Contract Overview
Under the General Services Administration federal supply schedule contract for Multiple Award Schedule (MAS), Contract #GS-00F-0036M, Techni-Core’s diverse and in-depth engineering and technical expertise is available to all federal government and other authorized agencies using a streamlined ordering process.
Techni-Core originally was awarded the professional engineering services contract on February 19, 2002. Based on Techni-Core’s superior performance, GSA exercised the second option on the professional engineering services contract to extend the ordering period through February 17, 2017, and again awarded Techni-Core with an “Evergreen” Option, extended our contract through February 18, 2022. The MAS contract is an indefinite delivery indefinite quantity multiple award schedule contract that provides for task orders to be placed as firm fixed-price or time and material task orders using the labor categories and ceiling rates defined in the contract. Order type is at the discretion of the ordering agency.
Under the federal supply schedule program, GSA enters into contracts with commercial firms to provide supplies and services at stated prices for given periods of time. Orders are placed directly with the schedule contractor, and deliveries are made directly to the customer. The federal supply schedule program provides customers with literally millions of state-of-the-art, high-quality commercial products and services at volume discount pricing on a direct delivery basis. The federal supply schedule program also offers the benefits of shorter lead times, lower administrative costs and reduced inventories. Multiple award schedule contracts are awarded to contractors supplying comparable commercial supplies and services at government negotiated, preapproved prices. They provide federal government agencies with the variety and the flexibility necessary to select the best value professional services to meet their requirements.
Contract Use
Multiple Award Schedule (MAS) contracts are awarded to contractors supplying comparable commercial supplies and services at government-negotiated, pre-approved prices. They provide federal agencies with the variety and the flexibility necessary to select the best-valued professional services to meet their requirements.
Consistent with the Competition in Contracting Act, multiple award schedule contracts are competitive in that participation in the program is open to all responsible sources, and orders placed following the procedures in Federal Acquisition Regulation 8.4 result in the lowest overall cost alternative. This contract is available to all federal government agencies as a source of engineering services for domestic and overseas use. Executive agencies, other federal agencies, mixed-ownership government corporations and the District of Columbia;
government contractors authorized in writing by a federal agency pursuant to 48 CFR 51.1; and other activities and organizations authorized by statute or regulation to use GSA as a source of supply may use this contract.
Additionally, contractors are encouraged to accept orders received from activities within the executive branch of the federal government. GSA Order ADM 4800.2F provides a complete list of authorized schedule users. The total price for services is established at the time the task order is placed and is based on the prices offered in the Techni-Core MAS Price List. The resultant task order details the estimated number of hours, the labor categories to be provided and any related items. If the ordering agency’s contracting officer chooses to purchase services on a labor hour (time and materials) basis, the resultant task order will specify the not-to-exceed price, the labor categories proposed (with the hourly rates for each) and any applicable travel and other direct costs.

Services include: applying physical laws and principles of engineering in the design, development, and utilization of machines, materials, instruments, processes, and systems. Services may involve any of the following activities: provision of advice, concept development, requirements analysis, preparation of feasibility studies, preparation of preliminary and final plans and designs, provision of technical services during the construction or installation phase, inspection and evaluation of engineering projects, and related services.
NOTE: Services under this SIN cannot include architect-engineer services as defined in the Brooks Act and FAR Part 2, or construction services as defined in FAR Parts 2 and 36.

Services include creating and developing designs and specifications that optimize the use, value, and appearance of their products. These services can include determination of the materials, construction, mechanisms, shape, color, and surface finishes of the product, taking into consideration human characteristics and needs, safety, market appeal, and efficiency in production, distribution, use, and maintenance.
Associated tasks include, but are not limited to computer-aided design, e.g. CADD, risk reduction strategies and recommendations to mitigate identified risk conditions, fire modeling, performance-based design reviews, high level detailed specification and scope preparation, configuration, management and document control, fabrication, assembly and simulation, modeling, training, consulting, analysis of single or multi spacecraft missions and mission design analysis.

SIN 541380: Testing Laboratory Services
Includes testing laboratory services and veterinary, natural, and life sciences; testing services and laboratories;
and other professional, scientific, and technical consulting services.
Testing and services include, but are not limited to: physical, chemical, analytical, or other testing services;
quality assurance; fire safety inspections; training; safety audits; relying upon experimental, empirical, quantifiable data, relying on the scientific method, and professional services, tasks, and labor categories in the fields of biology, chemistry, physics, earth sciences, atmospheric science, oceanography, materials sciences, mathematics, geology, astronomy, veterinary medicine, statistics, systems science, etc., (excludes social and behavioral sciences).

Complimentary Special Item Numbers (SINs)
SIN - Order-Level Materials (OLMs)
OLMs are supplies and/or services acquired in direct support of an individual task or delivery order placed against a Schedule contract or BPA. OLM pricing is not established at the Schedule contract or BPA level, but at the order level. Since OLMs are identified and acquired at the order level, the ordering contracting officer (OCO) is responsible for making a fair and reasonable price determination for all OLMs.
OLMs are procured under a special ordering procedure that simplifies the process for acquiring supplies and services necessary to support individual task or delivery orders placed against a Schedule contract or BPA. Using this new procedure, ancillary supplies and services not known at the time of the Schedule award may be included and priced at the order level.

This SIN may be used for orders and blanket purchase agreements that involve work or a project that is solely associated with the supplies and/or services purchased under this schedule.

Provide operating advice and assistance on administrative and management issues. Manages project operations and ensures production schedules are met. Ensures system resources are used effectively.
PRINCIPAL DUTIES AND RESPONSIBILITIES
1. Direct, plan, organize, control and manage the project to ensure that all contractual obligations are fulfilled in an efficient and timely manner.
2. Serve as point of contact with the Contracting Officer’s Representative and ensures proper relationships are established between customers, teaming partners, and vendors to facilitate the delivery of information technology services.
3. Provides users with computer output. Supervises staff operations. Coordinates the resolution of production-related problems.
4. Manages multiple concurrent analysis and development tasks, formulates and enforces work standards, develops schedules, reviews work discrepancies, communicates organizational policies, procedures and goals, manages and controls resources.
