The Service Contract Act (SCA) is applicable to this contract and it includes SCA applicable labor categories. The prices for the cited SCA labor categories are based on the U.S. Department of Labor Wage Determination Number(s) identified in the SCA matrix and above. The prices offered are based on the preponderance of where work is performed and should the contractor perform in an area with lower SCA rates, resulting in lower wages being paid, the task order prices will be discounted accordingly.
Labor Category Descriptions
Functional Analyst III:
Provides analysis and assistance in the areas of logistics transportation, maintenance, supply, similar logistics fields and for future military capabilities. Areas of analysis and study include documentation, configurations, concepts, feasibility studies, alternative analysis, and functional description, planning and experimentation. Qualifications:
a. Bachelor’s Degree required.
b. Four (4) years’ experience in the application and techniques for supporting logistical planning and control.
c. Demonstrated experience in the development of logistics management planning for large and small organizations. Demonstrated capability in the analysis of program logistical needs, development of short and long-range logistic plans, budget analysis, and data base development for logistical use.
d. Three (3) years’ experience with and knowledge of military logistical management procedures and systems.
Program Management Specialist:
Provide in-depth knowledge of systems engineering process, including planning, analysis, design, configuration management, development integration, verification and validation, and cost and risk. Translates customer requirements into hardware and software specifications, while working with the design, development, and test teams in support of advanced software/hardware efforts. Develop standards and guidelines for tasks being performed. Provide highly technical expertise and guidance in solving complex engineering problems. Qualifications:
a. Experience in one or more of the following disciplines are required: electronic warfare; navigation; command, control, and communications; avionics; data and information processing, or design engineering
b. Bachelor's Degree in logistics or a related scientific/technical discipline is required.
c. Must have fifteen (15) years’ experience in acquisition, sustainment of military systems and, if required, Foreign Military Sales (FMS) requirements and regulations.
Electrical Engineer:
Provide in-depth knowledge of systems engineering process, including planning, analysis, design, configuration management, development integration, verification and validation, and cost and risk. Translates customer requirements into hardware and software specifications, while working with the design, development, and test teams in support of advanced software/hardware efforts. Develop standards and guidelines for tasks being performed. Provide highly technical expertise and guidance in solving complex engineering problems. Qualifications:
a. Bachelor’s degree in engineering OR mathematics/physical science degree with an Engineer in Training (EIT) Certificate
a. Seven (7) years direct experience in a relevant engineering activity is required.
b. Must have progressive experience in complex military electrical and/or electronic systems such as aircraft power distribution systems, microprocessor-based systems, real-time networks, computer graphics, and analog and digital electronics.
c. Experience shall include design, development, and integration of complex military electrical and/or electronic systems; plus experience in overseeing design and development of hardware projects.
Mechanical Engineer:
Position requires the ability to design and implement cost – effective equipment modifications to help improve safety, reliability and throughput. Requirements will include developing, testing and evaluating theoretical designs; discussing and solving complex problems with manufacturing departments, sub-contractors, suppliers and customers; making sure a product can be made again reliably and will perform consistently in specified operating environments; managing projects using engineering principles and techniques; planning and designing new production processes; producing details of specifications and outline designs; recommending modifications following prototype test results; using research, analytical, conceptual and planning skills, particularly mathematical modeling and computer-aided design; considering the implications of issues such as cost, safety and time constraints; working with other professionals, within and outside the engineering specialty. Qualifications:
a. Bachelor’s degree in engineering OR mathematics/physical science degree with an EIT Certificate.
b. Seven (7) years direct experience in a relevant engineering activity is required.
Test Engineer:
Provide highly technical expertise and skills for design, performance, analysis, and reporting of tests on complex, mechanical, electromechanical and electrical/electronic systems such as developmental tests, operational tests, qualification tests, reliability tests, and all types of environmental tests. Participate in hardware/software evaluations; Develop standards and guidelines for tasks being performed. Qualifications:
a. Bachelor’s degree in engineering OR mathematics/physical science degree with an EIT Certificate.
b. Seven (7) years direct experience in a relevant engineering activity is required.
Data Management Specialist:
Possessing current knowledge and working experience of a wide variety of logistic support activities including but not limited to, determination of fund requirements, supply support systems, and the ability to integrate the separate functions in planning and implementing a logistics management program. Need working knowledge of program planning, funding, and logistics management information systems. Must have skills in analyzing, evaluating, interpreting readiness factors and formulating procedural solutions to problems. Qualifications:
a. High School diploma
b. Must be proficient in Microsoft Word, Excel, Project, and PowerPoint
c. Must have Five (5) years’ experience in the data entry field and be able to apply varied and advanced functions of word processing software to create, format, modify, and print a variety of documents.
d. Must be familiar with advanced functions to generate tables of contents, to import graphs or databases, and to create glossaries and align columns.
Financial Management Specialist:
Position requires experience and ability to perform detailed and complex calculations, plus knowledge of practices/principles necessary to access advanced systems and concepts and familiarity with the Military budgetary processes. Qualifications:
a. Must have a minimum of five (5) years of experience and a Bachelor's degree in business or related field.
b. Six (6) years' experience as financial/budget analyst may be substituted for the degree requirement
Equipment Specialist:
Possessing current, direct aircraft maintenance and program management knowledge and experience in support of all/some of the rotary wing branch weapon systems (H-60, UH-1H/V, UH-1N, TH-1H, and CV-22 aircraft) is extremely desirable. Duties will include Inventory Locator Service (ILS) administration, including supply, purchasing, provisioning, design, modification, reliability, validation, and maintainability analysis of military systems/equipment required environmental tests. Qualifications:
a. Bachelor’s degree (business or logistics) is required.
b. Five (5) years’ experience in the area of ILS administration, including supply, purchasing, provisioning, design, modification, and reliability, validation, and maintainability analysis of military systems/equipment required.
Logistician:
Possessing current knowledge and working experience of a wide variety of logistic support activities including but not limited to, determination of fund requirements, supply support systems, and the ability to integrate the separate functions in planning and implementing a logistics management program. Need working knowledge of program planning, funding, and logistics management information systems. Use of configuration and logistics management systems for sustainment of military products, systems, or equipment; Plan, schedule, and implement logistic program activities from conceptual stage through life cycle of product. Coordinate logistics activities between the Government and vendors. Qualifications:
a. Must have skills in analyzing, evaluating, interpreting readiness factors and formulating procedural solutions to problems.
b. Bachelor’s degree in logistics or a related scientific/technical discipline is required
c. A Certified Professional Logistician (CPL) certificate with five (5) years related experience may be substituted for the Bachelor's degree.
d. Must have five (5) years’ experience in: (1) use of configuration and logistics management systems for sustainment of military products, systems, or equipment; (2) planning, scheduling, and implementation of logistic program activities; and (3) coordinating logistics activities between the Government and vendors.
Cost Analyst:
The Cost Analyst shall have technical, educational, and functional expertise. The Cost Analyst shall have expertise in the English language and the use of ADP equipment and numerous software packages such as Microsoft Outlook, PowerPoint, Word, and Excel. Analytical and mathematical skills to extrapolate and forecast requirements using sound and logical methodology. The Cost Analyst duties are the following: Financial Reports, Computer Spreadsheets, Computer Presentations, Un-liquidated Obligations, Reimbursable Program, Personnel and Manpower review, Document Preparation, Regulations, Queries, Financial System Input and Management. Qualifications:
a. Minimum--Bachelor’s Degree in business/finance AND a demonstrated ability to accomplish stated tasks.
b. Minimum of 5 years’ experience.
c. Have extensive budget knowledge, financials systems skills, government budget experience, (General Fund Business Enterprise System)--GFEBS experience.
d. Ability to type at least 40 wpm with an emphasis on almost error-free capabilities.
Budget Analyst:
The Budget Analyst shall have technical, educational, and functional expertise. The Budget Analyst shall have expertise in the English language and the use of ADP equipment and numerous software packages such as Microsoft Outlook, PowerPoint, Word, and Excel. Analytical and mathematical skills to extrapolate and forecast requirements using sound and logical methodology. The Budget Analyst duties are the following: Budget Formulation, Reports, Computer Spreadsheets, Computer Presentations, Un-liquidated Obligations, Reimbursable Program, Personnel and Manpower review, Document Preparation, Regulations, Queries, Financial System Input and Management. Qualifications:
a. Minimum - Bachelor’s Degree in business/finance AND a demonstrated ability to accomplish stated tasks.
b. Minimum of 5 years’ experience.
c. Have extensive budget knowledge, financials systems skills, government budget experience, (General Fund Business Enterprise System)--GFEBS experience.

Inventory Specialist:
Equipment storage, and inventory processes including but not limited to the receipt, storage, issue, accountability and preservation of organizational and installation equipment. Identification of equipment status to include completeness, serviceability, and accountability. Verification of part numbers, general quantity or condition, and label or data plate information. Support various stock/supply actions such as audits and inventory; Equipment preservation, wraps, covers, boxes, crates, and/or marks all material received for storage. Storage of material in appropriate/assigned locations ensuring storage site meets weight capacity, space, and security requirements. Moves materials from receiving area to storage/issue area. Field level maintenance activities, including but not limited to Preventive Maintenance Checks and Services (PMCS), and operator level functions. Movement of equipment in support of maintenance requirements, to include exercising and transport to source of repair. Qualifications:
a. High School diploma.
b. A valid DA Form 348
c. Two years of related experience
d. Knowledge of Technical Manuals (TMs), Supply Catalogs (SCs), Component Hand Receipts, and Shortage Annexes.
e. Knowledge of MS Word, Excel, PowerPoint, Access, Project, SharePoint, and other software programs to assist with special projects, process business unit invoices, and other compliance programs.
Data Entry Clerk:
Data Entry Clerks (DECs) who possess the ability to prepare necessary documentation (automated and manual) to account for property from the Unit supply level through hand-receipt holder level. The DECs will possess knowledge of standardized supply regulations, policies and procedures or other applicable guidance relating to receipt and/or issue of stock or property items. Additionally, the DEC PBUSE will possess knowledge of PBUSE data entry screens and perform the following functions at a minimum: manage Unit hand receipts, perform asset adjustments, lateral transfers and update authorizations on the property book, request equipment items, follow-up and cancel supply transactions, post supply status and receipt information to the activity register, create and print hand receipt, property book and activity register reports. Document actions in accordance with the Army Maintenance Management System using automated or manual systems. Integrated supply management for general supplies to include Class II, III(P), IV, VII, and IX and other Military time management systems. Qualifications:
a. High School diploma.
b. Two years of related experience
c. Experience in performing the following functions in PBUSE, check equipment availability, maintain equipment files, dispatch equipment, add/delete operators, enter equipment faults, schedule equipment maintenance, print dispatch control log, equipment service records, create maintenance work order/task and assign personnel.
d. Knowledge and experience in the use of Standard Army Maintenance System – Enhanced (SAMS-E), and Integrated Logistics Analysis Program (ILAP)
e. Knowledge/experience with the following programs:
· Enhanced Dollar Cost Banding (EDCB)
· Logistics Integrated Database (LIDB)
· Federal Logistics Information System (FLIS)/FEDLOG
· Readiness Predictive Analyzer (RPA) Supply Technician:
Logistical operations in supply accountability and asset visibility procedures, and the resolution of issues. Work within a framework of established supply regulations, policies, and procedures, or other governing supply management guidelines. Maintenance of historical files, Administrative Adjustment Reports, receipt, issue, and transfer documents. Property transfer, receipt, storage, and issue activities (including but not limited to posting and editing documentation within all appropriate STAMIS. Analysis of equipment on hand requirements (Class IX, VIII, VII, IV, and II) identifying potential shortages; requisitions material to meet requirements; inventory preparations, conduct, documentation, and reporting. Qualifications:
a. High School diploma
b. Must have 4 years of supply operations/property management experience
c. Two years of program related experience
d. Knowledge and experience with:
· Property Book Unit Supply- Enhanced (PBUSE)
· Standard Army Maintenance System-Enhanced (SAMS-E)
· Federal Logistics Information System (FLIS)/FEDLOG
· Microsoft Word, Excel, PowerPoint, and Access
Lead Supply Technician:
Lead Supply Technician must be proficient with PBUSE and possess the ability to independently analyze and resolve difficult issues and problems in the assigned area of responsibility involving accountability processes, work methods, supply data management or day-to-day operational procedures to manage complex classified supply programs. Logistical operations in supply accountability and asset visibility procedures, and the resolution of issues. Work within a framework of established supply regulations, policies, and procedures, or other governing supply management guidelines. Maintenance of historical files, Administrative Adjustment Reports, receipt, issue, and transfer documents. Property transfer, receipt, storage, and issue activities (including but not limited to posting and editing documentation within all appropriate STAMIS. Analysis of equipment on hand requirements (Class IX, VIII, VII, IV, and II) identifying potential shortages; requisitions material to meet requirements; inventory preparations, conduct, documentation, and reporting. Qualifications:
a. Seven (7) years of experience in or related to Property Book / supply and have worked at the Battalion level or higher.
b. They must possess a thorough knowledge of supply regulations and policies and the ability to manage multiple hand receipts and hand receipt holders.
c. Knowledge and experience with:
· Property Book Unit Supply- Enhanced (PBUSE)
· Standard Army Maintenance System-Enhanced (SAMS-E)
· Federal Logistics Information System (FLIS)/FEDLOG
· Microsoft Word, Excel, PowerPoint, and Access
Heavy Equipment Operator:
Equipment Operator & Storage Specialists (EOSS) are primarily responsible for operator level PMCS on all maintenance significant items and operating wheeled vehicles and equipment over varied terrain and roadways in support of LBE and PDTE operations. Field level maintenance activities, including but not limited to Preventive Maintenance Checks and Services (PMCS), and operator level functions. Equipment storage, and preservation, wraps, covers, boxes, crates, and/or marks all material received for storage; inventory processes. Moves equipment in support of maintenance requirements, to include exercise and transport to source of repair. Identification of equipment status to include completeness, serviceability, and accountability. Verification of part numbers, general quantity or condition, and label or data plate information. Support various stock/supply actions such as audits and inventory; wraps, covers, boxes, crates, and/or marks all material received for storage. Prepares vehicles for movement/shipment. Storage of material in appropriate/assigned locations ensuring storage site meets weight capacity, space, and security requirements. Checks proper loading and unloading of cargo on vehicles and trailers; Moves materials from receiving area to storage/issue area. Secures cargo (including BII / COEI, if present) against inclement weather, pilferage and damage. The EOSS will perform vehicle self-recovery and field expedients to include towing vehicles. Operation of material handling equipment and military vehicles to include those with a GVWR greater than 26,000lbs accordance with military requirements, safety restrictions and guidelines. Qualifications:
a. High School diploma.
b. Two years of related experience
c. Possess a Commercial Driver’s License (CDL) prior to hiring.
d. Knowledge of Technical Manuals (TMs), Supply Catalogs (SCs), Component Hand Receipts, and Shortage Annexes.
