GOVERNMENT REQUIREMENTS

TITLE: PaperSpray Ionization Source

I. BACKGROUND INFORMATION

The Surface and Trace Chemical Analysis Group (STCAG) of the Materials Measurement Science Division (MMSD) of the Materials Measurement Laboratory (MML) has significant research efforts in the fields of forensic science and homeland security. One of the major focuses of these efforts surrounds development, evaluation, and quantification of standard test materials (TMs) for a suite of trace detection technologies. Another major program is the quantification of trace level drug residues in operational environments. To enhance the capabilities of the STCAG and the Materials Measurement Science Division (MMSD) as a whole, the STCAG is looking to procure a new automated paperspray ionization source to couple to an existing NIST owned triple quadrupole mass spectrometer.

The existing mass spectrometer to which the system will be coupled is a ThermoFisher Scientific TSQ Quantis which runs off XCalibur and/or Chromeleon software. Procuring a new automated paperspray ionization source to couple with the existing triple quadrupole mass spectrometer will allow NIST to expand capabilities and research with trace level identification and quantification of explosives, drugs, and other materials both neat and in complex matrices, which is critical to trace contraband detection and forensic science programs.

GENERAL REQUIREMENTS

The Contractor shall provide an automated paperspray ionization source and all necessary parts to connect the system to a ThermoFisher TSQ Quantis. The Contractor shall also provide the necessary computer and/or computer software to allow the paperspray ionization source to run off the same software as the existing mass spectrometer.

The minimum specifications for these requirements are listed below.

II. SALIENT CHARACTERISTICS

Compatibility with Existing Technologies

• Must be fully interoperable with a ThermoFisher TSQ Quantis mass spectrometer.

• The ionization source must be recognizable by the ThermoFisher TSQ Quantis mass spectrometer for integration

• Must be capable of operating the paperspray ionization source and the ThermoFisher TSQ Quantis mass spectrometer off of the same workstation and same software.

• Must be capable of operating on the same software package as the existing mass spectrometer. This system is currently operated by XCalibur software or Chromeleon® software.

Automated Paperspray Ionization Source

• Must provide rapid sample analysis, defined as less than 2 min per sample

• Must allow for automated spray and rewet solvent dispensing o Must contain solvent reservoirs capable of holding at least 100 mL of solvent o Must allow for automated dispensing volumes of up to 100 µL solvent per sample o Must have a system in place for warning operators of low solvent levels

• Must utilize multi-sample sampling cartridges or plates that allow for analysis of multiple samples without having to manually reload samples

• Must allow for sample cartridge or plate identification using barcodes, RFIDs, or similar technology

• Must run off 110 V power

• Must not exceed the following dimensions when the dimensions of the mass spectrometer are included: 40 inches wide and 40 inches deep

• The contractor shall provide an operations and maintenance manual stating the manufacturer’s operating standards, and directions on system operation, and troubleshooting.

Software

• System must be capable of being controlled by XCalibur software or Chromeleon® software and allow for complete software integration with the ThermoFisher TSQ Quantis mass spectrometer.

Warranty

• The Contractor shall include at least a one (1) year warranty on the paperspray ionization source.

Installation and training

The contractor shall install the instrument in the NIST Laboratory, Building 217/ room A217. Additionally, the contractor shall provide training for up to 3 NIST personnel instructing on proper use, troubleshooting and basic system maintenance.

III. PLACE OF PERFORMANCE

Installation and training shall be accomplished at NIST, Gaithersburg, Maryland. Normal duty hours are Monday through Friday, 8:30 a.m. to 5:00 p.m. with the exception of Federal holidays. Work will be coordinated with the NIST Technical Point of Contact (TPOC).

IV. DELIVERABLES

Description Quantity Due Date Delivery of instrument One (1) 60 days after award of this requirement.

Operations manual for the accessories One (1) 60 days after award of this requirement

Installation and Familiarization Training One (1) 90 days after award of this requirement

V. ACCEPTANCE CRITERIA

The NIST Technical Point of Contact (TPOC) will perform acceptance tests to verify that all specifications in this statement of requirements have been met.

VI. GENERAL INFORMATION

Safety: The Contractor employee shall be responsible for knowing and complying with NIST installation safety prevention regulations. Such regulations include, but are not limited to, general safety, fire prevention, and waste disposal.

Security: NIST is a restricted campus. An identification badge is required for access for entry into buildings and also is shown to the armed Security Police when entering the campus.

Identification Badges: Contractor employees shall comply with NIST identification and access requirements.

Each Contractor employee shall wear a visible identification badge provided by the NIST Security Office.

Vehicle Registration: All Contractor employees must register their vehicles with the NIST Security Office to gain access to the campus. A valid driver’s license, Government-furnished civilian ID, proof of insurance and current registration must be presented to the NIST Security Office, at which time a NIST vehicle pass will be issued.
