Sources Sought Synopsis
Notice Type: Sources Sought
Synopsis:
1. NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only.
1.1 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist and to assist in determining if this effort can be competitive and/or a total Small
Business Set-Aside. The Government will use this information to determine the best acquisition strategy for this procurement.
1.2 The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work accomplished by the prime and the work accomplished by the teaming partners.
2. PROGRAM DETAILS
2.1. Background.
The Hard Copy Recorder Assembly and (Part Number 5131-004) and System Controller
Assembly (Part Number 5131-002), Distribution Box Assembly (Part Number 5131-003), Guidance Control Junction Box (Part Number 5131-005), Self-Test Distribution Box Assembly
5131-006), (Switch Unit Assembly 5131-007), (Skirt Junction 5130-008), are subcomponents to
Guided Missile Launcher Electrical Circuit (GMLEC) Test Set, which checks, verifies and records signals within the Launch Facility and provides proper response to those signals ensuring
Operational ground Equipment is functioning properly.
2.2 The Air Force is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in, and the resources to support the a purchase of quantity 10 each of two GMLEC subcomponents: The Hard Copy Recorder Assembly (Part
Number 5131-004), System Controller Assembly (Part Number 5131-002), Distribution Box
Assembly (Part Number 5131-003), Guidance Control Junction Box (Part Number 5131-005), Self-Test Distribution Box Assembly 5131-006), (Switch Unit Assembly 5131-007), (Skirt
Junction 5130-008),. If 2 each does not meet Minimum Order Quantity (MOQ), please specify
MOQ for each item. Moreover, if quantity of 2 each is not achievable, please specify quantity of each that could be produced. Potential vendors MUST possess necessary technical data, specialized tooling, testing equipment, and facilities to inspect, produce and test these assets in accordance with the applicable drawing.

3. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred.
3.1 If your organization has the potential capacity to produce the specified items, please provide the following information:
1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization.
2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.
3) Technical approach to meeting the detailed qualification requirements described in the
Hard Copy Recorder Assembly (Part Number 5131-004), System Controller Assembly 5131-
002) Distribution Box Assembly (Part Number 5131-003), Guidance Control Junction Box (Part
Number 5131-005), Self-Test Distribution Box Assembly 5131-006), (Switch Unit Assembly
5131-007), (Skirt Junction 5130-008), drawings and specifications.
4) Rough Order of Magnitude (ROM) price estimate to accomplish the tasks described in the technical, engineering drawings build to print. The ROM provided to the government must be itemized as follows:
(1) Analysis/Feasibility Study
(2) Prototype Fabrication
(3) Technical Data
(4) Testing
(5) Develop/Design Prototype
(6) Engineering Support
3.2 The government will evaluate market information to ascertain potential market capacity to:
1) Provide Hard Copy Recorder Assembly (Part Number 5131-004), and the System
Controller Assembly 5131-002) Distribution Box Assembly (Part Number 5131-003), Guidance
Control Junction Box (Part Number 5131-005), Self-Test Distribution Box Assembly 5131-006), (Switch Unit Assembly 5131-007), (Skirt Junction 5130-008), prototyping.
2) Secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements.
3) Implement a successful project management plan, which includes: compliance with program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation.
3.3 If, after reviewing these documents, you desire to participate in the market research and your organization has the potential capacity to perform these contract requirements, please provide the following information below in the contractor capability survey as well as tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.
