Service Contract Act: The Service Contract Labor Standards (SCLS) is applicable to this contract as it applies to the entire Multiple Award Schedule and all services provided. While no specific labor categories have been identified as being subject to SCLS due to exemptions for professional employees (FAR

22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCLS eligible labor categories. If and / or when the contractor adds SCLS labor categories / employees to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCLS matrix identifying the GSA labor category titles, the occupational code, SCLS labor category titles and the applicable

WD number. Failure to do so may result in cancellation of the contract.

(Current) Subject Matter Expert I Education Bachelor’s degree in economics, business, finance, management, operations research or related field. An equivalent combination of education and experience that provides comparable knowledge is acceptable. A post-graduate degree may substitute for two years of experience.

Qualifications/Experience Must have eight years of overall work experience with relevant experience in a specialized business or technical discipline or area. Must be able to communicate highly technical and specialized information to a variety of audiences orally and in writing. May have expert credentials or be recognized as an authority.

Functional Responsibility Develops requirements from a project’s inception to its conclusion in the subject matter area for simple to moderately complex systems. Assists other senior consultants with analysis and evaluation and with the preparation of recommendations for system improvements, optimization, development and maintenance efforts in the following specialties; business process re-engineering; workflow and process automation; process improvement;

quality control and management; information systems architecture;

automation; communications protocols; risk management/electronic analysis; software; life-cycle management; life-cycle management; life-cycle cost; development methodologies; and modeling and simulation projects.

Functional Responsibility Defines the problems, analyzes and develops plans and requirements in the subject matter area for moderately complex-to-complex systems.

Provides recommendations for proper implementation of programs and systems specifications in the following specialties: business process re-engineering; workflow and process automation; process improvement;

Functional Responsibility Provides technical, managerial and administrative direction for problem definition, analysis, requirements development and implementation of complex to extremely complex systems in the subject-matter area. Makes recommendations and advises on organization-wide system improvements, optimization or maintenance efforts in the following specialties: business process re-engineering; workflow and process automation; process improvement; quality control and management; information systems architecture; risk management analysis; life- cycle management; life-cycle cost development methodologies; and modeling and simulation projects.

Demonstrates strong writing and oral communication skills.

(Current) IT Systems Project Manager Education Bachelor’s degree from an accredited college or university.

Qualification/Experience Minimum of five years of demonstrated performance.

Functional Responsibility Responsible for the daily management of a project, and is involved in all phases of an application’s development, from planning to final deployment.

Serves as the designated liaison with the client’s contracting officer, contract level contracting officer’s representative or assigned representative. During the planning phase of a project, works with the client to gather requirements for an application and managers the development of an application’s prototype. During the development phase, assigns development tasks to the development team. Responsible from managing and participating in the testing and debugging process. During the development process, addresses any concerns the client may have and coordinates communications between the client and information concepts. Manages the development of all documentation and technical reports pertaining to a project, and reporting on the project to the client and senior staff.

Qualifications/Experience Minimum of three years of experience. Must have a basic understanding of the Microsoft .NET and Java development platforms.

Functional Responsibility Responsible for the daily analysis and coordination of a project and is involved in all phases of an application’s development, from planning to final deployment. Works with either a client’s assigned project manager or with information concepts IT systems project manager. During the planning phase of a project, works with the project team to gather requirements for an application and coordinates the development effort for an application’s prototype. During the development phase, assists the project team in coordinating assigned development tasks that have been given to the development team. Responsible for managing and participating in the testing and debugging process. During the development process, addresses any concerns the client may have and coordinates communications between the client and information concepts. Coordinates and assists in writing all documentation and technical reports pertaining to a project and reporting on the project to the client and senior staff.

Functional Responsibility Leads the development team or performs complex development functions in a development project. During the planning phase, develops the prototype of an application using the requirements gathered during planning sessions.

During the development phase, plans and directs the technical effort, assigning tasks to the development team, develops and/or approves overall designs and schedules for a development project, and takes responsibility for development of complex components within the application. Leads the development team in the integration and deployment effort of the final product. Assists in ensuring overall product quality and compliance with requirements. Works with the project team to address customer issues with the application and makes suggestions for improvements to the application.

Leads team meetings and panels to review the system under development and performs reviews of application code and structure.

Qualifications/Experience Minimum of four years of experience. Must possess technical level expertise of the Microsoft .NET and Java development platforms.

Functional Responsibility Develops application code per the system and design requirements of an assigned project. Tests and debugs newly developed applications or to enhancements of existing applications. Assists the project leadership in resolving customer complaints concerns with an application and offers suggestions for improvements and enhancements. Participates in team meetings and panels to review the system under development.

Qualifications/Experience Minimum of three years of demonstrated performance or equivalent substitution. Must have training in computer graphics packages, such as

Dreamweaver, Photoshop, Adobe Illustrator and Paint Shop Pro; and knowledge of Flash, XML-based web applications and programming, XHTML programming and other Web development languages and technologies. Should be comfortable working with a variety of operating systems, such as Windows, Macintosh and UNIX. Must stay abreast of new developments in graphics software packages, the World Wide Web and related technologies.

Functional Responsibility Responsible for creating the look and feel of Web pages the client

Websites. Develops a graphic design that effectively communicates the ideas promoted by the Website. Participates in the initial planning of a

Functional Responsibility Responsible for budgeting, disbursing, and accounting for government funds. They make sure vendors are paid, balanced and financial matters are met. Maintains files and prepares financial reports and develop strategies and plans for the long-term financial goals of the company.

Qualifications/Experience Minimum of five years of experience or equivalent substitution. Excellent teamwork, coordination, organization, planning, and time management.

Functional Responsibility Responsible for guiding the project team and the project to successful completion. They identify what work needs to be completed, when and by whom. Works very closely with the Project Manager to update the schedule and to make sure they are on track. Monitors performance reports against the plan to ensure that contractual, cost and schedule objectives are met.

Qualifications/Experience Must have 8-10 years working as a Software Applications Analyst.

Functional Responsibility The Software Applications Analyst V consults with users to identify current operating procedures and to clarify program objectives. Leads the research, analysis and modification of programming systems including encoding, testing, debugging, and installing to support an organization's application systems. Gathers and determines requirements needed from other departments and develops the solution to achieve business objectives.

In addition, Software Applications Analyst V typically reports to a manager or head of a unit/department. Being a Software Applications Analyst V works on advanced, complex technical projects or business issues requiring state of the art technical or industry knowledge. Works autonomously. Goals are generally communicated in solution or project goal terms. May provide a leadership role for the work group through knowledge in the area of specialization.

(New) Biomedical Equipment Technician III

Education Associate’s in Arts degree from an accredited college or 2-year certificate in Electronics Technology or Biomedical Engineering.

Qualifications/Experience Must have 3-5 year’s related experience in the repair and maintenance of medical equipment. An equivalent combination of education and experience may be substituted. A Biomedical Equipment Technician III must have considerable knowledge of electronic circuitry and technical aspects of the operation, repair and maintenance of electronic equipment.

Must have an aptitude for understanding the operation of electronic, electromechanical, and pneumatic devices.

Functional Responsibility Biomedical equipment technician III tests the functionality of equipment and takes accuracy, sensitivity, and selectivity measurements. Biomedical equipment technician III assembles, maintains, and repairs various medical equipment and assists medical staff in operation of equipment while reporting to a supervisor or manager. Must be able to work independently within established procedures that are associated with the specific job function. Biomedical equipment technicians will ensure compliance with safety regulations and policies. They will also ensure that documentation is complete, timely, and accurate. Additional responsibilities for this role include installing and adjusting a variety of biomedical and research equipment; and diagnosing equipment malfunctions with accuracy and precision.

(New) Senior Master Black Belt

Education Master’s degree from an accredited college or university

Qualifications/Experience Must have 5-7 years of consulting/lean process improvement and managerial experience. The Senior Master Black Belt must have deep knowledge of the managed sub-function and solid knowledge of the overall departmental function. Must have Six Sigma Master Black Belt and Lean

Master Certifications. Working knowledge or experience within a military culture. Must have expert communication skills and pay attention to detail.

Deep understanding of government regulatory environment and unique structures. In addition, Senior Master Black Belt must understand the development of metrics and dashboard concepts and advanced data analytics beyond basic Six Sigma tools.

Functional Responsibility Supports the Information Systems Security Manager (ISSM) for Combat
