APPENDIX A - LABOR CATEGORY QUALIFICATIONS

AcqSIS’ Services are available on an hourly basis for the labor categories described below.

AcqSIS offers its labor in accordance with its Commercial Price List and the Labor Categories provided therein The professional services-hourly rates may be purchased on an hourly basis in full-day (i.e., 8-hour) increments. The following pages provide descriptions of the hourly rate labor categories:

16. Program Manager Minimum/General Experience: Significant experience in program management on complex or long-term support efforts. Project experiences may include managing diverse teams, including contributors from multiple disciplines and subcontractors and projects covering multiple sites.

Knowledge of or experience with industry-recognized standards such as custom development methodologies, implementation lifecycles, Earned Value Management Systems (EVMS), and the SEI Capability Maturity Model (CMM) Functional Responsibility: Ensure projectsare conducted on-time, within budget, and in accordance with program requirements. Define project schedule, budget, and resource requirements. Communicates project status to customer and, project team. Define, evaluate, and optimize organizational solution structures Capable of directing multiple disciplines (functional teams, technical resources, Quality Assurance, and Program Management Minimum Education: Bachelor’s Degree in related area with 6+ years experience or Advanced Degree with 4+ years experience.

17. Senior Analyst Minimum/General Experience: Experience providing business, system, and process-oriented analysis combined with knowledge and understanding of applicable technical concepts and practices. Extensive experience in consulting service delivery with demonstrated successful completion of projects. Experienced in defining, developing, and structuring detailed and multi-dimensional analytic tools and methodologies. Experience in assessing, validating, and enhancing legacy analytic environments.

Functional Responsibility: Gather information to enhance customer analytic tools and processes.

Provides subject matter expertise in one or more organizational or business process areas.

Minimum Education: Bachelor’s Degree in related area with 5+ years experience or Advanced Degree with 3+ years experience.

18. Senior Functional Consultant Minimum/General Experience: Substantive functional experience which applies to two or more of the following areas: financial management; business process engineering; policy and procedure development and implementation; quantitative analysis; trade studies; acquisition management; management consulting; regulatory creation and enforcement; or business strategy design and execution.

Functional Responsibility: Supports senior level customer staff in above functional areas.

Provides enterprise level guidance and direction to teams consisting of customer representatives, cross-functional representatives, and/or other consulting staff. Mentors other consultants.

Provides subject matter expertise review for specialized business or process areas.

Minimum Education: Bachelor’s Degree in area related to functional expertise with 8+ years experience or Advanced Degree with 6+ years experience.

19. Functional Consultant Minimum/General Experience: Substantive functional experience in one of the following areas:

financial management; business process engineering; policy and procedure development and implementation; quantitative analysis; trade studies; acquisition management; management consulting; regulatory creation and enforcement; or business strategy design and execution.

Functional Responsibility: Supports project teams in the above functional areas. Provides project-level guidance and direction to team members and customer representatives. Supports research of specialized topics for cross-functional representatives, and/or other consulting staff.

May provide subject matter expertise review for specialized business or process areas.

Minimum Education: Bachelor’s Degree in area related to functional expertise with 6+ years experience or Advanced Degree with 4+ years experience.

20. Technical Consultant Minimum/General Experience: Substantive technical experience which applies to one or more of the following areas: engineering; science; information technology; mathematics; hardware design; software development; system integration; quality assurance; and technical documentation. Application of methodologies, standards, and frameworks to project execution, product development, and/or research and development activities.

Functional Responsibility: Supports project teams in the above functional areas. Provides project-level guidance and direction to team members and customer representatives. Supports research of specialized topics for cross-functional representatives, and/or other consulting staff.

May provide subject matter expertise for specialized technical areas and research.

Minimum Education: Bachelor’s Degree in area related to technical expertise with 6+ years experience or Advanced Degree with 4+ years experience.

21. Associate Technical Consultant Minimum/General Experience: Substantive training or practical experience in any of the following areas: engineering; science; information technology; mathematics; hardware design;

software development; system integration; quality assurance; and technical documentation.

Knowledge of methodologies, standards, and frameworks to project execution, product development, and/or research and development activities.

Functional Responsibility: Supports project teams in the above technical areas. Provides project-level guidance and direction to team members and customer representatives. Supports research of specialized topics for cross-functional representatives, and/or other consulting staff. May conduct topic-specific research for specialized technical areas.

Minimum Education: Bachelor’s Degree in area related to technical expertise with 4+ years experience or Advanced Degree with 2+ years experience.
