Growth Chamber Incubator
I BACKGROUND
The ARS Environmental and Microbial Food Safety Laboratory (EMFSL) in Beltsville, Maryland requires a plant growth chamber incubator for leafy green plants used for food safety research.
II. REQUIREMENTS.
· External dimensions not to exceed 45 (wide) x 35 (deep) x 80 (height) inches.
· Chamber capacity > 36 cubic feet.
· Shelved total growing area > 18 square feet (3 shelves)
· LED lights for individual growing shelves.
· Dimmable light control for individual shelves.
· Programmable day/night light cycles.
· Maximal LED light intensity > 700 μmoles/m2/s
· Minimal programmable temperature control range 7 - 42 oC
· Minimal humidity control range 40 – 80 %.
· Secure door lock and malfunction alarms.
· Covered observation window on the door.
· Access port with plug (for cables and tubing)
· Internal power receptacles.
III. SECTION 508 ACCESSIBILITY COMPLIANCE
Not applicable.
IV. DELIVERY AND SYSTEM INSTALLATION
a. System Footprint. <15 square feet.
b. Utilities. The Government shall provide all necessary utilities and a standard 110V plug. The Contractor must provide information regarding the required utilities and hookups within ten (10) calendar days after notice of award is received.
c. Delivery. The Contractor shall furnish, deliver and install the equipment (F.O.B. Destination, Within Consignee’s Premises) to USDA-ARS as follows:

Delivery and installation shall be within ninety (90) days after receipt of the award.
Delivery shall be between the hours of 8:00 a.m. to 3:30 p.m., Monday through Friday, excluding Federal holidays. Provide advance notification to the above within 24 hours of delivery of the equipment.
d. Installation and Start-up.
Documentation. The Contractor shall provide an electronic copy of the installation instructions and delivery confirmation by email to xiangwu.nou@usda.gov
V. TRAINING.
Training not applicable.
VI. WARRANTY.
The Contractor shall provide a copy of any included warranty per the product manual.
VII SYSTEM ACCESSORIES
Additional accessories to be purchase later as needed.
VIII SERVICE CONTRACT
The manufacture does not offer a service contract. They will provide the name of a third-party vendor who can service the equipment.
IX . EVALUATION CRITERIA –
The Government intends to make an award based on the technically acceptable offer with the lowest evaluated price (inclusive of all line items), shipping and other factors considered. The following evaluation criteria shall be used: Technical Capability and Price. Technical Capability shall be scored on a “Pass/Fail” basis.
1) TECHNICAL CAPABILITY OF THE FIRM. Technical capability will be based on product literature, technical features, and warranty provisions. Each offeror is required to furnish descriptive literature and warranty information for the system. Documentation is to be furnished to show how the offered item is in compliance with the statement of work or how it exceeds the statement of work.
2) PRICE. Price includes all equipment, supplies, materials, shipping costs, warranty, training, customs and duty, delivery and any additional discount terms.
