet; develops and implements public relations and communications plans. Functional Responsibility: Performs Science and Technology (S&T) portfolio management for planning, research and development, and integration efforts for science and technology improvements across the contract or organization. Collaborates with organizational stakeholders to develop the vision, policies and strategies needed to make use of scientific research and technological development. Analyzes requirements for service improvements and develops potential scientific and technological solutions through coordination with partners and external research communities and sponsors applied research and development of programs/projects to address these requirements. Monitors the organizations S&T program to ensure technical quality, responsiveness to requirements and timely transition of products. Provides a centralized coordination and management of field‐driven innovation and research to operations transition programs and processes. Typical activities include but are not limited to,
