CURRENT AND PROPOSED REGULATIONS
Through annual refresher training, attending association trade functions, networking with associates, regulatory agencies, and contractors, and continued employment in the industry, JEC stays up to date on the issues affecting the environmental consulting field.
COST MANAGEMENT CAPABILITIES
JEC has demonstrated the ability to effectively manage costs on abatement projects. JEC has proven time and again that it is able to obtain better pricing from abatement contractors on the same projects as its competitors. JEC is able to do this through a creative procurement system that takes advantage of openings in the abatement contractor’s schedule.
JEC is also able to obtain competitive pricing from abatement contractors due to a long and mutually beneficial relationship with a handful of trust-worthy contractors. JEC has a reputation as a fair consultant. JEC respects the contractors we work with. We respect their time, their employees, and their right to make a fair profit from their work. JEC is known to produce project specifications that comply with the Owner’s needs and State and Federal regulations, but don’t include superfluous requirements to artificially extend the project and drive the cost higher. JEC has a reputation for letting the contractor work. We are there to ensure compliance with the rules, document that compliance, collect air samples, and to protect the Owner’s interest and liability. We are not there to beat the contractor about the head with a thick set of project specifications. It takes experienced project managers to learn these nuisances; therefore, JEC’s three key personnel, Mr. Jenkins, Mr.
Bishop, and Mr. Cosgrove have over 60 years combined experience in the business and are very involved in all projects.
Service Contract Act: The Service Contract Act (SCA) is applicable to this contract as it applies to the entire
Professional Services Schedule (PSS) and all services provided. While no specific labor categories have been identified as being subject to SCA due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29
CRF 541.300), this contract still maintains the provisions and protections for SCA eligible labor categories. If and
/ or when the contractor adds SCA labor categories / employees to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCA matrix identifying the GSA labor category titles, the occupational code, SCA labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.
