STATEMENT OF WORK (Sample)

1. Objective/Requirements

The Spatiotemporal Thinking, Computing, and Applications Center (STC) is a National Science Foundation (NSF) Industry/University Cooperative Research Center (I/UCRC) program. The focus of the STC is on building national and international spatiotemporal infrastructure to advance the following objectives:

Improve the spatiotemporal research infrastructure base.

Advance the intellectual capacity of future scientists, engineers, and people.

Establish national and international leadership in spatiotemporal thinking, computing, and applications.

The mission of the STC is in direct alignment with overall mission of NASA and specifically with the goals of the Computational and Information Sciences and Technology Office (CISTO – Code 606). CISTO is positioned to provide high-end information technology solutions for science. With the recent convergence of High- Performance Computing (HPC), Big Data, Artificial Intelligence (AI), Machine Learning (ML), and Cloud computing, there is a critical need to better understand how emerging technologies can be leveraged across Earth Science. The overlap between the STC’s mission and the needs for CISTO make this an ideal partnership to explore new methods for supporting science. In addition, the STC provides access to other research being funded across Government and industry partners within the STC; research that is both unique to the STC and relevant to CISTO. No other NSF funded center or group of universities provides such a group of focused research opportunities centered around developing these unique solutions for science.

2. Characteristics, Scope, and Specs

The contractor shall perform the following duties:

Apply emerging AI/ML software frameworks to representative Earth Science applications with a specific emphasis on spatiotemporal applications, such as time and space-based classifications, segmentations, or upscaling.

Prepare and execute AI/ML kernel benchmark applications.

Test emerging hardware, software, and cloud computing solutions.

4. Period of Performance The period of performance for this work will be for 2 years (24 months) starting from 1 October 2021, through 30 September 2023.
