Section A: General Contract Information
Contracting Activity: 55 CONS/PKB
Project/Program Name: STRATCOM Gate SWSS Grab Barrier Maintenance and Repair
Purchase Request/Identification Number: F3H3G28207AW01
Estimated Contract Cost (including Options): $209,837.64
Section B: Description of the Supplies/Services Required
The 55 Contracting Squadron intends to contract for maintenance and repair services for the GRAB 300 barrier system and associated barrier operation controls. This system includes 2 (two) Smith & Wesson Security Solutions (SWSS) GRAB Active Vehicle Barriers, and 6(six) Drop Arms at Offutt AFB for the 55th Wing. The Government intends to execute a one year contract with two option years. This contract will include all supplies, materials, equipment, tools, labor, personnel, transportation, supervision, and management necessary to perform maintenance and repair services (excluding routine maintenance that is to be provided by the Government).
Section C: Justification for Soliciting from a Single Source or Brand Name
FutureNet Security Solutions, LLC d/b/a Smith & Wesson Security Solutions (SWSS) is the sole manufacturer, distributor, contractor allowed to work on the GRAB and its associated components. There are no other authorized companies that can perform the needed maintenance and repair services due to the fact that selecting SWSS will ensure the continued validity of all current warranties. Failure to have SWSS perform the maintenance and repair service will have increased fiscal impact due to the need for other maintenance contractors to sub-contract SWSS for issues including, but not limited to: SWSS software programs that are protected to prevent modifications, barrier control testing and synchronization, and replacement of proprietary components only available for purchase through SWSS such as Barrier Nets, Net Encasements, Shear Pins, Lift Arm and Motor Assemblies, Turnbuckles, Energy absorbing pistons, Stanchions and Bearing Sleeves, Net Pads, etc.. SWSS's proprietary parts and design prevent untrained, uncertified, or unlicensed personnel from performing maintenance and/or repair services on the GRAB or Drop Arm Systems at Offutt AFB NE due to the potential risk to the Government that such actions will void the manufacturer's warranty. 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will satisfy Agency Requirements.
Section D: Efforts to Obtain Competition
FutureNet Security Solutions LLC has no authorized resellers of this equipment, software or warranty services. However, the Government performed market research and posted a Sources Sought Synopsis on 27 June 2018 to www.fbo.gov to determine if there are other companies that offer a similar maintenance service.
Two companies responded to the posting. One company was a small business and the second was a veteran owned small business that did not offer the sort of barrier that FutureNet Solutions LLC offered and would have to subcontract the requirement back to FutureNet Solutions LLC which would incur the Government additional costs since FutureNet Solutions LLC will have better access to parts, software, and relevant technical information than any other vendor. A Proprietary Assurance Letter was received from FutureNet on 7 August 2018.

Section E: Steps to Preclude Future Single Source or Brand Name Awards
In the future, as the Government receives information that competing companies have become licensed/ authorized to work on the existing security system without voiding installation warranties, following actions can be made competitively.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
